Philly Shipyard on Friday delivered Empire State, the lead vessel in a series of five new training ships being built to serve America's state maritime academies. Delivered to the U.S. Department of Transportation's Maritime Administration (MARAD) under its National Security Multi-Mission Vessel (NSMV) program, Empire State will serve SUNY Maritime College.Scheduled to be delivered through 2026, each of the five purpose-built NSMVs will feature instructional spaces, a full training bridge and space for up to 600 cadets.

A former contractor at the Military Sealift Command (MSC) has been sentenced to 87 months for his role in a bribery and fraud conspiracy through which he received nearly $3 million in bribes from approximately 1999 to approximately 2014.Scott B. Miserendino, Sr. plead guilty on January 24, 2018, to one count of conspiracy to commit bribery and honest services mail fraud, one count of bribery, and three counts of honest services mail fraud.Miserendino, formerly of Stafford, Va., was a government contractor at MSC, an entity of the U.S. Department of the Navy that provides support and specialized services to the Navy and other U.S. military forces. Acting Assistant Attorney General Kenneth A. Blanco of the Justice Department’s Criminal Division and U.S. Attorney Dana J. Boente of the Eastern District of Virginia made the announcement. Scott B. Miserendino Sr., 58, formerly of Stafford, Va., was charged in a five-count indictment with one count of conspiracy to commit bribery and honest services mail fraud, one count of bribery and three counts of honest services mail fraud. Second U.S. Navy Officer Indicted on Related Bribery Charges. A commander in the U.S. Navy pleaded guilty to federal bribery charges today, admitting that he provided a government contractor with classified ship schedules and other internal U.S. Navy information in exchange for cash, travel and entertainment expenses, as well as the services of prostitutes. Former Afloat Programs Manager at the United States Navy Military Sealift Command (MSC), Kenny E. Toy, was sentenced to 96 months in prison for receiving bribes, the U.S. Department of Justice said. Toy was sentenced by United States Chief Judge Rebecca Beach Smith of the Eastern District of Virginia Tuesday, July 29. Toy pleaded guilty on Feb. 12, 2014 to criminal information charging him with one count of bribery. The decision to suspend Inchcape Shipping Services Holding Ltd. (ISS) came in a statement from Rear Admiral John F. "The Navy announced today it suspended Inchcape Shipping Services Holding Ltd. (ISS) and its affiliated companies from contracting with the Federal government on November 26, 2013. The suspension prevents Department of the Navy (DON) and all other Federal departments and agencies from entering into any new contracts, exercising options under existing contracts or issuing any new task or delivery orders under indefinite quantity contracts with ISS or its affiliates above the minimum guarantee during the period of suspension without agency head approval. ISS is a provider of husbanding services to the DON.

The Obama administration’s failure to budget $1.6 billion for two of the Coast Guard’s flagship vessels is drawing criticism from U.S. lawmakers, who contend that the service’s missions will be threatened. The Department of Homeland Security’s proposal for the fiscal year, beginning October1, requests $683 million to fund only the sixth of eight planned National Security Cutters, made by Huntington Ingalls Industries Inc. The agency, which oversees the Coast Guard, didn’t seek funding for the remaining two cutters for fiscal years 2014 to 2017. The 418-foot-long cutters are needed to replace an aging fleet of vessels, many of which are more than 40 years old and expensive to maintain, according to the service.

The U.S. Army Corps of Engineers will dredge Bayou Teche in the New Iberia area, beginning Thursday, November 1. It will take approximately one and a half to two years to restore the channel to its authorized dimensions of 60 ft. wide and 8 ft. deep. Dredging will occur between the Olivier Bridge and the Vida railroad bridge 12.3 miles upstream. Cost will be $6.68 million. "We will work daylight hours only, Monday through Saturday," said Chris Accardo, the Corps' operations manager for Southwest Louisiana. The dredging, the first in more than 10 years on this stretch of the Teche, will benefit the barge and towboat industry, including vessels that serve three sugar mills in the New Iberia area, and other navigation.
