When enough to meet the need is not enough to get the help.From my office window in downtown St. Louis, I can see a dramatic illustration of the inefficiency in how our country moves freight. My office faces east, and I look down on a stretch of Interstate 70, that major east-west highway that runs from Baltimore to Interstate 15 in Utah. It is not unusual to see the traffic on this highway heavily congested, even at a standstill at times. This congested traffic usually includes many tractor-trailer trucks.

If you are a recreational boater, fisherman, or another member of the maritime community, NOAA's Office of Coast Survey wants to pick your brain about the "magenta line," which historically depicted the recommended route for the Intracoastal Waterway Route (IWR) on NOAA nautical charts. NOAA Proposal Aims to Extend Reduced Whale Ship Strikes
NOAA Fisheries is seeking comments on its proposal to make permanent the rules it implemented five years ago to reduce the number of collisions between ships and North Atlantic right whales. Right whales are among the most endangered species in the world, and are highly vulnerable to ship collisions. The rules, part of NOAA's long-standing efforts to recover right whales, are currently scheduled to expire in December 2013. NOAA's proposal to make them permanent, which includes a 60-day public comment period, was filed at the Federal Register today.

Notice of Open Meeting: The Hydrographic Services Review Panel (HSRP) is a Federal Advisory Committee established to advise the Under Secretary of Commerce for Oceans and Atmosphere on matters related to the responsibilities and authorities set forth in section 303 of the Hydrographic Services Improvement Act of 1998, its amendments, and such other appropriate matters that the Under Secretary refers to the Panel for review and advice. The public meeting will be held on October 26-27, 2011. October 26 from 8:30 a.m. to 5:30 p.m.; October 27 from 8:30 a.m. to 4:30 p.m.
NOAA Seeks Comments On USN Sonar Deployment
NOAA's National Marine Fisheries Service is seeking public comment on a request by the U.S. Navy to operate its Low Frequency Active Sonar on the world's open oceans. The Navy's Surveillance Towed Array Sensor System Low Frequency Active Sonar uses an underwater sound source to locate submarines, and the agency wants to ensure the operation of the system has a negligible impact on marine mammals. Unique to this proposal, NOAA Fisheries and the Navy are proposing to establish "Offshore Biologically Important Areas (OBIAs)" in which the SURTASS LFA sonar ships would not operate. OBIAs are areas of the world's oceans where marine mammals congregate in high numbers to feed, migrate, breed and calve. To date, the U.S.
