Cianbro Corp., Pittsfield, Maine, is awarded a $157,949,610 firm-fixed-price contract for construction of a super flood basin and extending portal crane rails for Dry Dock #1 located at the Portsmouth Naval Shipyard (PNS).  Work will be performed in Kittery, Maine, and is expected to be completed by March 2022.  Fiscal 2019 military construction, (Navy) contract funds in the amount of $157,949,610 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with one proposal received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-20-C-8500).

Jay Cashman, Inc., Quincy, Massachusetts, is being awarded a $14,321,000 firm-fixed-price contract for USS Constitution, Berth 1 pier repairs at Charlestown Navy Yard. This project will provide a safe mooring for USS Constitution and the provision of safe visitor access to the ship. The work includes demolition, removal and disposal of existing site features, hazardous materials, waterfront structures, utility systems and the provision of steel sheet pile bulkhead, pile supported pier, fender systems, mooring hardware, mooring dolphins, grading, paving and cobblestone pavement, drainage systems, water systems, electric power and lighting systems, landscape features, and incidental related work.

L-3 Services, Inc., Unidyne Division, Norfolk, Va., is being awarded a $39,488,032 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide submarine mechanical/electronic system engineering, analytical, logistics and technical support services for Command, Norfolk Ship Support Activity. This contract contains one option, which, if exercised, will bring the contract value to $79,763,280. Work will be performed in Norfolk, Va. (60 percent); Portsmouth, N.H. (5 percent); Kings Bay, Ga. (5 percent); Groton, Conn. (10 percent); Bremerton, Wash. (5 percent); San Diego, Calif. (5 percent); Pearl Harbor, Hawaii (5 percent); and Guam (5 percent). Work is expected to be completed by April 15, 2013.

Environmental Chemical Corp. is being awarded a $38,228,490 firm-fixed-price contract for energy and structural repairs to the consolidated submarine operations, Building 178, at Portsmouth Naval Shipyard. The work to be performed provides for structural repairs and modernizes Building 178 to create a consolidated state-of-the-art shipyard industrial material handling facility. The project goal is to provide 25,062 million metric British Thermal Units of annual energy savings and achieve Leadership in Energy and Environmental Design Silver certification. Work will be performed in Kittery, Maine, and is expected to be completed by December 2014. Contract funds will expire at the end of the current fiscal year.

Detyens Shipyard, Inc., North Charleston, S.C., is being awarded a $21,498,523 firm-fixed-price contract for the maintenance, repair and upgrade of Military Sealift Command fast combat support ship USNS Arctic. Work will consist of conversion upgrades as well as ship class- and certification-driven maintenance and repair work, and will also include dry-docking during an extended availability. This contract includes options, which if exercised, would bring the cumulative value of this contract to $27,882,970. Work will be performed in North Charleston, S.C., and is expected to be completed Sept. 10, 2012. Contract funds in the amount of $27,882,970 will expire at the end of the current fiscal year.

Keystone Prepositioning Services, Inc., Bala Cynwyd, Pa., is being awarded an $8,991,957 firm-fixed-price contract for the operation and maintenance of three of Military Sealift Command's government-owned Maritime Prepositioning Force ships:USNS Sgt. Matej Kocak, USNS Pfc. Eugene A. Obregon, and USNS Maj. Stephen W. Pless. The ships will continue to support at-sea prepositioning of equipment and supplies and surge-sealift requirements for the Department of Defense.This contract includes options, which, if exercised, would bring the cumulative value of this contract to $47,403,888. The contract includes four one-year option periods and an annual award fee of up to $125,000 per ship.

Interocean American Shipping Corp., Moorestown, N.J., is being awarded a $28,189,899 firm-fixed-price contract for the operation and maintenance of the Sea-Based X-Band Radar platform (SBX-1). SBX-1 will be deployed to the Pacific Ocean to provide ballistic missile-tracking information to the Ground-based Midcourse Defense System (GMD). SBX-1 will also provide advanced target and countermeasures discrimination capability for the GMD interceptor missiles. This contract includes four one-year option periods, which, if exercised, would bring the cumulative value of this contract to $165,204,573. Work will be performed at sea, and is expected to be completed by September 2012. Contract funds will expire at the end of the current fiscal year.

Kings Bay Support Services, L.L.C., Baton Rouge, La., is being awarded a $35,188,366 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for base operations support services at Naval Submarine Base, Kings Bay. The work to be performed provides for base operations support services including public safety, harbor security, security operations, supply, personnel support, facilities support, facility management/facility investment, other (swimming pools), pavement clearance, utilities, chiller, electrical, wastewater, steam, water, telecommunications, compressed air, base support vehicles and equipment, and environmental. MAR Inc., Rockville, Md., is being awarded a maximum amount $30,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract in support of the Naval Facilities Engineering Service Center, Port Hueneme, for the operation, maintenance, and repair of the M/V Independence, including providing research, development, testing, and evaluation of undersea surveillance systems, load handling systems, acoustic array systems, cable system components, cable and system survivability studies, installation methods, test vessel support, and training range establishment and maintenance. Work will be performed in Port Hueneme, Calif. The term of the contract is not to exceed 60 months, with an expected completion date of April 2015.

