OSVDPA seeks to start training and certifying DPOs by the end of this year. A new organization, the Offshore Service Vessel Dynamic Positioning Authority, Inc. (OSVDPA), held its first board meeting Thursday, March 12, charting the course toward a new dynamic positioning operator (DPO) certificate specially designed for the offshore service vessel industry. Incorporated as a non-profit, the OSVDPA is seeking to improve the safety of the maritime industry by improving the quality and quantity of certified DPOs. The Authority’s training and certification system will seek to emulate the structure of existing DPO certification methods with some enhancements. Specifically, the Authority’s system is unique in its change of emphasis from measuring sea-time to assessing competence.

Offshore Supply Vessel (OSV) 'Red Dawn' has been launched from the Eastern Shipbuilding Group's Allanton facility. Attending from Hornbeck was Todd Hornbeck, President & CEO,  and Carl Annessa, Executive Vice President & COO, along with 12 senior members of the Hornbeck Team witnessing the launch of the first of ten HOSMAX Offshore Supply Vessels under contract with Eastern. Captain Billy Haugh, who will be taking the vessel to sea as Master once it delivers later this year, and his wife Shandale had the honor of christening the vessel.

Hornbeck Offshore Services, Inc. nnounced today that it has exercised its option to purchase the HOS Hotshot, a newly constructed 165 foot fast supply boat that it has been operating under a bareboat charter since it was delivered in April 2003. In addition, the Company announced that it has entered into a definitive agreement to purchase two 6,000 horsepower ocean-going tugs that were built in 1983. Hornbeck expects to close the tug acquisitions by the end of June 2004, at which time the vessels will be converted for service in the Company's U.S. transportation fleet. The aggregate purchase price and conversion cost of the three vessels is expected to be $12.6 million.

Hornbeck-Leevac Marine Services, Inc. announced today that its Board of Directors has approved a new vessel construction program for its wholly-owned subsidiary, Hornbeck Offshore Services, LLC. This is the company's third such program since its inception five years ago - the first two were seven and six vessel programs, respectively. The current plan is to build eight additional state-of-the-art, deepwater OSVs, with construction of four 240-ft. DP-2 Class vessels to commence as soon as a definitive agreement has been signed with the selected shipyard. The company has signed a letter of intent for the first four vessels with one of the shipyards currently constructing vessels for Hornbeck and, therefore, anticipates prompt contract execution.

Confirming a press report in a trade publication earlier, Hornbeck Offshore Services, Inc. announced that the Company was not responsible for the oil spill that occurred earlier this week into the waters of Arthur Kill near Perth Amboy, New Jersey. According to the United States Coast Guard, the terminal has assumed responsibility for cleaning the spill and has contracted Clean Harbors and Atlantic Response to help with the cleanup. Carl Annessa, Hornbeck Offshore's Chief Operating Officer, stated, "There is currently an ongoing investigation by the controlling authorities into this incident with which Hornbeck Offshore is fully cooperating as a witness. One of our double-hulled tank barges, the Energy 8001, was present at the terminal at the time of the spill.
