Singapore's Maritime Port Authority (MPA) has suspended the bunker craft operator licence of Inter-Pacific Petroleum Pte Ltd, the MPA said in a statement on Thursday.The MPA suspended the license, which allows Inter-Pacific to operate tankers used to load marine fuel, known as bunker fuel, onto ships, with effect from June 27 until further notice, the statement said.The license suspension occurred after "an enforcement check on a bunker tanker operated by Inter-Pacific Petroleum," the MPA said, without providing further details.The MPA did not immediately respond to requests for comment.Inter-Pacific could not be reached for comment…

The Maritime and Port Authority of Singapore (MPA) has revoked the bunker craft operator licence of Southernpec (Singapore), with effect from 08 May 2019. Southernpec will no longer be allowed to operate as a bunker craft operator in the Port of Singapore.Investigations by MPA revealed that Southernpec had engaged in a bunker malpractice, involving the use of a magnet to interfere with the mass flow meter on board a tanker during a bunkering operation, which constituted a breach of the terms and conditions of its bunker craft operator licence.Southernpec had also failed to inform MPA of the appointment of cargo officers to work on its…

The Maritime and Port Authority of Singapore (MPA) has revoked the bunker supplier and bunker craft operator licences of Transocean Oil Pte Ltd, with effect from 6 November 2017. Transocean will no longer be allowed to operate as bunker supplier and bunker craft operator in the Port of Singapore. As part of MPA’s ongoing regulatory efforts to ensure the integrity of bunkering in Singapore, checks were conducted on Transocean in March and April this year. MPA’s investigations revealed that there were several falsifications of records and discrepancies in the stock movement logbooks on board the bunker tankers operated by Transocean, which breached the terms and conditions of their bunker supplier and bunker craft operator licences.

The Maritime and Port Authority of Singapore (MPA) will not be renewing the bunker supplier licences of Panoil Petroleum Pte Ltd and Universal Energy Pte Ltd when they expire on 31 August 2017. The bunker craft operator licence of Universal Energy Pte Ltd will also not be renewed. Both companies will no longer be allowed to operate as a bunker supplier and bunker craft operator in the Port of Singapore. Panoil Petroleum Pte Ltd made unauthorised alterations on the pipelines of their bunker tankers and has accumulated demerit points[1] for non-compliances to the bunkering procedures. Separately, Universal Energy Pte Ltd accumulated demerit points for delivery of bunkers that were severely aerated as well as stoppages during bunkering operations.

The International Bunker Industry Association (IBIA) believes the benefits achieved from adopting mandatory use of Mass Flow Meters (MFMs) for marine fuel oil deliveries in Singapore must be protected by effective enforcement, and that using approved MFMs to measure quantity being loaded onto bunker tankers as well as that delivered to ship would address a missing link in supply chain integrity. The Singapore regulation that came into effect on 1 January 2017 was widely perceived to be a significant step forward in promoting greater transparency and ensuring the accuracy of delivered tonnage in the port, but it hasn’t all been plain sailing.

The Maritime and Port Authority of Singapore (MPA) has revoked the bunker craft operator licence of Panoil Petroleum, effective 14 August 2017. Panoil  will no longer be allowed to operate as a bunker craft operator in the Port of Singapore. "As part of MPA’s on-going regulatory efforts to ensure the safety, reliability and quality of bunker supplies in Singapore, checks were conducted on Panoil Petroleum Pte Ltd between January and March 2017," said a statement from MPA. MPA’s checks revealed that unauthorised alterations were made on board five bunker tankers operated by Panoil. The unauthorised alterations were made on the pipelines of the bunker tankers between the Mass Flow Meters (MFM) and the flow boom.

New Ocean Maritime Pte Ltd was convicted in court under regulation 64(b) of the Maritime and Port Authority of Singapore (Port) Regulations and was fined a total of $81,000. The Maritime and Port Authority of Singapore (MPA) brought charges against New Ocean Maritime Pte Ltd for providing services in the port of Singapore without a bunker craft operator licence between 3 January 2015 and 28 March 2015. New Ocean Maritime Pte Ltd was also found to have used the bunker craft operator licence that was issued to Seaquest Tanker Pte Ltd for providing services in the port. Seaquest Tanker’s bunker craft operator licence was revoked by MPA last year on 26 April 2016 for the company’s involvement with New Ocean Maritime.

