An emergency dredging project is set to begin and be completed by the end of August to restore navigability in the Murderkill River, the Delaware Department of Natural Resources and Environmental Control announced on Tuesday. Permitted by and with modification approvals from the U.S. Army Corps of Engineers and DNREC regulators, the project calls for removing approximately 52,000 cubic yards of sediment from the river’s navigation channel. In early October, Waterways Council, Inc. (WCI) reported in its newsletter Capitol Currents that the future of the Water Resources Development Act (WRDA) of 2020 hung in the balance, with many unknowns for its chances of being signed into law during the Lame Duck session of Congress that just concluded in late December.But despite twists and turns and a roller coaster ride, WRDA was, indeed, passed by Congress on December 21 as part of the FY21 Omnibus Appropriations that included a $900 billion COVID Relief package.

When enough to meet the need is not enough to get the help.From my office window in downtown St. Louis, I can see a dramatic illustration of the inefficiency in how our country moves freight. My office faces east, and I look down on a stretch of Interstate 70, that major east-west highway that runs from Baltimore to Interstate 15 in Utah. It is not unusual to see the traffic on this highway heavily congested, even at a standstill at times. This congested traffic usually includes many tractor-trailer trucks.

Waterways Council, Inc. (WCI) today commended the work of Congress to pass the Water Infrastructure Improvements for the Nation (WIIN) Act, of which the Water Resources Development Act (WRDA 2016) is included, by a vote of 78 to 21 during the lame duck session. WIIN/WRDA authorizes Army Corps of Engineers' work on locks and dams, dredging and other water resources projects. WCI applauded the efforts of the House Transportation & Infrastructure Committee, led by Chairman Bill Shuster (R-PA) and Ranking Member Peter DeFazio (D-OR), along with House Subcommittee on Water Resources and Environment Chairman Bob Gibbs (R-OH) and Ranking Member Grace Napolitano (D-CA).

P3: An alternative to tolls or lockage fees in public-private partnerships for inland waterways. Within the generally sorry state of the U.S. inland waterways infrastructure, there are some locations where conditions are particularly dire. Among those in this latter situation are several locks and dams on the Illinois River, including the La Grange Lock and Dam and the Peoria Lock and Dam, both of which were completed in 1939. Both of them are on the U.S. National Register of Historic Places, which is a dubious distinction for a major transportation facility of the twenty-first century.

The U.S. Department of Transportation (DOT) has announced 18 proposed grant awards for projects under the Nationally Significant Freight and Highway Projects Program. The program, also known as the Fostering Advancements in Shipping and Transportation for the Long-term Achievement of National Efficiencies (FASTLANE) grants, is a new competitive grant program established under the Fixing America’s Surface Transportation (FAST) Act to provide funding for nationally significant highway, bridge, and freight projects. The FASTLANE program requires DOT to notify the House Transportation and Infrastructure (T&I) Committee, the Senate Environment and Public Works Committee, and the Senate Commerce, Science and Transportation Committee at least 60 days before a grant is awarded for a project.

Washington-based Tracy R. Zea advocates for Waterways Council, Inc. (WCI) goals for authorizations and appropriations which support a modern, efficient, and reliable inland waterways transportation system. Zea also works to enhance WCI’s stakeholder relationship with the U.S. Army Corps of Engineers while additionally tracking implementation of WRRDA legislation and ensuring that WCI’s views are reflected in the outcomes. Huntington Ingalls Industries (HII) today hosted Sen. James M. Inhofe, R-Okla., for a tour of the company's Newport News Shipbuilding division. The senator, a military veteran, also met over breakfast with sailors from Oklahoma serving aboard the aircraft carriers USS Abraham Lincoln (CVN 72) and Gerald R. Ford (CVN 78). Ford is under construction at Newport News and scheduled for delivery to the U.S. Navy in 2016. Lincoln is undergoing a refueling and complex overhaul (RCOH) at the shipyard until 2016. Newport News Shipbuilding President Matt Mulherin led the tour, which included a visit to one of the shipyard's aircraft carrier construction facilities, a demonstration of the virtual design tool being used to design Ford-class aircraft carriers and a tour of Ford.

The $2.1 billion Water Resources Development Act (WRDA), which failed passage by the House of Representatives last year, was reintroduced in the Senate. In the House, counterpart legislation remains delayed by the continuing controversy over whether to build the Auburn Dam to protect Sacramento from flooding. The Senate passed its version of WRDA 98 last October, but negotiations over House consideration - mainly with dam proponent Rep. John Doolittle (R-Calif.) - failed in the final hours of the session. A bill was introduced in the House of Representatives on April 30 that encompasses the policy provisions of the U.S. Coast Guard’s Fiscal Year (FY) 2005 legislative package, including a proposal that would establish a new inspection program for the towing industry. The bill, entitled the Maritime Transportation Amendments of 2004 (H.R. 4251), was quickly slated for action. On May 6, the Coast Guard and Maritime Transportation Subcommittee of the House Transportation and Infrastructure Committee, chaired by Rep. Frank LoBiondo (R-NJ), convened a hearing on the authorization measure. The American Association of Port Authorities (AAPA) welcomed the U.S. Senate’s approval last evening of the long-pending Water Resources Development Act (S. 728), which addresses a six-year backlog of U.S. Army Corps of Engineers programs, including navigation projects, policies and procedures necessary to keep pace with today’s burgeoning trade. The bill also includes a number of important provisions for the Corps, such as an amendment proposed by Sens.
