Chinese Ships Ignore Vietnam Demand to Leave Area Close to Russian-run Offshore Gas Fields

A Chinese research ship and five escort vessels were in Vietnam's exclusive economic zone (EEZ) on Friday, close to gas blocks operated by Russian firms in the South China Sea, a day after Vietnam urged the ships to leave.The Chinese vessel Xiang Yang Hong 10 began operating in Vietnam's EEZ on May 7, representing the most significant incursion since 2019, according to Ray Powell, who leads Stanford University's Project Myoushu on the South China Sea.He said China's conduct and Vietnam's reaction were a "worrying escalation."China claims most of the energy-rich waters of the South China Sea, including areas that are within Vietnam's EEZ. The 2019 standoff lasted for more than three months and largely targeted a block then operated by Russian state oil firm Rosneft ROSN.MM.

Russia Says Nord Stream 2 Will Be Ready in Months

Christophe de Margerie Loads First Cargo from Third Train Yamal LNG

Yamal LNG Reaches Full Capacity

The Yamal liquefied natural gas (LNG) project in Arctic Russia officially commissioned the third and last production line Tuesday.Russia's independent natural gas producer PAO Novatek announced that its joint venture Yamal LNG has reached full capacity at the plant’s three LNG trains.The Yamal LNG project was implemented in record time and on budget with the launches of the second and third trains made ahead of schedule by six months and more than a year, respectively. Russian Federation Prime Minister Dmitry Medvedev participated in the official ceremony commemorating this milestone event at Yamal LNG.Yamal LNG is comprised of three liquefaction trains with a total nameplate capacity of 16.5 mmtpa, or 5.5 mmtpa per LNG train.

Gazprom, PetroVietnam Ink Multiple Deals

Alexey Miller, Chairman of the Gazprom Management Committee, and Nguyen Quoc Khanh, Chairman of the Board of Directors of Vietnam Oil and Gas Group (PetroVietnam), signed today in Moscow a number of documents to strengthen cooperation between the companies. The signing ceremony was attended by Dmitry Medvedev, Prime Minister of the Russian Federation, and Nguyen Xuan Phuc, Prime Minister of the Socialist Republic of Vietnam (SRV). the Addendum to extend the Cooperation Agreement on personnel training. According to the Memorandum of Understanding on the development of new oil and gas projects, the parties plan to examine further opportunities for mutually beneficial cooperation in the field of hydrocarbon prospecting, exploration and development.

China Won't Cease Building on S. China Sea Isles

China said on Sunday it will continue to build military and civilian facilities on its artificial islands in the disputed South China Sea and the United States was testing it by sending warships through the area. "Building and maintaining necessary military facilities, this is what is required for China's national defence and for the protection of those islands and reefs," Vice Foreign Minister Liu Zhenmin told a news conference in Kuala Lumpur. China planned to "expand and upgrade" the civilian facilities on the islands "to better serve commercial ships, fishermen, to help distressed vessels and provide more public services", Liu said, adding that China rejects the notion that it is militarising the South China Sea. He said China has mostly built civilian facilities.

Putin's Submarine Ride in Black Sea

Russian President Vladimir Putin has taken a high-profile dive to the bottom of the Black Sea to explore an ancient shipwreck off Crimea in a submersible, in a stunt aimed at cementing his image as adventurer and control of the annexed territory, reports AFP. The Russian leader, who is on a three-day visit to recently annexed Crimea, was wearing a beige pantsuit and plunged down to a depth of 83 metres seated alongside the pilot in the glass-bubble cabin of the Dutch-made vessel. His head could be seen poking from the submersible vessel's glass dome structure before he took it 83m below the water off the coast of the Crimean Peninsula, which Russia seized from Ukraine last year.

Russia Sets Clear Agenda for Competitive Opportunity

Russia’s renewed focus on the commercial shipbuilding industry was set as a key aim by Prime Minister, Dmitry Medvedev in his recent discussions on the development of the sector through 2015. Various industry ministries have been charged with analysing industry prospects until 2030, with the findings to be submitted by January 2015. The Russian Energy Ministry was instructed to study the needs in dedicated fleet and other marine solutions for exploration, drilling and the transportation of crude oil, gas and gas condensate by 2030. This is to be undertaken in conjunction with OAO Rosneft, OAO Gazprom, LUKOIL, JSC NOVATEK and other stakeholders, taking into account the planned production volumes of hydrocarbons while developing offshore fields.

Gazprom & Rosneft Receive New Sites in the Arctic

The government supplemented the list of the subsoil sites of federal importance that are available for use without auctions. The Prime Minister of Russia, Dmitry Medvedev, signed the respective decree.The list includes the Pritaymyrsky subsurface site in the Laptev Sea, as well as the Kheysovsky site in the Barents Sea. The area of the Pritaymyrsky plot is 20,619,000 sq. km. The extractable reserves are estimated to be 104.6 million tonnes. Gas reserves total 362.8 billion cubic meters. The Kheysovsky site covers an area of 83,590,000 sq. km. Its recoverable oil reserves are estimated at 118.1 million tonnes. Gas reserves are 2.081 trillion cubic meters. The right to use the latter was received by Russian monopolist Gazprom. The owner of the Pritaymyrsky site is Rosneft.