Singapore-based bunker barge operator New Ocean Maritime was fined 81,000 Singapore dollars ($57,100) on Jan. 17 for providing services without a licence between Jan. 3, 2015 and March 28, 2015, the Singapore port authority said on Tuesday. The company was also found to have used the bunker craft operator licence of Seaquest Tanker, another Singapore-based bunker services provider, which had its permit revoked last year on April 26 for erroneous record-keeping. AC Oil Pte Ltd will no longer be allowed to operate as a bunker supplier or bunker craft operator in the Port of Singapore. As part of MPA’s on-going regulatory efforts to ensure the safety, reliability and quality of bunker supplies in Singapore, checks were conducted on AC Oil Pte Ltd in May and June 2016. MPA’s investigations into the company revealed discrepancies and wrongful declarations in the records kept on board their bunker tankers. There were also separate incidences of bunker transfers between bunker tankers that were conducted without MPA’s approval.

Progressive Power Co Pte Ltd pleaded guilty in court on May 20, 2014 to five charges for supplying bunkers on five occasions in the Port of Singapore without a valid bunker supplier license issued by the Maritime and Port Authority of Singapore (MPA), as required under Regulation 64(a) of MPA Port Regulations and committed an offence punishable under Regulation 78(b) of the said Regulations. Another 10 charges were taken into consideration. MPA had brought charges against Progressive Power Co Pte Ltd, for delivering bunkers on eight occasions as a bunker craft operator between March 17, 2013 and July 5, 2013, and for supplying bunkers on seven occasions as a bunker supplier between October 11, 2012 and January 22, 2013.

The Maritime and Port Authority of Singapore (MPA) cancelled the bunker supplier and bunker craft operator licenses that were issued to Coteam Petroleum Trading Pte Ltd with effect from April 1, 2014 as they contravened the terms and conditions of the bunkering licenses, GAC reported. Coteam Petroleum was found to have breached Clause 3 of the terms and conditions of the Bunkering License (Bunker Supplier) by allowing other companies to use their Bunker Delivery Notes to supply bunkers. They were also found to have breached Clause 31 of the terms and conditions of the Bunkering License (Bunker Craft Operator) for delivering bunkers on behalf of an unlicensed company to customers of that company.

The Maritime and Port Authority of Singapore (MPA) states it has cancelled the bunker supplier licences of Excel Petroleum Enterprise Pte Ltd and Lian Hoe Leong & Brothers Pte Ltd with effect from 15 January 2014 for contravening the terms and conditions of the bunkering licences. Both companies were found to have breached Clause 3 of the terms and conditions of the Bunkering Licence (Bunker Supplier) by allowing other companies to use their Bunker Delivery Notes to supply bunkers.

In its press release the SSA said that it understands that the “cappuccino” effect is allegedly due to the presence of entrained air, which may cause the bunker fuel to froth, causing manual measurements to be unreliable. After a period of several days, the froth reportedly subsides, which may result in the apparent “loss” of bunkers. The SSA is of the view, however, that a significant number of reported instances of “frothed” bunker are overly exaggerated and unsubstantiated by hard evidence at the time of loading. The SSA’s Executive Director, Mr Daniel Tan said, “There are stringent regulations in place in Singapore for the delivery of bunkers to ships. All deliveries in the port must follow SS 600 imposed by the MPA and any non-compliance is subject to sanctions by the MPA.

SSA rtespondes to allegations of bunkering irregularities in Singapore. Bunkering is an important industry for Singapore. Consequently, the bunker supplying industry in Singapore is therefore also highly regulated by the Maritime and Port Authority of Singapore (MPA) - all Singapore bunker suppliers, bunker tankers and bunker surveyors involved in the bunkering business are required to be licensed by MPA. The Singapore Shipping Association (SSA) therefore takes a very serious view of recent allegations of malpractices by the bunkering industry in Singapore. As a major port of call, Singapore supplies more than 43 million tonnes of bunkers. This is based on more than 37,000 vessel calls at Singapore for bunkers annually.

The Maritime and Port Authority of Singapore (MPA) has suspended the bunkering licenses of Coastal Bunkering Services Pte Ltd to operate as a bunker supplier and a bunker craft operator with immediate effective today. This follows the conviction of five bunker surveyors on May 24 for accepting bribes from Coastal Bunkering Services. With the suspension, Coastal Bunkering Services is disallowed from operating as a bunker supplier and/or bunker craft operator in the Port of Singapore.
