US Navy Engineer, Wife Charged with Selling Submarine Secrets

A U.S. Navy nuclear engineer and his wife have been charged with selling secret information about nuclear submarines to an undercover FBI agent who posed as an operative for a foreign country, the Justice Department said on Sunday.Jonathan Toebbe and his wife, Diana, were arrested on Saturday in West Virginia and charged with violating the Atomic Energy Act, the Justice Department said in a statement. Gender Identity Spat Sinks Spending Bill

The rancorous political debate over sexual identity unexpectedly prompted the Republican-controlled House of Representatives to rejected an energy and water spending bill on Thursday after Democrats attached an amendment to protect the rights of transgender people. The legislation, which would have funded the U.S. Army Corps of Engineers and the Department of Energy in the fiscal year that starts Oct. 1, failed on a 112-305 vote, with 130 Republicans and 175 Democrats opposing the legislation. The vote outcome was such a surprise that the House Appropriations Committee initially announced that bill had passed and was forced to retract the statement.

US Says China to Scrap Some Export Subsidies

China has agreed to scrap export subsidies on a range of products from metals to agriculture and textiles, the United States said on Thursday, in a step by Beijing to reduce trade frictions with Washington. China is to end a program known as its "demonstration bases-common service platform," which provides export subsidies to Chinese companies in seven economic sectors, the U.S. trade representative's office said. Some industry figures were skeptical about the deal's impact, especially regarding steel, which has been a flashpoint with Chinese overcapacity pressuring U.S. suppliers. One source knowledgeable about the agreement said it was not comprehensive enough to do much to help the U.S. steel industry, given its focus was only on specialty products.

Train Lobby Pushes to Weaken Safety Rule

Billionaire investor Warren Buffett is set to be a chief beneficiary of a bid by Senate Republicans to weaken new regulations to improve train safety in the $2.8 billion crude-by-rail industry, a key cog in the development of the vast North American shale oil fields. A series of oil train accidents, including the July 2013 explosion of a train carrying crude in Lac-Megantic, Quebec, that killed 47 people, led U.S. and Canadian regulators to announce sweeping safety rules in May. Among other things, U.S. oil trains are required to install new electronically controlled pneumatic (ECP) brakes. But in late June, the Republican-controlled Senate Commerce Committee approved a measure to drop that requirement, and order years of new research to confirm the safety benefits of ECP brakes.

US Senate Panel Approves Bill to Monitor Port Performance

A divided Senate Commerce Committee on Thursday approved legislation requiring the government to report on the performance of major U.S. port operations, including during labor contract talks. The voice vote, which follows a nine-month slowdown at 29 West Coast ports, sent the measure on to possible floor action, over the objections of Democrats and unions who warned that it could lead to improper federal intervention in contract talks. Titled the Port Performance Act, the bill is intended to help Congress analyze supply trends and identify freight bottlenecks by requiring U.S. Department of Transportation data on capacity levels and cargo volumes at major U.S. ports.
