Keppel Offshore & Marine Ammonia Bunker Vessel Get ABS AIP

ABS issued approval in principle (AIP) to Keppel Offshore & Marine for the ammonia-fueled ammonia bunker vessel at the heart of Project Sabre, an initiative from a consortium of organizations to develop an ammonia bunker supply chain in Singapore.As well as ABS, the consortium includes A.P. Moller – Maersk, Fleet Management Limited, Keppel Offshore & Marine, Maersk Mc-Kinney Møller Center for Zero Carbon Shipping, Sumitomo Corporation, Kawasaki Kisen Kaisha, Ltd. and the Maritime & Port Authority of Singapore.The 188-m, 33,000 cu.

Total in 10-Year LNG Bunkering Pact with Pavilion

Temasek-owned Pavilion Energy has signed a 10-year fully-termed agreement to jointly develop an LNG bunker supply chain in the port of Singapore with Total Marine Fuels Global Solutions (TMFGS),  a subsidiary of French energy conglomerate Total SA.Global law firm Norton Rose Fulbright has advised  on signing the contract.The agreement includes the shared long-term use of 12,000 cu m LNG bunker vessel (LNGBV). UGS Hails IMO Decision on Sulphur Cap

The Union of Greek Shipowners (UGS) remains firmly committed to the successful transition to the 0.5 percent global sulphur cap in marine fuels and the related dates that have been agreed at the United Nations International Maritime Organization (UN IMO).At the same time, it fully supports the effective implementation and enforcement of the new regulation through the establishment of a UN IMO institutionalized data collection, analysis and review stage, as the minimum safeguard, given the safety and operational issues already identified.A press release from UGS said that this is in line with the traditional role of the UN IMO and the need to give priority to the protection of life at sea and the protection of the environment…

IBIA Supports Efforts to Ensure Integrity of MFM Systems

The International Bunker Industry Association (IBIA) believes the benefits achieved from adopting mandatory use of Mass Flow Meters (MFMs) for marine fuel oil deliveries in Singapore must be protected by effective enforcement, and that using approved MFMs to measure quantity being loaded onto bunker tankers as well as that delivered to ship would address a missing link in supply chain integrity. The Singapore regulation that came into effect on 1 January 2017 was widely perceived to be a significant step forward in promoting greater transparency and ensuring the accuracy of delivered tonnage in the port, but it hasn’t all been plain sailing.

LNG-fueled Newcastlemax Bulk Carrier Design Unveiled

Project partners BHP, Fortescue, Mitsui O.S.K. Lines (MOL), Rio Tinto, SDARI, U-Ming, Woodside, and DNV GL presented the results from stage one of their “Green Corridor” joint industry project (JIP), which demonstrated the commercial potential and technical feasibility of bulkers fueled by liquefied natural gas (LNG) in the iron ore and coal trade between Australia and China. The result is an LNG-fueled Newcastlemax design which is in the process of receiving Approval in Principle (AiP) from DNV GL. The idea of developing LNG-fueling infrastructure for the vessels operating on the Australia–China iron ore and coal trade route has been contemplated by major charterers, ship owners and operators for many years.

Mass Flow Metering Now Mandatory in Singapore

In a move which has been hailed as a landmark moment for the bunker industry, the use of mass flow metering (MFM) for heavy fuel oil bunker deliveries in Singapore became mandatory on January 1, 2017. The Maritime and Port Authority of Singapore’s (MPA) efforts have been applauded by many in the industry – including World Fuel Services – who see MFM as an important tool for developing more transparency and accountability for the bunker supply chain. So how does MFM work, and why is it so important to the bunkering industry? When a mass of liquid passes through an oscillating tube, the inertia effect of the moving liquid will cause the tube to twist – and the twisting will be in direct proportion to the liquid‘s mass flow.

New regulations on limiting sulphur and nitrogen oxides emissions and a burgeoning global infrastructure are adding to the growing momentum for the more widespread adoption of LNG as a marine fuel. “Green Corridor”, a new joint industry project (JIP) signed recently in Singapore, looks to capitalize on this opportunity to drive the development of the market. IBIA to Hold Regional Forum in Gibraltar

The Port of Gibraltar will showcase its bunkering and marine services at the International Bunker Industry Association (IBIA) Regional Forum, February 24-27. The forum, which takes place at Gibraltar’s Sunborn Hotel, will include a workshop on bunkering; a session focusing on mega yacht and leisure services; an overview of bunkering in the Mediterranean as well as updates on IMO’s steps to improve fuel quality, IBIA’s port charter initiative, visits to bunkering barges and a reception at the top of the Rock of Gibraltar. Speakers include representatives from Peninsular Petroleum, World Fuel Services, Intertanko, Vopak, Vemaoil and Aegean.

Cross Keys Implements Quality Control for Russian Bunker Supply Chain

'Cappuccino Bunkers' in Singapore Claim Refuted

In its press release the SSA said that it understands that the “cappuccino” effect is allegedly due to the presence of entrained air, which may cause the bunker fuel to froth, causing manual measurements to be unreliable. After a period of several days, the froth reportedly subsides, which may result in the apparent “loss” of bunkers. The SSA is of the view, however, that a significant number of reported instances of “frothed” bunker are overly exaggerated and unsubstantiated by hard evidence at the time of loading. The SSA’s Executive Director, Mr Daniel Tan said, “There are stringent regulations in place in Singapore for the delivery of bunkers to ships. All deliveries in the port must follow SS 600 imposed by the MPA and any non-compliance is subject to sanctions by the MPA.

Bunkering in Singapore - an Alternate View

SSA rtespondes to allegations of bunkering irregularities in Singapore. Bunkering is an important industry for Singapore. Consequently, the bunker supplying industry in Singapore is therefore also highly regulated by the Maritime and Port Authority of Singapore (MPA) - all Singapore bunker suppliers, bunker tankers and bunker surveyors involved in the bunkering business are required to be licensed by MPA. The Singapore Shipping Association (SSA) therefore takes a very serious view of recent allegations of malpractices by the bunkering industry in Singapore. As a major port of call, Singapore supplies more than 43 million tonnes of bunkers. This is based on more than 37,000 vessel calls at Singapore for bunkers annually.

ExxonMobil returns to Gibraltar market

ExxonMobil Marine Fuels (EMMF) has re-entered the Gibraltar bunker supply market, after an absence of two years. EMMF has secured availability of a full range of products, including fuel oil, diesel and gas oil, in Gibraltar. Iain White, business development manager at EMMF, says, " Gibraltar is a strategically important center for the supply of marine bunkers. We are delighted to have re-established our presence in what is a vital part of the Mediterranean bunker supply chain, and look forward to welcoming both old and new customers to our facilities there."

Singapore Establishes New Bunker Standards

Singapore’s bunkering industry will receive a boost with the implementation of a new national standard. As of June 1, 2007, all bunker suppliers in Singapore are required to be certified in accordance with the new Singapore Standard on Quality Management for Bunker Supply Chain (SS 524:2006), in order to renew their bunkering licenses. This was announced by Lim Hwee Hua, Minister of State for Finance and Transport at the opening of the 14th Singapore International Bunkering Conference (SIBCON 2006).
