DOF Subsea Charters Jones Act-compliant Offshore Vessel

Oslo-listed Subsea services company DOF Subsea has entered into an agreement with Otto Candies for the charter of the Jones Act compliant vessel Chloe Candies for a firm period of two years. The deal follows on from the charter of the Ross Candies, DOF Subsea, a subsidiary of DOF ASA, said."The charter period commenced in May, with the intent to utilize the vessel to support operations for existing North American clients in the GOM," DOF Subsea added. In addition, DOF's subsidiary DOF Rederi has sold the vessel Skandi Sotra vessel to an international buyer with delivery in first half of 2022.

Gulf of Mexico is Ground Zero for the Jones Act

A vastly modernized U.S. offshore support fleet awaits the opportunity to perform Jones Act work in the U.S. Gulf of Mexico. Foreign operators, already here, predict disaster if a cabotage rule change takes effect. A change proposed by the US Customs and Border Protection (CBP) in its Customs Bulletin & Decision newsletter promises reversal of a 40-year practice that, until now, allowed the use of non-coastwise-qualified vessels in the transportation of pipeline repair material; anodes; pipeline connectors; wellhead equipment; valves and valve guards; damaged pipelines; platform repair material; and similar cargo from one domestic point to another. The proposed change gave all interested parties until April 18th to make comment, a deadline which has now come and gone.

U.S. Flagged Chloe Candies

Saipem America's Chloe Candies vessel spread will be available for work in August 2010. The Chloe Candies is a U.S. Flagged, 280-ft Class II DP vessel with 8,000 sq.-ft. deck area, a 20-ft x 25-ft moon pool and a 75 ton offshore rated crane. The vessel is outfitted with two Innovator ROVs, (one 150 Hp system and one 250 Hp system), surface positioning and HiPAP 500 USBL system and a deployment winch with 11,000-ft of wire to support light construction operation and IMR in up to 10,000-ft and as well as diving support.

Chloé Candies, 500k Hour Without Incident

Saipem America, a worldwide provider of construction and subsea engineering services to the offshore oil and gas industry, announced that the Chloé Candies, a multi-purpose support vessel, and her crew reached 500,000 man hours without a Lost Time Incident (LTI) or a Recordable Incident.  The crew achieved the milestone mark during the period of September 25, 2006 thru July 2, 2009 - working 1,010 days without incident. The Chloe Candies is a US Flagged, Class II DP ROV support vessel with a healthy 8,000 sq.-ft. deck area inclusive of a 20 x25 ft moon pool and a permanently installed 100 ton Tele-knuckle crane. The vessel features a helideck, cinema, gymnasium, hospital and private conference room along with accommodations for 66 personnel.

The Chloe Candies is currently working for a major contractor in the . Saipem ’s 250HP Innovator Leviathan ROV and a 100-ton single drum below deck winch complete the vessel spread. Saipem America Inc., as part of the Saipem Group, is a provider of construction services to the offshore oil and gas industry, specializing in engineering, construction and maintenance services.
