A new wave of investments in Papua New Guinea’s energy sector could see some $19 billion of projects launched in the coming years, boosting the country’s liquefied natural gas (LNG) output and providing employment to thousands. France's Total S.A. is progressing work on the Papua LNG Project in Petroleum Retention License (PRL) 15, Papua New Guinea (PNG) and construction of the development is expected to commence in 2018, creating employment for up to 10,000 persons, the firm said Friday when announcing financial results for the first quarter of 2016 (1Q 2016) ending March 31. The petroleum retention license (PRL) 15 joint venture, which is developing the Elk-Antelope gas discovery as the Papua LNG project, is nearing the final stages of the Elk Antelope appraisal program.

Secretary of the Interior Ken Salazar named current Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) Director Michael R. Bromwich to lead the newly formed Bureau of Safety and Environmental Enforcement (BSEE) and current BOEMRE Senior Advisor Tommy P. Beaudreau to lead the newly formed Bureau of Ocean Energy Management (BOEM). Bromwich and Beaudreau have both been highly involved in the creation of the two new bureaus, as well as the Department’s efforts to strengthen the oversight of offshore oil and gas exploration and development. BSEE and BOEM will be officially established on Oct. 1, 2011. Bromwich has agreed to serve as the BSEE Director until a permanent director is selected.

The grants will fund beach and dune restoration planning along the West Caminada Headland in Lafourche Parish, La., and a shoreline protection and marsh creation plan at Tiger Point in Vermilion Parish. The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) announced today that it has awarded a $1,045,400 Coastal Impact Assistance Program (CIAP) grant to the Mississippi Department of Marine Resources (MDMR). The grant will provide funding for the acquisition of the Charnley-Norwood Property, a parcel of waterfront land in Ocean Springs, Miss. The proposal will include the restoration of an historic century-old structure on the property, as well as the development of a future public land use plan to restore the waterfront parcel to a community green space and public museum. The Bureau of Ocean Energy Management, Regulation and Enforcement  (BOEMRE) announced that it has awarded more than $25 million in Coastal Impact Assistance Program (CIAP) funding to the state of Louisiana. The funding is for the construction of a protective land bridge to safeguard against erosion and preserve marsh along the Lake Borgne shoreline, on the eastern edge of New Orleans. The state will partner with Orleans Parish in the proposed three-year Orleans Land Bridge Shoreline Protection project. This is one of the largest single CIAP grants to be awarded since the start of the program. Secretary of the Interior Dirk Kempthorne announced a major federal initiative to boost oil and natural gas production on the U.S. Outer Continental Shelf in the Gulf of Mexico and off Alaska. The program could produce 10 billion barrels of oil and 45 trillion cubic feet of natural gas over 40 years, generating almost $170 billion. “The Outer Continental Shelf is a vital source of domestic oil and natural gas for America, especially in light of sharply rising energy prices and increasing demand for these resources,” Kempthorne said. Interior’s Minerals Management Service developed the initiative, known as the Five Year Outer Continental Shelf Oil and Gas Leasing Program, to guide domestic energy leasing on the OCS from 2007 to 2012. The program proposes 21 lease sales in 8 planning areas.
