International Chamber of Shipping (ICS) is deeply concerned about the apparent new policy of the Italian Government to close its ports to migrants rescued by vessels operated by humanitarian NGOs. The refusal by Italy to allow rescued persons to be disembarked could have serious implications for the safety and welfare of these distressed people, including children and pregnant women. To its great credit, the government of Italy has consistently permitted prompt and predictable disembarkation of people rescued by merchant ships as well as by vessels operated by humanitarian NGOs. But following the election of the new Italian Government, the crisis now seems to be taking an ever more political direction.

Tripoli government invited Italy into its waters; some 600,000 boat migrants have come to Italy since 2014. Italy intends to deploy several ships in Libyan waters by the end of August to fight human trafficking and stem a flood of immigrants, a government source said on Thursday. Recommended interim measures aimed at enhancing the safety of passenger ships, in the wake of the Costa Concordia incident in January, were agreed by IMO's Maritime Safety Committee (MSC), when it met at the Organization's London Headquarters for its 90th session from 16 to 25 May 2012. U.S. Coast Guard is helping Italian authorities investigate the Costa Concordia disaster.   Vice Admiral Brian Salerno told a House Committee the USCG is also on guard against safety violations on foreign flagged vessels that use U.S. ports. Salerno said after the Costa Concordia incident, the Coast Guard immediately offered technical expertise and support to the Government of Italy's marine casualty investigation.  He added that the Coast Guard's expertise in marine casualty investigations will prove helpful as the investigation into the disaster moves forward.

U.S. Customs and Border Protection (CBP) Commissioner Robert C. Bonner and Italian Customs Director General Mario Andrea Guaiana announced the Port of Livorno as the 33rd operational Container Security Initiative (CSI) port. The stand-up of Livorno completes the expansion of the Container Security Initiative in Italy. CSI developed along the guidelines set forth in the declaration of principles signed in November 2002 between Commissioner Bonner and Italian Customs Director General Mario Andrea Guaiana. CSI has been operational at the ports of Genoa and LaSpezia since June 2003. Most recently, the port of Naples became operational on September 30, 2004, and the port of Gioia Tauro on October 29, 2004.

Container Security Initiative (CSI) has become operational at the port of La Spezia, Italy. In Europe, the Bureau is looking to expand CSI to at least 11 additional ports, including Livorno, Gioia Tauro, and Naples. CBP and the government of Italy signed a declaration of principles on November 7, 2002. As part of the CSI program, CBP deployed a team of officers to the port of Genoa on June 16, 2003 to work with host government personnel to target high-risk cargo containers destined for the United States. Italian government officials are responsible for screening any container identified jointly with CBP officers as a potential terrorist risk. The port of La Spezia is the 15th CSI port to become operational.

Italy has agreed to participate in the U.S. Customs Container Security Initiative (CSI). CSI is a U.S. Customs initiative designed to prevent the smuggling of terrorists or terrorist weapons in ocean-going cargo containers. Under terms of the declaration announced today, U.S. Customs officers will be stationed at the Italian ports of La Spezia and Genoa. "I applaud the government of Italy for joining the U.S. Customs Service Container Security Initiative (CSI)," said Commissioner Bonner. "This joint declaration with Italy is yet another example of the joint efforts and continuing strong resolve in the international fight against terror. Globally, over 48 million full cargo containers move between major seaports each year.
