Mass. Maritime Holds Change of Command Ceremony

Massachusetts Maritime Academy conducted its annual regimental Change of Command Ceremony in conjunction with the celebration of National Maritime Day on Wednesday, May 24.The Change of Command Ceremony is both the symbolic and physical transfer of leadership responsibilities from the graduating senior class to members of the junior class. During the ceremony, held at the Clean Harbors Athletic Stadium on the Academy’s campus, the outgoing Regiment of Cadets Commander 1/C Abigail Pope of Falmouth, Mass., passed her responsibilities to 2/C Cole Francavilla of Stoneham, Mass.

Volvo Penta Names Brown Commercial Marine Sales Director

Dave Brown has joined Volvo Penta of the Americas as director of commercial marine sales. In this new position, Brown will provide strategic and administrative direction and leadership to support overall segment growth. His primary focus will be to secure and maintain effective business relationships with governmental agencies, OEMs, dealers and customers in the marine commercial engine market. He will report to Marcia Kull, vice president of marine sales for Volvo Penta of the Americas. Brown has a 17-year background in business development and sales.

Cleveland Coast Guard Continue Investigation, Cleanup Operation

Crews are continuing their response and investigation Saturday for an unknown substance that was released Friday into Lake Erie at the Forest City Yacht Club in Cleveland. The spilled product coming from an outflow pipe near the marina appears to have ceased. Late Friday evening, Clean Harbors contractors placed boom at the yacht club basin entrance to keep the substance from spreading further into the lake. The boom held through the night and plans are in place to deploy additional boom further out as a secondary barrier, due to a forecast change in wind direction Saturday. Samples of the released product have been sent to the Coast Guard Marine Safety Lab for analysis. Clean Harbors contractors are using a vacuum truck and trailer on scene for clean up.

Scott Metzger has been with Clean Harbors Environmental Services for more than 22 years. He is the Senior Vice President, Emergency Services and holds an oversight role for the Clean Harbors National Strike Team that manages environmental incidents. When not deployed on an event, Scott is focused on ER preparedness, readiness, training and the strategic development of response teams. Emergency Personnel Participate in Oil Spill Response Program

Nearly 250 first responders participated in a National Preparedness Response Exercise Program in Los Angeles including U.S. Coast Guard, Chevron, California Department of Fish and Wildlife Office of Spill Prevention and Response, NOAA, Bureau of Safety and Environmental Enforcement, Los Angeles County Fire Department, El Segundo Fire Department, Oiled Wildlife Care Network, Marine Spill Response Corporation, National Response Corporation, The Response Group, CardnoEntrix, Clean Harbors, Environmental Science Services and Gallagher Marine. Several other local first responders attended the exercise as observers, May 14, 2013. The National Preparedness for Response Exercise Program (PREP) is designed to test oil spill response plans of certain vessels and facilities.

Tens of thousands of gallons of oil leaked into the sea from a barge at Mays Ship Repair Yard, Staten Island: containment, clean-up continues. Upon investigation, the source of the fuel spill was isolated to the #2 port tank of Boston No. 30, which was carrying a max capacity of 112,000 gallons. Boston Marine Transport Inc. personnel are conducting soundings in the barge tanks to determine the actual amount of fuel spilled into the water. Coast Guard Sector New York pollution responders…

Clean Harbors Opens New Iberia Response Center

Clean Harbors, provider of environmental, energy and industrial services throughout North America, announced it has based a regional response center here to respond to environmental emergencies throughout the Gulf Coast region. The new facility also augments the company’s natural disaster response and logistical support services for the region, as well as supports existing field services locations in Louisiana and Texas. The response center is a staging area and warehouse for resources and supplies that enables Clean Harbors personnel to quickly respond to land-based and off-shore spills and emergencies at industrial and chemical facilities, as well as petroleum drilling, refining, storage and transportation facilities.

Mass. Maritime Academy, $1.5m for Stadium

The Massachusetts Maritime Academy has received a pledge from Clean Harbors Environmental Services, Inc. of Norwell, Mass. in the amount of $1.5m for naming rights to its contiguous athletic stadium and gymnasium complex. The acceptance of the pledge, which was presented by Clean Harbors Chairman and Chief Executive Officer Alan S. McKim, was approved unanimously earlier this morning by the school's Board of Trustees and announced by Admiral Richard G. Gurnon, President of the Massachusetts Maritime Academy. The Clean Harbors Athletic Center will be comprised of the athletic stadium, which is the current home of Commander Edward A. Ellis Field, as well as all athletic and recreation facilities currently housed in Alumni Gymnasium.

