WCI Applauds Barge Diesel Fuel User Fee Increase

Waterways Council, Inc. (WCI) and its members and stakeholders applauded the Senate’s passage, by a vote of 76 to16, of a 9-cent increase to the barge diesel fuel user fee. The provision was a part of tax extenders legislation that was combined with the “Achieving a Better Life Experience (ABLE)” Act that establishes tax-favored savings accounts for individuals with disabilities. The ABLE Act that included the provision to increase the user fee by 9 cents passed the House on December 3 by a vote of 404-17.

Waterways Council, Inc. (WCI) and its members and stakeholders tonight applauded the Senate’s passage, by a vote of 76 to16, of a 9-cent increase to the barge diesel fuel user fee. The provision was a part of tax extenders legislation that was combined with the “Achieving a Better Life Experience (ABLE)” Act that establishes tax-favored savings accounts for individuals with disabilities. The ABLE Act that included the provision to increase the user fee by 9 cents passed the House on December 3 by a vote of 404-17. The user fee – currently 20-cents-per-gallon of fuel used while operating on the inland system – will be increased to 29-cents-per-gallon, effective April 1, 2015.

US House to Hold Hearing on Oil Export Ban

A House of Representatives panel will hold a hearing on Dec. 11 to explore whether a decades-old law that prohibits the export of crude oil makes sense in an era of domestic energy abundance. The House subcommittee on energy and power, chaired by Representative Ed Whitfield, will hone in on the 1975 Energy Policy and Conservation Act, drafted in response to the 1973 oil crisis. The law prohibited the export of most crude oil, created the Strategic Petroleum Reserve and Corporate Average Fuel Economy rules for cars and trucks, also known as CAFE standards.

Congress Gets It Done with WRRDA

On May 22, the Water Resources Reform Development Act (WRRDA) of 2014, containing major recommendations of the Capital Development Plan (CDP), was passed by a vote 91-7 in the Senate. As MarineNews was going to press, President Obama finally signed the bill into law. The conference agreement had passed the House on May 20 by an overwhelming 412-4 vote. (WCI) today celebrated the passage of the Water Resources Reform Development Act (WRRDA) of 2014, containing major recommendations of the Capital Development Plan (CDP*). House LNG Export Bill Advances

The Subcommittee on Energy and Power today approved H.R. 6, the Domestic Prosperity and Global Freedom Act, by a vote of 15 to 11. Authored by Rep. Cory Gardner (R-Colo.), the legislation would cut through the red tape blocking exports of U.S. liquefied natural gas (LNG). H.R. 6 grants immediate approval of complete export applications currently filed with the Department of Energy and modifies the process moving forward to ensure exports to our allies are no longer subject to unnecessary delays. The need for increased LNG exports has received considerable attention in the wake of the crisis in Ukraine and as Russia continues to leverage its energy resources against our allies. Exporting American natural gas would increase global competition, and passage of H.R.

WCI Praises IWTF Tax Reform

Waterways Council, Inc. (WCI) President and CEO Michael J. Toohey today praised the leadership of House Ways & Means Committee Chairman Dave Camp (R-Mich.) for inclusion of a recommendation to increase, by six cents per-gallon, the 20-cent-per-gallon user fee paid for by inland waterways towboat operators into the Inland Waterways Trust Fund (IWTF). The IWTF funds new construction and major rehabilitation of priority navigation projects on the nation’s inland waterways system. The recommendation was included in Chairman Camp’s discussion draft of the Tax Reform Act of 2014, released today.

Congressman Whitfield was presented the Leadership Service Award on February 12, 2014 in Washington, DC. Most recently, Whitfield served as a critical champion to introduce, with 31 bipartisan cosponsors, legislation, Waterways are Vital for the Economy, Energy, Efficiency, and Environment Act of 2013 (WAVE 4, H.R. 1149), in the Water Resources Reform and Development Act (WRRDA), now in conference.

WRDA to the Wise

May 15, 2013 was a very good day for the nation’s barge and towing operators, as well as shippers of grain, coal, chemicals, petroleum products, aggregate materials, and agri-input products.
