Accountant and shipping adviser Moore Stephens has welcomed the UK government’s decision to issue consultation papers on statutory residence and the taxation of non-domiciliaries. But it warns that the UK shipping industry faces a growing threat from other jurisdictions. Her Majesty’s Revenue & Customs’ consultation papers propose a statutory residence test and certain changes to the taxation of non-domiciliaries with effect from April 2012. The stated objectives of the non-dom taxation reforms are to ensure that non-doms make a fair tax contribution and to encourage non-doms to invest in the UK. To achieve the latter objective, the government intends to allow non-doms to remit overseas funds to the UK tax-free for commercial investment in a qualifying business.

During the exchange PVI recorded video evidence of the incident and 24 hours after the Pirate Action Group (PAG) left the area, a PAG matching the same description was intercepted and arrested of suspected piracy by the Finnish warship Pohjanmaa, part of the EUNAVFOR. On the 7th April, the Pacific Opal received a direct request for assistance from MSCHOA ‘to establish whether there is sufficient evidence to link the pirates captured by the Finnish warship Pohjanmaa on 6th April to the attack to the Pacific Opal on the 5 April 2011.’ PVI plans to submit statements, hand over the video evidence and, given appropriate anonymity, be prepared to appear in court to testify in any subsequent court case.

They heard that merchant shipping faced a more widespread threat from Somali pirates than at any time over the past three years*, with a fall in incidents in the Gulf of Aden notably offset by an increase in attacks and hijackings in the Indian Ocean and Arabian Sea, where pirates roam on “mother ships” largely unchallenged by naval forces.

On February 4, 2011, the U.S. Coast Guard awarded two fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts to begin replacement of the current Response Boat-Small (RB-S) fleet, which is nearing the end of its ten-year service life. The contracts were awarded to Metal Shark Aluminum Boats of Jeanerette, La., and SAFE Boats International of Port Orchard, Wash. Under the terms of the contract, each builder will produce a minimum of one boat, based on a proven hull design, to be delivered in June of this year. The Coast Guard will test and validate each boat this summer.
