The U.S. Coast Guard said one of its buoy tenders accidentally discharged approximately 500 gallons of diesel fuel 30 miles offshore of Fort Bragg, Calif., Friday morning.The vessel, USCGC Alder (WLB-216), was enroute to Humboldt Bay when the incident occurred, the Coast Guard said.Members of Coast Guard Sector San Francisco Incident Management Division notified interagency stakeholders and are investigating the oil spill and cause. They are also evaluating potential impacts to sensitive sites.

San Francisco Bay Area boatbuilder Moose Boats said it has recently delivered an M1 – 46 to the State of California’s Department of Fish and Wildlife. NOAA has made sea floor maps and other data on the world’s coasts, continental shelves and deep ocean available for easy viewing online. Anyone with Internet access can now explore undersea features and obtain detailed depictions of the sea floor and coasts, including deep canyons, ripples, landslides and likely fish habitat. The new online data viewer compiles sea floor data from the near shore to the deep blue, including the latest high-resolution bathymetric (sea bottom) data collected by NOAA's Office of Coast Survey primarily to support nautical charting.

On December 19, Washburn & Doughty Associates, Inc., of East Boothbay, Maine delivered Capt. Harry, a 4200 hp Z Drive tug to Wilmington Tug of Wilmington, Del. Designed by Robert Allan Ltd., this ASD 25/55 Class Tug measure 80 x 32 ft. It will be used primarily for ship docking; however, and extended keel will allow for operation as an escort tug in the indirect mode. Wilmington Tug operates five tugs, and in 1977 became the first operator in North America to operate a Z Drive Tug. Wilmington Tug’s newest vessel is the ninth Z Drive Tug built by Washburn & Doughty since the Fort Bragg was constructed for Cape Fear Towing in 1998. Two Detroit Diesel model 12V4000 main engines rated at 2100 hp at 1800 RPM power the vessel.

Designed by Robert Allan Ltd., this ASD 25/55 Class Tug will measure 80 x32-ft. and admeasure less than 200 gt. It will be used primarily for ship docking; however, an extended keel will allow for operation as an escort tug in the indirect mode. The U.S. Coast Guard and California Department of Fish and Game’s Office of Spill Prevention and Response recently ceased the pollution response operations onboard the fishing vessel Miss Kelley. Early on January 26, in Fort Bragg, the U.S. Coast Guard rescued two fishermen from the fishing vessel and began pollution response efforts when the vessel stranded on a beach near the Noyo River entrance. Oil-absorbent pads were placed in the fish hold to remove the oil contained in that space and then removed and properly disposed. Further actions to contain and remove the oil were impossible because of the remote location of and high energy surf conditions around the vessel. On January 30, the tanks were sounded again and were found to be empty.

Anti-terrorism and physical security specialist Melchor Becena has been named Security Administrator for Broward County’s Port Everglades, announced Port Director Ken Krauter. Becena joins Port Everglades after a search for a top level security/safety advisor to South Florida’s burgeoning cruise, cargo and petroleum seaport. He comes to the South Florida Seaport from the Security and Intelligence Division, Public Safety Business Center, in Fort Bragg, N.C. where he was a Physical Security and Anti-terrorism specialist. He has more than 20 years of experience in security specializing in counter-terrorism, anti-terrorism, intelligence and physical security. Fort Bragg, built by Washburn & Doughty for Cape Fear Towing Company of Wilmington, N.C., will be primarily used for docking shops and coastal towing. Fort Bragg was designed by Washburn & Doughty's naval architect and vice-president, Bruce Washburn, and built to ABS and USCG standards, but not classed. The vessel is powered by two Caterpillar 3516 electronic main engines rated at 2,200 hp at 1,600 rpm. These engines power two Ulstein model 1650H Z-drives, with a combined capacity to produce 54 tons of bollard pull. The Z-drives are outfitted with 90 in. Bird Johnson stainless steel propellers, kort nozzles with stainless steel liners and hydraulic steering controls. The vessel features a NETEC 30 in. electric capstan on the aft deck and a NETEC hydraulic escort winch on the fore deck.

Almost 60,000 U.S. service members are aiding in rescue and recovery efforts in Louisiana, Mississippi, Alabama and Florida, Defense Department officials said Sept. Army Corps of Engineers personnel have closed the breaches in the levees surrounding New Orleans and have begun pumping out the water that has inundated the city, officials said. Roughly 41,500 National Guard personnel are on duty in the area devastated by Hurricane Katrina. Almost 17,500 active duty personnel are on ships or on the ground in the region. Joint Task Force Katrina is being relocated to USS Iwo Jima (LHD 7). The amphibious ship is docked in New Orleans, and the shift will improve command and control of the rescue and recovery efforts, DoD officials said.
