The Liberian Registry announced the introduction of a range of cost-saving provisions which it said will help mitigate the burden and financial strain currently being placed on owners and operators of Liberian-flag vessels during the sustained economic downturn in the maritime and offshore sectors. The provisions are set out in Marine Operations Notes 02-2016 and 03-2016 recently released by the Liberian Maritime Authority to owners and operators of Liberian and non-Liberian flag vessels, as well as financial institutions and legal advisers.

China has launched regular military exercises in the Yellow Sea and the Bohai Strait, says the Chinese People's Liberation Army's Daily, the Chinese military's official newspaper. The China's military newspaper reported that eight days of "military missions" had begun on Friday in the northern parts of the Yellow Sea and the Bohai Strait, adjacent to the Korean Peninsula. Until next Friday, China's maritime authorities have banned ships from sailing in the affected areas. Pingtan Marine Enterprise Ltd., a global fishing company based in the People's Republic of China (PRC), has announced that the company recently ordered 25 newly-built fishing vessels as a continuation of its fleet replacement plan. Last week Commissioner William P. Doyle of the Federal Maritime Commission (FMC) briefed the full Commission with a report on his work seeking clarity and certainty on the People’s Republic of China’s (PRC’s) implementation of the Value Added Tax (VAT) as it relates to maritime commerce. Doyle informed the Commission that the Chinese government was expected to clarify its position on the VAT that has confused the shipper and carrier communities. On December 13, 2013, the PRC released Circular 106, which supersedes Circular 37 effective January 1, 2014.

At the annual meeting in New York, Lianyu Zhu of CCCC International Shipping Corporation, Tianjin, was elected to the board for the forthcoming year. London, 22 July 2011 – International Register of Shipping (IRS) has received official approval from the Maritime Safety Administration (MSA) of the People’s Republic of China (PRC) to open a surveying company in China. The approval comes as IRS, headquartered in Panama City, Panama, continues to expand its network, especially in Asia and Africa. It has opened new offices in Singapore, Norway and Ukraine in the last year. Furthermore, IRS is delighted to announce that it has received full authorization to issue statutory certificates on behalf of the maritime authorities of Kenya, Senegal and Zanzibar. Wärtsilä Corporation has received a contract to supply the complete power systems for two 14,000 tdw product/chemical tankers under construction for the Finnish energy group Fortum. The two tankers have been contracted at the Portuguese shipbuilder Estaleiros Navais de Viana do Castelo, with delivery due in 2003. With a cargo capacity of 16,000 cu m, they are of 140 m length overall by 21.7 m breadth, and have a service speed of 16 knots. They are also being built to ice class 1A Super. Each Wärtsilä power system comprises a Wärtsilä 8L46 main engine, reduction gearbox with power take-off (PTO) drive, controllable-pitch propeller, and three generating sets, two driven by Wärtsilä 6L20 engines and one by a Wärtsilä 4L20 engine.

The Federal Maritime Commission (FMC) issued an Order discontinuing its proceeding regarding shipping restrictions, requirements, and practices of the People’s Republic of China (PRC). In its Order, the FMC noted that the United States and the PRC recently concluded a bilateral Maritime Agreement that positively addresses many of the PRC practices that led to initiation of the proceeding.