Ukraine Must Pay Up Front for Gazprom Gas Supplies

Gazprom inform that in a recent working meeting, Russian President Dmitry Medvedev tasked Gazprom to switch Ukraine to gas prepayment terms. The meeting involved Dmitry Medvedev, Russian Prime Minister, Alexander Novak, Russian Energy Minister and Alexey Miller, Chairman of the Gazprom Management Committee. Alexey Miller informed Dmitry Medvedev that Ukraine’s total debt for Russian gas, including for the past year, totaled USD 3.508-billion. It was pointed out that Ukraine had made small payments at the beginning of the year, but March and April deliveries hadn’t been paid off. After due consideration, Dmitry Medvedev decided to require Gazprom to switch Ukraine to prepayment for gas supplies in line with the existing contract. Source: Gazprom

Ukraine launches restricted operation

Ukrainian forces launched a "special operation" on Tuesday against separatist militia in the Russian-speaking East, authorities said, although aside from a landing by airborne troops the action was limited. Soldiers disembarked from two helicopters at an airfield at Kramatorsk, where reporters earlier heard gunfire that seemed to prevent an air force plane from landing. The troops withdrew into barracks after local civilians manning a barricade gave them a hostile reception when they tried to leave the compound. In Kiev, acting President Oleksander Turchinov declared a much-needed victory over pro-Russian rebels by saying the air base had been "liberated." But there was no sign of militants.

Russia Sells Off Archangel Trawler Fleet

Dmitry Medvedev, Prime Minister of the Russian Federation has approved the sale of 100% of the shares of OAO Archangel Trawler Fleet, reports Russia's 'Arctic-Info'. Citing the Federal Agency for State Property Management, Arctic-Info reports that Archangel Trawler Fleet was owned by the state, and was sold to private company Wirma, which is one of the largest fishing enterprises in the North-Western Federal District. During public auction, Wirma offered to buy the trawler fleet at 2.2 billion rubles instead of the initial amount of 1.82 billion.

Russian PM Discusses Massive Arctic Ore Mining Plans

The Prime Minister of Russia, Dmitry Medvedev met with with the Director General of Norilsk, Nickel, Vladimir Potanin, to talk about the company's plan to increase geological exploration in the Arctic region, reports Arctic-info. The nickel ore mining company will become a key figure in  the development of the Arctic branch (Taimyr), which has a world class resource base: by 2018, it is planned to increase the extraction of ore to 18.5-19 million tonnes from the current approximately 16.5 million tonnes. The new mines of Taimyr have planned investments of $700 million.

Russian Prime Minister Dmitry Medvedev has signed a decree –  “On the implementation of budget investment in the construction of two serial universal icebreakers” – reports Arctic Info. The order stipulates the allocation of budget investment for the construction of two serial universal icebreakers in 2014-2020, with funding year by year.The text of the decree also defines the state client and client (developer) for the construction of the icebreakers, which will be State Atomic Energy Corporation Rosatom and Atomflot Federal State Unitary Enterprise, respectively.

Russian PM Calls for Protection of Baltic Subsea Pipeline

Prime Minister Dmitry Medvedev calls for environmental protection along the Nord Stream natural gas pipeline under the Baltic Sea. Nord Stream operates two gas pipelines, running 1,224 km the length of the Baltic Sea from Russia to Germany with a total annual capacity of 55 billion cubic metres. Russia's Gazprom owns 51 percent of Nord Stream, while German, French and Dutch shareholders have the rest. Medvedev pointed out that  more 40 million euros ($51 million) will be spent in the next three years to organize monitoring along the whole pipeline, and urged that both Baltic State governments and private businesses should join forces for the protection of the pipeline for environmental reasons. Russian Presidential Decree Establishes NSR Administration

From an office in downtown Moscow, 15 people will regulate traffic along Russia’s Northern Sea Route. A decree signed this week by Prime Minister Dmitry Medvedev marks the formal establishment of the new Northern Sea Route administration. The office, situated far from the route, is to be part of the federal Agency of Sea and River Transport, reports the Barents Observer. By mid-May, the new structure is to be fully operational. The establishment of the office comes as shipping along the Russian Arctic route is increasing quickly.

Russian-buit Research Ship Antarctic Ready

Research ship 'Akademik Tryoshnikov' built by Admiralty Shipyards will be employed in the service of Russian Antarctic stations. The Akademik Tryoshnikov is the first research vessel in the last 20 years built by the Admiralty Shipyards to order by Roshydromet. It will be used to resume annual maintenance of the Bellingshausen Station in the Russian Antarctic, and to reopen the Russkaya Station, which was closed in 1989. This station is the only location in the world where researchers can monitor various natural processes occurring across the space of several thousand kilometers.

Arctic Offshore Oil Drilling – Rosneft Plans Expansion

According to a report in 'Barents Observer' Rosneft will be the main partner of Statoil and Eni in the Barents Sea, where the new CEO has highlighted the importance of three grand projects in the Russian Arctic. Sechin, who was recently appointed new CEO of the state-owned oil giant, stresses that big projects like the one in the Barents Sea and the Kara Sea will be given special attention under his leadership. In a meeting with PM Dmitry Medvedev, Sechin maintained that the implementation of grand offshore projects like the ones in the Barents Sea, the Kara Sea an the Black Sea, will be a top priority along with the supply of oil products with stable prices to the Russian domestic market and the modernization of oil processing facilities.

Passenger Vessel Safety Under Russian Microscope

Russian President Dmitry Medvedev vowed a complete review of passenger ships after a deadly accident left as many as 129 people dead on an unlicensed cruise vessel, according to a Bloomberg report. Seventy-one bodies have so far been recovered after the July 10 shipwreck on the Volga River and almost no hope remains for finding more survivors from the Bulgaria two-deck river cruise ship. 58 are still missing.   (Source: Bloomberg)
