A ship carrying 30,500 tonnes of U.S. soybeans was unloading its rare cargo on Friday after getting all regulatory permissions and docking at one of Paranaguá’s berths, according to a spokeswoman for the port authority.Brazil, a net food exporter, sold so much of its soybeans to China, that little was left to process internally during the inter-harvest period. A weak exchange rate contributed to this year’s export bonanza.“Brazil is a giant in the production of soybeans, but the price of the product in the international market, combined with a favorable exchange rate, meant that practically all production was sold abroad,” Luiz Fernando Garcia, chief executive of the company that operates the port, said in a statement on Thursday.

A national workshop on the treaty covering dumping of wastes at sea, the London Protocol, is being held in Luanda, Angola (30-31 May). The workshop is raising awareness among stakeholders on the practical aspects of effective implementation of the London Protocol to protect the marine environment from the dumping of harmful wastes at sea. With more light being shed on the dramatic impact of marine litter on coastal areas, this workshop is yet another example of how International Maritime Organization (IMO)  is tackling this problem. Angola ratified the London Protocol in 2006 and this workshop is bringing a special focus on the actions to be taken at the national level to fully implement all its provisions.

The MOD has agreed to sell HMS Ocean to the Government of Brazil after 20 years of service. Sold to the Brazilian Navy for around £84M ($117m), the profit generated from the sale will be reinvested in defence at a time when the Royal Navy is being strengthened with two types of brand new frigates and two huge aircraft carriers. HMS Queen Elizabeth, which will eventually take on the role as the nation’s new flagship, recently set sail from the port of Gibraltar carrying two Chinooks and four Merlin helicopters as she readies for helicopter trials at sea.

The 2008 IMO Award for Exceptional Bravery at Sea has been presented to a Brazilian seafarer who saved fellow crew members from a dangerous fire on a ship. Mr. Rodolpho Fonseca da Silva Rigueira, of the drill ship Noble Roger Eason, nominated by the Government of Brazil, for his decisive, selfless action to rescue six fellow crew members from a catastrophic fire which burst out on it. The fire originated from an explosion, causing imminent risk to the lives of crew members in the vicinity of the explosion; yet, instead of evacuating the area, he repeatedly faced the fire and very high temperatures to save his colleagues, at severe risk to his own life. Mr. Rigueira was presented with the award by IMO Secretary-General Mr. Efthimios E.

The IMO issued a Circular forwarding a communication from the Government of Brazil stating that, effective 15 October 2005, Brazil has implemented domestic legislation, based on the ballast water convention, requiring ships to carry out ballast water discharge and related measures. Source: HK Law
