U.S. oil major Chevron has completed the exit from the Shell-operated Malampaya gas project offshore the Philippines with the sale of its 45% non-operating interest in the field to Udenna Corporation. The sale deal was signed in October 2019.The Malampaya natural gas field lies about 50 miles (80 km) northwest of the Philippine island of Palawan. Harvey Gulf International Marine said it has accepted delivery of its fourth liquefied natural gas (LNG) powered offshore supply vessel (OSV). The M/V Harvey Freedom, built at Gulf Coast Shipyard Group in Gulfport, Miss. is 310’ x 64’ x 24.5’, U.S. Flagged Subchapter I and L, SOLAS compliant and capable of carrying 253,000 USG of fuel oil, 18,000 bbls of liquid mud, 1,600 bbls of methanol, 10,250ft3 of dry cement and 78,000 USG of LNG fuel. Crowley Puerto Rico Services, Inc. has selected Eagle LNG Partners as the liquefied natural gas (LNG)-supplier for the company’s new LNG-powered, Commitment Class ships, which will be delivered in 2017 for use in the U.S. mainland to Puerto Rico trade. To support Crowley’s LNG needs, Eagle LNG will build a natural gas liquefaction plant (LNG plant) offering a capacity of 200,000 gallons per day (87,000 gallons per day initially) in Jacksonville. The state-of-the-art facility is slated to be operational by early 2017.

In 2011 Harvey Gulf International Marine became the first U.S. vessel operator to contract for construction of vessels by LNG. The first of these vessels to be delivered is the Harvey Energy. In addition to being able to operate on cleaner burning natural gas, the Harvey Energy  has “ENVIRO+, Green Passport” Certification by the ABS. Until the late 1990’s, Harvey Gulf maintained and operated a fleet of both offshore, and inland towing vessels that towed, among other things, jack-up and semi-submersible drilling rigs, bulk cargo barges, and large structures and facilities laden on barges. Harvey Gulf also regularly towed liquefied natural gas (propane) filled barges from Louisiana to ports in the Caribbean, U.S.

With China seeking to boost its production of unconventional gas supplies to meet Asia's growing energy needs, GE Power & Water's Distributed Power business (NYSE: GE) and China's leading drill rig manufacturer HongHua Group (HK 196) today signed a three-year agreement for GE to supply its Waukesha VHP gas engines that will power drill rigs used in new shale gas projects in China. The announcement was made at the Offshore Technology Conference being held in Houston. In recent years, GE's gas engine factory in Waukesha, Wisconsin, has seen orders steadily increase as more countries seek to develop their domestic natural gas resources to increase their local energy independence.

TY Offshore announced that Harvey Gulf International Marine has ordered the construction of an additional TY Offshore built 302’ x 64’ Dual Fuel Offshore Supply Vessel, bringing its total order to six. The order, and subsequent delivery, positions Harvey Gulf as the largest owner/operator of clean burning LNG Offshore Support Vessels in the world. TY Offshore is building all six vessels at their Gulfport, Mississippi shipyard. The vessels are powered by cleaner-burning natural gas and will achieve “ENVIRO+, Green Passport” Certification by the American Bureau of Shipping.

Shell US Gas & Power & Kinder Morgen subsidiary Southern Liquefaction Company to exploit LNG export opportunities. The two companies have announced their intent to form a limited liability company to develop a natural gas liquefaction plant in two phases at Southern LNG's existing Elba Island LNG Terminal, near Savannah, Ga. Harvey Gulf signs contracts to buld two additonal U.S. flag LNG-powerd vessels. Harvey Gulf International Marine ordered two additional 302’ X 64’, Dual Fuel Offshore Supply Vessels, bringing its total order to four. The contract signed today with Trinity Offshore is a follow on to the first two vessel order placed in October of 2011. Trinity will build all four vessels at their Gulfport, MS shipyard where the first Harvey Gulf LNG Powered Vessel hull fabrication was started last week.

Discussions around our office and with various clients usually entail an exchange of anecdotal information believed to explain the current situation with the quest to predict when things will turn around. There are a host of different viewpoints, most seemingly relevant, but no one satisfactory answer. In previous downturns in the offshore service sector, there was usually a fairly clear understanding embraced by most of why things were slow. This downturn is more difficult to understand. Back in 1998 when the Asian financial crisis impacted oil prices, it was easy to see why E&P fell. This downturn also affected most oil fields around the world about the same. The price of oil was too low to drill new wells and upgrade production at a profit.
