Australia Bans Bulker for Underpaying Crew

A Panama flagged bulk carrier, DL Carnation, has been banned from entering Australian ports for a period of 12 months after authorities uncovered a scheme which saw the vessel’s crew being intentionally underpaid. The Australian Maritime Safety Authority (AMSA) said it received a complaint on Friday, September 8 via the International Transport Workers’ Federation alleging discrepancies in the payment of wages for the crew of the DL Carnation. An AMSA surveyor attended the vessel in Gladstone and found that the ship was operating with two sets of wage accounts on board: one showing the amount of pay the crew should have been receiving in line with their Seafarer Employment Agreements, and the other showing what the crew was actually receiving.

Biofouling Keep Out!

© Svetlana Yudina / Adobe Stock

Biofouling was a backburner issue until 5 March 2017. On that day the Government of New Zealand ordered the bulk carrier DL MARIGOLD out of NZ waters after the vessel’s hull was determined to be excessively fouled with potentially invasive organisms including barnacles and tube worms. The bulker was not allowed back until it showed that the underwater surfaces had been thoroughly cleaned. This was the first known instance of a vessel expulsion due to biofouling. It was also significant…

Med Diesel Diffs at 21-month High

A closed arbitrage from other regions and refinery shutdowns have tightened the Mediterranean diesel market driving cargo premiums to ICE gasoil futures to their highest since August 2015. "It's almost impossible to find cargoes for the first half of May in the Mediterranean," one trader active in the region said. "Arbitrage from the U.S. (into the Mediterranean) is not really working, or just working on a 10-minute basis so nobody is able to fix cargoes," he added. As a result, delivered Mediterranean diesel cargo premiums to the ICE May gasoil low-sulphur futures contract <DL-CIF-MED> rose to $11 a tonne on Thursday, their highest since August 2015. "The Mediterranean is very strong, but very little is pointing towards the region arbitrage-wise," another trader said.

Dirty Ship Ordered to Leave New Zealand

Indonesian bulk carrier  DL Marigold has been ordered to leave port of Tauranga  in New Zealand waters after its hull was judged to be threat to bio-security. The Ministry of Primary Industries (MPI) has sent the ship packing from Tauranga because of its dirty hull - the first time this has happened. MPI ordered the Panama-registered DL Marigold from New Zealand after MPI divers discovered dense fouling of barnacles and tube worms on the ship's hull and other underwater surfaces. It  gave the ship 24 hours to depart. "The longer the vessel stayed in New Zealand, the greater chance there was for unwanted marine species to spawn or break away from the ship. So we had to act quickly," local media reported Steve Gilbert, border clearance director at the MPI as saying.

Freezing Med Attracts Unusual Diesel Cargoes

Tankers diverted in mid-Atlantic to Med; in rare arbitrage, cargoes from Europe into Med. At least one tanker carrying diesel en route to New York has been diverted in the mid-Atlantic to the Mediterranean, where freezing weather from North Africa to the Balkans has boosted demand for heating oil and sharply lifted prices. At the same time, two 30,000-tonne tankers - the Torm Gyda and Nord Bell - have been booked by Glencore to go from northwest Europe to the Mediterranean, according to shipping data and traders. The vessels were carrying either diesel or higher-sulphur-content gasoil, traders said. Maersk Progress, chartered by BP to carry a 110…

[Op/Ed] WRDA: Dredging up Progress

© alexmma1 / Adobe Stock

Digging out the small ports and harbors that serve as the on-ramps to the maritime super highway is important work. We support the WRDA language that makes our water commerce system work productively. The Presidentially-appointed Mississippi River Commission in its public meetings alongside the members of Big River Coalition and the MVFCA has heard from interests, discussed and supported this approach for more than five years. Our navigation infrastructure must be fully maintained or the efficiencies offered by the inland navigation system…
