U.S. Vessel Loan Guarantees: Myths And Realities

In September 1993, as the Secretaries of Defense and Transportation announced a new commercial shipbuilding initiative, the President declared that "[s]hipbuilding is one of the keys to America's national defense, and helping our shipbuilders succeed commercially is an important goal of defense conversion." A cornerstone of the 1993 Shipbuilding Initiative was the revival of the Federal Ship Financing Program (commonly known as the "Title XI Program" because its statutory authority is spelled out under Title XI of the Merchant Marine Act, 1936). Administered by the Maritime Administration ("MarAd") of the U.S. Department of Transportation, the program has prospered since 1993 under a rigorous review process mandated by the Federal Credit Reform Act of 1990 ("FCRA").

BIW to Build DDG-1000

During a telephone conversation today with Dr. Dolores Etter, Assistant Secretary of the Navy for Research, Development, and Acquisition, U.S. Senator Susan Collins was informed that the U.S. Navy has decided that Bath Iron Works (BIW) will build the first DDG-1000 Zumwalt class destroyer. "This is wonderful news for the skilled men and women of Bath Iron Works," said Senator Collins, a member of the Senate Armed Services Committee. "The Navy has decided that BIW will get the first set of Government Supplied Equipment (GSE), which includes materials such as the radar and guns purchased from other contractors, for installation on the first DDG-1000.

Lockheed Martin Team Gets $198m for Construction of LCS

The U.S. Navy awarded a Lockheed Martin-led team nearly $198m for construction of the Navy's third Littoral Combat Ship (LCS). This is the second LCS awarded to the Lockheed Martin team. The Lockheed Martin team will begin construction in the first quarter of 2007 at Bollinger Shipyards in Lockport, LA. The ship will be delivered to the U.S. Navy in 2009. The U.S. Congress authorized and appropriated the funds for this additional ship in the fiscal year 2006 Department of Defense Appropriations Act.
