The Council of Members of the International Association of Independent Tanker Owners (INTERTANKO) has agreed that international shipping should strive to achieve net zero CO2 emissions by 2050. This doubles the level of ambition set in the International Maritime Organization’s Initial Strategy for GHG Emissions Reductions from International Shipping (IMO GHG Strategy), which currently calls for international shipping to reduce its emissions by 50% by 2050.INTERTANKO, which represents the majority of independent tanker owners and operators worldwide…

INTERTANKO Pans EU ETS Shipping Vote

By majority vote, the Members of the European Parliament have agreed to include shipping in the European Emission Trading Scheme (ETS) Directive as of 2023, unless there is a comparable system agreed under the auspices of the International Maritime Organisation (IMO) by the end of 2021. “INTERTANKO and its Members consider the EU Parliament’s ambition as totally counter-productive,” said INTERTANKO Technical Director Dragos Rauta. The EU Parliament’s move could be perceived as “urging” IMO to accelerate its rule development. However, the IMO Roadmap, adopted in October 2016, already clearly defines tasks and timelines for the development of regulations aimed at reducing greenhouse gas (GHG) emissions from ships.

INTERTANKO Welcomes IMO Bunker Decision

The International Maritime Organization (IMO) has agreed to consider introducing measures to improve controls of bunkers delivered to ships. After six submissions to the IMO over four years, to which INTERTANKO made a major contribution, persistence with another submission has resulted in progress to assure the quality of fuel delivered to ships. A correspondence group will develop guidelines for states to ensure fuel quality compliance with MARPOL Annex VI. It will also consider the adequacy of the current legal framework for assuring the quality of fuel. “We welcome this decision,” said INTERTANKO’s Managing Director Katharina Stanzel. “However this is only the beginning as we believe that control of compliance should be transparent along the entire supply chain.

INTERTANKO Holds Firm Position on Maritime Security

Speaking via a roundtable discussion at the annual Connecticut Maritime Association (CMA) Exhibition 2002 on March 19, Intertanko managing director Peter Swift summed up — in just a few words — the position that the organization has established since the terrorist attacks of September 11. Swift has made it known that the Oslo, Norway-based organization is working closely via its Washington D.C. affiliate with both the U.S. Coast Guard and IMO to ensure that the tanker market is not the next victim of a terrorist attack. According to Swift, Dragos Rauta, the organization's technical director and regional manager for North America, who is based in Washington, D.C. is actively involved in bilateral discussions with the USCG to ensure that these security measures are met.

INTERTANKO Discusses Developments

INTERTANKO’s work in the IMO and its regional representational programs in Asia, the EU and in the US were reviewed in a session chaired by INTERTANKO’s Deputy Managing Director, Svein Ringbakken. Talking on INTERTANKO’s work in the IMO, INTERTANKO’s Technical Director, Dragos Rauta, pointed to member involvement as one of the key factors necessary to be effective in the IMO. He said that inter-industry communication and also communications with governments on a regular basis between IMO meetings were essential. INTERTANKO spends in excess of 3000 man hours on IMO-related work, excluding member involvement attending and preparing for 18 different IMO meetings on a yearly basis. Watching developments and being ahead of them was his key message.

INTERTANKO Welcomes Common Structural Rules

INTERTANKO commends the agreement between the members of the International Association of Classification Societies (IACS) that the new Common Structural Rules for tankers and for bulk carriers will be adopted by all IACS members. More than five years ago, INTERTANKO played a major role in calling for such rules, and has since been actively involved with the class societies, and with the Tripartite talks between shipowners, shipbuilders and class, to help transform these important changes from theory into reality. When this association called earlier this year for good rules and common rules as quickly as possible, its Chairman Stephen Van Dyck added that the speed of completion should be achieved without sacrificing their quality and efficiency.

INTERTANKO Praises Action by IMO Secretary General

INTERTANKO applauds IMO Secretary General Mitropoulos’s initiative to propose to the IMO Marine Environment Protection Committee (MEPC) a study group which, he stressed, will ensure that a decision on the revision of Annex VI keeps on track to meet the implementation target date of 2010. At the same time the Association welcomes the action at the IMO’s Bulk Liquids and Gas (BLG) Sub-committee this week to retain marine distillates as a viable option in the revisions to MARPOL Annex VI,. “The Secretary General’s initiative will maintain the target deadline for the revision of MARPOL Annex VI and assist in keeping in check European and U.S. threats to take unilateral action to reduce harmful air pollution”, says INTERTANKO Managing Director Dr Peter Swift.

INTERTANKO Latin American Panel Meeting Discusses Changes

The third meeting of INTERTANKO’s Latin American Panel convened in Miami on July 24 to discuss a wide-ranging agenda. Capt. Howard Snaith updated the Panel on recent changes and increased activity on issues concerning chemical tankers within the Association and further reported on recent discussions at MEPC 49, which culminated in a compromise proposal for revisions of MARPOL Annex II. Of particular interest to the region, it was reported that Brazil had signed an agreement for the use of CDI reports for Port State Control purposes. It was agreed that INTERTANKO would encourage other countries in the region to use both CDI and SIRE reports, either through the Viña del Mar - the Latin American Agreement on Port State Control - or by direct contact with maritime authorities in each country.
