The U.S. Coast Guard Research and Development Center (RDC) held a Change of Command on June 16, 2023, at 10 a.m. at Fort Trumbull in New London. Current RDC Commanding Officer, Capt. Dan Keane, was relieved by Capt. Michael Chien. Capt. Keane held command since May 1, 2020. He retires with 24 years of service.During Capt. In May, the U.S. Coast Guard will start a strengthened and pointedly direct anti-SASH campaign that will extend across the maritime industry. SASH is an acronym for sexual assault/sexual harassment, and this new effort adds muscle to Marine Safety Information Bulletin (MSIB Number: 1-23) "Reporting Sexual Misconduct on U.S. Vessels" released in February. The new bulletin supersedes a previous one from late 2021.USCG personnel will be very deliberate in making sure that all maritime operators are aware of MSIB 1-23. The core message: report all sexual misconduct and harassment.

Adm. Karl L. Schultz was relieved as Commandant of the U.S. Coast Guard by Adm. Linda L. Fagan during a military change-of-command ceremony presided over by President Joseph R. Biden Jr., Wednesday, June 1, 2022, at Coast Guard Headquarters in Washington, DC. Fagan makes history not only as the first woman to lead the Coast Guard, but also as the first woman Service Chief of any U.S. military service.Immediately following the change-of-command, Schultz retired from the Coast Guard after 39 years of service to the nation.

Master Chief Jason M. Vanderhaden was relieved as Master Chief Petty Officer of the Coast Guard (MCPOCG) by Master Chief Heath B. Jones during a military change-of-watch ceremony Thursday, at Coast Guard Training Center Cape May, N.J.Vanderhaden also retired from the Coast Guard after 34 years of service to the nation directly following the ceremony and received the Coast Guard Distinguished Service Medal.“I’m grateful for the tremendous leadership of our senior enlisted leader corps and amazing Chief’s Mess, they are truly the backbone of our service,” said Vanderhaden.

In recent years the U.S. Coast Guard has identified an increasing trend in the use of cellular phones by the maritime public when communicating distress. In 2018, leadership in the Office of Search and Rescue (SAR) at Coast Guard Headquarters asked the Research and Development Center (RDC) to investigate available technologies that could assist Coast Guard responders in adapting to this trend by leveraging the cellphone’s internal GPS. Bollinger Shipyards has delivered the USCGC Myrtle Hazard to the U.S. Coast Guard in Key West, Fla. The marine transportation system (MTS) is critical to both our national security and economic prosperity. The U.S. Coast Guard has an enduring responsibility to safeguard the MTS and enable the uninterrupted flow of maritime commerce. While Coast Guard Prevention missions normally address the systemic risks to the MTS through a variety of regulatory and compliance activities on a day-to-day basis, the COVID-19 response demands a flexible approach to prevent an undue backlog from causing MTS delays today and in the near term.

Admiral James Steele Gracey, USCG (retired), 17th Commandant of the Coast Guard, passed away on Sunday, April 5, 2020, in Falls Church, Va., at the age of 92.Born in Newton, Mass. in 1927, Adm. With the announcements that New York Waterway, a ferry operator running 32 boats around New York and New Jersey waters, had been largely shut down by the U.S. Coast Guard just prior to Thanksgiving, 2019, the reactions ranged from surprise to outright shock. Inadequate training and improper shoreside crane operations were found to be the cause of a fatal accident earlier this year in the US Coast Guard buoy yard in Homer, Alaska.A shoreside crane mishap on January 31 lead to the death of Chief Warrant Officer Michael Kozloski, who was working in the buoy yard at the time of the accident. The Towing Safety Advisory Committee (TSAC) held its spring public meeting in Miami, Florida, March 13, 2019. The U.S. Coast Guard has contracted Resolve Marine Group to conduct a full assessment of oil remaining on the Coimbra wreck, located approximately 30 miles southeast of Shinnecock, N.Y. If substantial oil still remains, and if feasible, the Coast Guard will work with Resolve Marine Group to remove oil from the wreck in order to reduce pollution risks to the environment.The operation is scheduled to take place from April 28th to May 30th. Even as the minimum Random Drug Testing Rate is raised to 50 PCT, the Coast Guard wants its mission to consist of 90% outreach and just 10% enforcement. Really.The domestic waterfront got some less-than-happy news when the U.S. Coast Guard announced that the calendar year 2019 minimum random drug testing rate had been set at 50 percent of covered crewmembers. It’s safe to say that nobody is happy about it, much less the Coast Guard itself.In truth, the Coast Guard had little to say about the matter. 46 CFR part 16.230(f)(2) requires the Commandant to set the minimum random drug testing rate at 50 percent when the positivity rate for drug use is greater than one percent.
