Two Tugs Per Ship in NY/NJ For Now

In the wake of the World Trade Center terrorist attack, a number of new measures are being instituted to ensure the near and long-term safety and security in ports. Naturally, New York/New Jersey is a focal point, and the following is a statement from Admiral Richard Bennis regarding the matter: In the past week, the U.S. Coast Guard has instituted several new vessel-operating requirements aimed at ensuring safe and secure navigation within the Port of New York and New Jersey. Among the safety measures requirement for each and every vessel to be escorted by two tugboats from the time the vessel enters the port complex until it reaches destination. • To have the port's resources readily available to intercede when a vessel or waterway's safety or integrity may be threatened.

NY/NJ Port Safety Tightened

Coast Guard Takes Necessary Precautions For Isabel

In setting Hurricane Condition X-Ray, Coast Guard Activities New York has established a Crisis Action Center (CAC). All reports and questions should be directed to the CAC starting on Thursday, September 18 at the following numbers: (718) 354-4356 or (718) 354-4152.1. The U.S. Coast Guard COTP has set hurricane condition X-Ray for the Port of New York and New Jersey. Gale force winds from Hurricane Isabel are expected to make landfall along the coast of New York/New Jersey within approximately 24 hours.2. All vessels and facilities should review the Activities New York Hurricane and Severe Weather Plan (now available in the “USCG Notices” section at: http://www.harborops.com)3. Drawbridges may not be operating when sustained winds reach 35 kts or when evacuation is in progress.

Rear Admiral Bennis Will Lead Maritime and Land Security at TSA

U.S. Secretary of Transportation Norman Y. Mineta named Rear Admiral Richard E. Bennis, USCG, (ret.) as the Associate Under Secretary of Transportation for Maritime and Land Security at the Transportation Security Administration (TSA). Admiral Bennis, who led Coast Guard response in New York to the September 11 attacks on the World Trade Center, will direct TSA exercise of security responsibilities for the nation’s seaports and land transportation assets. In his last Coast Guard assignment as captain of the Port of New York, Bennis directed the successful evacuation by water of approximately 500,000 people from lower Manhattan. “Rear Admiral Bennis’ leadership during an unimaginable situation was remarkable,” said Secretary Mineta. New Legislation will Affect Maritime Community

The Associate Under Secretary for Maritime & Land Security, Transportation Security Administration, will announce new legislation affecting the maritime community at IIR's forthcoming "Seaport Security" conference to be held on June 10-12, 2002 in New Jersey. In the keynote address, Rear Admiral Bennis will outline major changes to the responsibilities of The Coast Guard, US Customs, port authorities, terminal operators and federal, state and local law enforcement, designed to ensure the security of the seaport infrastructure from terrorist attack. The changes are expected to impact operation of the entire transportation chain. Rear Admiral Bennis, now retired from the US Coast Guard, is no stranger to the impact of terrorist attack on the homeland.

Associate Under Secretary for Maritime & Land Security To Discuss Security Challenges

The Associate Under Secretary for Maritime & Land Security, Transportation Security Administration, will discuss challenges affecting the maritime community at IIR's forthcoming "Seaport Security" conference to be held on June 10-12, 2002 in New Jersey. In the keynote address, Richard Bennis will discuss areas of security TSA will be exploring with the maritime industry and other government agencies to ensure the security of seaports and other transportation systems from terrorist attacks. Bennis, a retired rear admiral from the US Coast Guard, is no stranger to the impact of terrorist attack on the homeland. As the Captain of the Port and Commander of Coast Guard Activities New York, he led the Coast Guard response to the attack on the World Trade Center.

Annual Silver Bell Awards Held in NY

The Seamen’s Church Institute of New York and New Jersey held the 25th Annual Silver Bell Awards Dinner on June 11 at Chelsea Piers in Manhattan. It drew a record crowd of more than 900 people and raised over $600,000 for the Institute. "We are thankful for the support of the maritime industry and our friends," said the Rev. Canon Peter Larom, SCI's Executive Director. Richard T. du Moulin, President of Intrepid Shipping and Silver Bell Dinner Chairman since 1996, reported that 15 new companies joined SCI's loyal supporters. "The Institute's service to seafarers and port communities is unequaled among freestanding maritime agencies," said Mr. du Moulin.

Coast Guard Reopens Arthur Kill

The U.S. Coast Guard issued a Captain of the Port (COTP) order temporarily closing Arthur Kill in the Port of New York/New Jersey between Ward Point and Tufts Point following Friday’s explosion and fire on a barge at an oil terminal on Staten Island. The order was later modified to institute a system of controlled traffic through the waterway. Federal, state and local agencies are continuing to fight the fire, assess the environmental impact, and enforce a safety zone around yesterday’s barge explosion and resulting fuel fire in New York Harbor. The fire is currently under control and has been contained on the pier-side fuel manifold. A Unified Command has been established at Coast Guard Activities New York.
