Litton Names Graham VP

Litton Industries promoted Dr. Clark "Corky" Graham to the newly established position of vice president, resource utilization and productivity improvement of Litton Ship Systems (LSS), Graham will be responsible for developing and implementing the plan to optimize the utilization of the combined resources of LSS to achieve the highest levels of efficiency from its facilities, processes and human resources. Graham previously served as president of Litton Marine Systems, which has headquarters in Charlottesville, Va. He reports to LSS senior vice president William P. "Pat" Keene. Jebsen Appointed as Director For Ship Signatures at Navy Laboratory

Gary M. Jebsen has been elevated to the Senior Executive Service (SES) and the position of Director for Ship Signatures in the Naval Surface Warfare Center's Carderock Division (NSWCCD). In this role, the Leesburg, Virginia resident serves as both directorate head and leader of the Signatures Group in the Naval Seal Systems Command (NAVSEA). Gary shoulders the responsibility for naval and federal ship design and research, development, test and evaluation, and overall program management in the area of ship signature performance. He is leaving a successful assignment as Submarine Technology Program Manager at the Office of Naval Research (ONR).

Navy Lab Exec Retires

Executive Director James A. Fein will retire from Naval Surface Warfare Center's Carderock Division in Bethesda, Md., completing 34 years of service. The naval architect started in 1969 at what was then the David Taylor Research Center. His previous position was that of Director, Hydrodynamics Group, Naval Sea Systems Command (NAVSEA) where he served as the senior technical advisor to the Navy for hydrodynamics issues related to ships, submarines and undersea weapons. Over the years, he worked for the Office of the Deputy Assistant Secretary of the Navy for Research and Advanced Technology, the Office of Naval Research (ONR), and the Carderock Division's parent command, NAVSEA. He was also a visiting professor at the Defense Systems Management College.
