Powering Ahead with a Clean Design

The Shearer Group and Conrad Shipyard collaborate on an ABS approved LNG Towboat Design. What happens next could change inland shipping forever. The December announcement that Conrad Shipyard, L.L.C. and The Shearer Group, Inc. (TSGI) had worked together to develop the design of a Liquefied Natural Gas (LNG) powered 4,200 horsepower towboat utilizing a proven TSGI design was, perhaps, exciting enough on its own merits. That the team had also been awarded an “Approval in Principle” (AIP) by the American Bureau of Shipping (ABS) for the design was especially significant for the nation’s inland waterfront. Packing clean LNG power into an inland towboat was no easy task. And yet, the potential for the concept to blossom in this largely fixed, point-to-point market is very real.

Maritime Fuel of the Future: Training to an Uncertain Standard

Despite its unquestionable allure, LNG as a fuel carries with it as many risks as it does answers to the problems it promises to solve. As industry and OEM’s work to remove any doubt, the collaborative effort outpaces the slow-moving regulatory machine. Even as Lloyds Register predicts that LNG will reach a maximum 11% share of marine propulsion solutions in 2030, it also says that segments with higher proportion of small ships will see the highest LNG uptake. And, at the same time, says the global classification society in its recent paper entitled, Global Marine Fuel Trends 2030, the marine fuel mix for bulk, containers and tankers…

USCG – Members Sought for CTAC

The US Coast Guard is seeking applications for appointment to membership on the Chemical Transportation Advisory Committee (CTAC), which advises the service on matters relating to the safe and secure transportation and handling of hazardous materials in bulk on US-flag vessels in US ports and waterways. CTAC Meetings Announced

In June, there will be two meetings of subcommittees of the Chemical Transportation Advisory Committee (CTAC), which is sponsored by the U.S. Coast Guard. On June 8-9, the Subcommittee on Hazardous Cargo Transportation Security will meet in Washington, DC to discuss the potential addition of acrylonitrile to the Certain Dangerous Cargo (CDC) definition and to review recent workgroup discussions and outcomes regarding CDC mixtures and the Declaration of Security. 69 Fed. On June 10, the Subcommittee on the National Fire Protection Association (NFPA) 472 Standard will conduct a teleconference meeting to discuss the formation of a marine emergency responder chapter in NFPA 472, Professional Competence of Responders to Hazardous Materials Incidents. 69 Fed. CTAC – teleconference meeting

The Chemical Transportation Advisory Committee (CTAC), sponsored by the U.S. Coast Guard, will conduct a teleconference meeting of its Subcommittee on the National Fire Protection Association (NFPA) 472 Standard. The purpose of the meeting is to discuss the future draft of a marine emergency responder chapter in NFPA 472, Professional Competence of Responders to Hazardous Materials Incidents. The teleconference meeting will be on July 20, 2004. Written comments should be submitted by July 19, 2004. 69 Fed. Reg. 39494 (HK Law).

USCG Seeking Applications For CTAC

The U.S. Coast Guard is seeking applications to membership on the Chemical Transportation Advisory Committee (CTAC). The committee provides advice and recommendations to the Coast Guard on matters relating to the safe transportation and handling of hazardous materials in bulk on U.S.-flag vessels in U.S. ports and waterways. Application forms should be submitted by October 1, 2002.

The Subcommittee on Hazardous Cargo Security of the Chemical Transportation Advisory Committee (CTAC), sponsored by the U.S. Coast Guard, will meet in Jeffersonville, Indiana on February 11-13, 2003 to discuss security issues as they relate to the marine transportation of chemicals.

The USCG is seeking feedback on its revision of 46 CFR part 151, the regulations for barges carrying bulk liquid hazardous materials. A starting point is a package of recommendations made by the Chemical Transportation Advisory Committee (CTAC) in 1993. CTAC recommended modifying the regulations to address construction changes, venting and gauging arrangements, cargo classification (especially toxic cargo classifcation) and grandfathering provisions. The USCG is also seeking feedback on the need for revised cargo identification signs on barges carrying hazardous liquid cargoes, as recommended by the Louisiana Governor's Maritime Task Force.
