Russia Ramps up Fuel Exports in Fight for European Market

© Mikhail Perfilov / Adobe Stock

Russia plans to sharply increase fuel exports and carve out a larger share of the European market following an extensive $55 billion modernisation of its refineries, companies' plans and analysts' reports show. Russia embarked on a modernisation of its biggest refineries in 2011 following a fuel shortage crisis. It also changed its tax system to favour production of cleaner and higher-quality fuel. The modernisation, which has not been completed yet, led to a surge in output of light products and exports, which has hurt European refineries' margins.

Glencore Sells Russian Blend to Chevron for U.S. Delivery

Swiss-based trader and miner Glencore has sold 100,000 tonnes of Urals for loadings from Primorsk on Jan. 16-17 to Chevron for delivery to the US Gulf Coast, traders said, making a return to the United States after a four-year hiatus. Glencore originally bought the cargo from Russia's Rosneft under a five-year pre-finance agreement, according to the traders. Rosneft declined to comment. Glencore does not typically comment on its trading deals. The cargo had been loaded from the Baltic Sea port of Primorsk on the vessel called Sparto, port agents' data shows. Sparto was heading to Skagen in Denmark, where it would be re-loaded onto another tanker for shipment to the United States, traders said.

Russian Liftings for Western Options at 12-Year Low

MOSCOW, Nov 25 (Reuters) - Exports of Russian crude oil to Western markets are set to fall by almost a third in December and reach a 12-year low as traders withhold cargoes to wait for lower duties from Jan. 1, a preliminary export programme showed on Tuesday. Total seaborne Urals crude exports are seen at 5.3 million tonnes next month, their lowest since February 2003, when they stood at 5.1 million tonnes. The decreasing volumes may bolster Russia's position in talks to persuade members of the Organization of the Petroleum Exporting Countries to cut its oil production to bolster prices, which fell by 30 percent from a June peak. According to the preliminary schedule…

Surgut to transport diesel by rail from its Kirishi refinery; Main diesel terminal in Primorsk reaches full capacity. Surgutneftegas will start exporting diesel from the Baltic port of Ust Luga next month after extensive modernising upgrades to Russian refineries have created a surplus of higher grade fuels, traders said. Russian refiners are struggling to find new ports to cope, with the Baltic's Primorsk already at full capacity. Surgut, Russia's third-largest oil producer, plans to transport diesel by rail from its 420,000 barrels-per-day (bpd) Kirishi refinery in northwest Russia to Ust Luga. Russia Eyes Boosting Primorsk Diesel Exports

Reuters- Russia's oil pipeline monopoly Transneft said on Thursday it plans to nearly triple exports of ultra low sulphur diesel (ULSD) from the Baltic Sea port of Primorsk after 2016 when domestic companies are expected to boost production. As there will be not enough pipeline capacity to export the production then, Transneft said it will adjust one of the crude oil links leading to Primorsk to a pipeline able to ship ULSD. Transneft would start works to ship ULSD from the Kirishi refinery, owned by Surgutneftegas, to Primorsk later this spring and the pipeline would be ready to ship the fuel next autumn or winter, the company said in emailed remarks.