Atlantic Marine Philadelphia, LLC, Philadelphia, Pa., is being awarded a $12,771,174 firm-fixed-price contract for a 70-calendar day regular overhaul of Military Sealift Command fleet replenishment oiler USNS Joshua Humphreys. The ship's primary mission is to provide fuel to Navy ships at sea and jet fuel to aircraft assigned to aircraft carriers. Humphreys, which deactivated and joined the Navy's Inactive Ships program in 1996, is being reactivated this summer by the direction of U.S. Fleet Forces Command to support counter-piracy and global war on terrorism operations in the U.S. 5th Fleet area of operations where the ship will serve as a duty oiler to U.S. and coalition warships.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea, known as the Rotterdam Rules, has received its 20th signature just one month after it first opened for signature. Niger became the 20th signatory to the Rotterdam Rules. The signing ceremony for the Convention was held in Rotterdam, the Netherlands, on 23 September 2009. Sixteen States signed the Convention on the opening day, making it the most successful of the conventions developed by the United Nations Commission on International Trade Law (UNCITRAL) so far in terms of signatures obtained on opening day. General Dynamics, Electric Boat Corp., Groton, Conn., is being awarded a $42,108,043 firm-fixed-price contract for preparation and accomplishment of the FY09 dry-docking selected restricted availability of USS Springfield (SSN 761). The contractor will perform advance planning, design documentation, engineering, procurement, ship-checks, fabrication and preliminary shipyard work and/or any other work necessary to prepare for the accomplishment of, as well as accomplish all the necessary alterations, repairs, maintenance, modernization, testing and routine work required to return the mission ready submarine to the fleet. Work will be performed in Groton, Conn., and is expected to be completed by February 2010.

L-3 Services, Inc., Unidyne Division, Norfolk, Va., is being awarded a $46,670,682 indefinite delivery, indefinite quantity, cost plus fixed fee contract for engineering services to operate and maintain the Technology Center for Cables and Connectors (TC3) facility located at the Naval Undersea Warfare Center Division (NUWC), Newport. Efforts will include: TC3 facilities maintenance and operation, parts procurement and logistic services, fabrication services, research and development services, test and evaluation services, reliability maintainability availability services, programmatic support, and in-service engineering activity services in support of sensors and sonar systems.

Hawaiian Dredging Construction Co., Inc., Honolulu, Hawaii, is being awarded $7,385,000 for firm-fixed-price task order #0009 under a previously awarded multiple award construction contract (N62742-04-D-1302) for the wharf repairs at Naval Station, Pearl Harbor, Hawaii. This project includes repairs and preservation to the pier superstructure, fender system, concrete supporting piles and concrete decking. The project also includes replacement of all mooring hardware and repair of all mechanical, electrical, and communications systems. Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by February, 2010. Contract funds in the amount of $7,385,000 will expire at the end of the fiscal year. L3 Communications Titan Corp., San Diego, Calif., is being awarded a $5,617,177 modification on a previously awarded firm-fixed-price contract (N00019-07-C-0071), to exercise an option for the Phase II study and analysis to develop innovative solutions to be used in mission requirements for the Affordable Weapons System. This weapon system is being designed to fill a sea-based land attack and strike mission, to operate from ships, with potential for a sea-based Navy and Marine Corps aircraft launch capability. Work will be performed in San Diego, Calif., and is expected to be completed in November 2009. Contract funds will not expire at the end of the current fiscal year. Northrop Grumman Electronic Systems–Marine Systems, Sunnyvale, Calif., is being awarded a $20.5m firm-fixed-price contract to design and produce replacement gears for the propulsion system in the Navy's four T-AOE 6-class fast combat support ships, USNS Supply (T-AOE 6), USNS Rainier (T-AOE 7), USNS Arctic (T-AOE 8) and USNS Bridge (T-AOE 10). The new hardware will replace components of the ships' main reduction gear, which converts and transmits engine power to the propeller. Fast combat support ships provide fuel, ammunition, food and other cargo to U.S. Navy ships at sea worldwide. The contract includes five options for installation support and one option for the purchase of additional hardware, which, if exercised, would bring the cumulative value of this contract to $22,395,475.

Undersea Sensor Systems Incorp., Columbia City, Ind., is being awarded a $9,750,276 firm-fixed-price contract for the procurement of AN/SSQ-62E sonobuoys in support of the United States Navy Air Antisubmarine Forces in the mission functions of detection, classification, and localization of adversary submarines during peacetime and combat operations.