Authorities Survey Capsized Cargo Ship

Side-Scan Sonar Employed to Explore Bow Mariner

The U.S. Coast Guard is working with the National Oceanic and Atmospheric Administration (NOAA) Ship Rude and will use Side Scan Sonar technology to check the condition of the T/V Bow Mariner that exploded and sank Saturday night. The 90-foot Norfolk, Va., based NOAA Ship Rude is equipped with side scan sonar technology and will sweep the area where the T/V Bow Mariner sank to acquire imagery of the condition of the vessel. This is not the first time the Rude has been used for missions like this. Previously, the RUDE assisted with the search and recovery of TWA flight 800 in 1996 and the search and recovery operations of John F. Kennedy Jr’s aircraft and Egypt Air flight 990 off the Massachusetts coast in 1999.

Bow Mariner Update: Oil Recovery Ops Continue

According to the Coast Guard, the Marine Spill Response Corporation (MSRC) oil recovery vessel VIRGINIA RESPONDER began skimming operations, however, recoverable oil is widely dispersed and the amount recovered has been minimal to date. A helicopter has been flying throughout the day to locate patches of oil and direct the skimming vessel. The oil spill recovery vessel has been on-scene since Monday prepared to recover oil. Previous flights of the area located oil that was too spotty, patchy and widely dispersed to efficiently pick-up. On-scene conditions are favorable. During a Tuesday over flight, patches of oil were located in the area where the T/V BOW MARINER sank Saturday night.

Hornbeck Offshore Denies Oil Spill Responsibility

Confirming a press report in a trade publication earlier, Hornbeck Offshore Services, Inc. announced that the Company was not responsible for the oil spill that occurred earlier this week into the waters of Arthur Kill near Perth Amboy, New Jersey. According to the United States Coast Guard, the terminal has assumed responsibility for cleaning the spill and has contracted Clean Harbors and Atlantic Response to help with the cleanup. Carl Annessa, Hornbeck Offshore's Chief Operating Officer, stated, "There is currently an ongoing investigation by the controlling authorities into this incident with which Hornbeck Offshore is fully cooperating as a witness. One of our double-hulled tank barges, the Energy 8001, was present at the terminal at the time of the spill.

Coast Guard Updates Oil Spill Response

A Unified Incident Command (UIC) comprised of Chevron Products Co., the U.S. Coast Guard, the U.S. Environmental Protection Agency, the New Jersey Department of Environmental Protection (NJDEP), the New York City Department of Environmental Protection (NYC DEP) and the New York State Department of Environmental Conservation (NYS DEC) continues to respond to a crude oil spill in the Arthur Kill. • The portion of the Arthur Kill north of Woodbridge Creek has been reopened to traffic. • The total volume of the crude oil spilled is estimated to be approximately 31,000 gallons. • Chevron is managing the spill response with oversight from regulatory agencies represented within the UIC. The UIC is also coordinating with other key stakeholders in the area.

Coat Guard Responds to Oil Spill

The Coast Guard is responding to an oil spill at the Chevron Perth Amboy facility, in Perth Amboy, N.J., that was reported yesterday, February 13. The spill occurred during a transfer of approximately 1.5 million gallons of number six heavy fuel oil from a barge to the facility. It is unknown how much of the product entered the water. A New York Police Department over-flight confirmed the spill stretching from the Chevron facility to Smoking Point, Staten Island, in the Arthur Kill. Chevron Perth Amboy has assumed responsibility for the spill and has contracted Clean Harbors and Atlantic Response to help with the cleanup. The Coast Guard has setup a safety zone from the Outer Bridge Crossing to Fresh Kills, Staten Island, to contain the spread of the spill.

Fatal Blast Sparks More than Just Fire

Smoke and flames billowed after an explosion this morning at the ExxonMobil Port Mobil terminal on Staten Island, NY. Barge B#125, operated by Bouchard Transportation, containing 100,000 barrels of unleaded gasoline was being offloaded when the explosion occurred. The fire prompted the U.S. Coast Guard to shut down the Arthur Kills waterway -- a key waterway for New Jersey and New York Harbor refinery and terminal shipments. A man's body was pulled from the water three hours after the fire started about 10 a.m., according to authorities. Two crewmembers aboard the Barge B#125 are still missing. Bouchard issued a statement expressing concern a environmental impact of the explosion and has retained several companies to contain any spill of gasoline and mitigate any damage.

Oil Spill Response: Alstom Has Innovative Spill Clean Up Concept

At press time, the news of the oil refinery explosion in MR/EN's neighboring borough of Staten Island, NY has rocked not only New York City and its environs, but once again proven the tenuous hold that is sometimes had in the process of delivering petroleum products by ship and barge. Piecing together scattered first-hand and wire reports, it is alleged that the cause of the explosion was a barge belonging to Hicksville, N.Y.-based Bouchard Transportation Co. that exploded while workers were offloading 100,000 barrels of unleaded gasoline off the Bouchard B#125 barge at the ExxonMobil Port Mobil Terminal in Staten Island.
