The maritime authorities of the Government of Mexico have agreed to place a high priority on ratifying three important  International Maritime Organization (IMO) legal conventions, following a workshop in Mexico City.Mexico has said it will work towards ratifying the 2003 Fund Protocol, the 2001 Bunkers Convention and the 2007 Nairobi Wreck Removal Convention. It will also consider accession to the 2010 HNS Convention. The Governments of Guatemala and Honduras expressed similar intent.Both the Fund Protocol and the Bunkers Convention deal with compensation following oil spills from ships. Qatar Petroleum (QP) signed an agreement with Italy’s Eni SpA to acquire a 35% stake in three offshore oil Fields in Mexico.The agreement cover the Amoca, Mizton, and Tecoalli offshore oil fields, which lie in Area 1 in Mexico’s Campeche Bay, said a press statement from the Arab country's government-owned energy company.The agreement is subject to customary regulatory approvals by the government of Mexico. The first three of the world’s largest and most technologically advanced Ship-to-Shore (STS) container cranes and two rail mounted cranes for the intermodal rail facility have been delivered to APM Terminals’ Lázaro Cárdenas (TEC2), now in the final stages of construction at Mexico’s second-largest container port. The Council of the International Maritime Organization (IMO) informs it decided at its recent meeting to award the International Maritime Prize for 2013 to Dr. José Eusebio Salgado y Salgado, Mexican academic and author of the Manual de Derecho Internacional Marítimo (Manual of International Maritime Law), for his significant contribution to the work and objectives of IMO. Unions representing workers around the globe in the mining and maritime industries announced that they will protest shipment of goods to and from Mexico to pressure the Mexican government to end its support of corporate attempts to destroy the National Miners' and Metalworkers' Union of Mexico known as Los Mineros. The 2008 IMO Award for Exceptional Bravery at Sea has been presented to a Brazilian seafarer who saved fellow crew members from a dangerous fire on a ship. Mr. Rodolpho Fonseca da Silva Rigueira, of the drill ship Noble Roger Eason, nominated by the Government of Brazil, for his decisive, selfless action to rescue six fellow crew members from a catastrophic fire which burst out on it. The fire originated from an explosion, causing imminent risk to the lives of crew members in the vicinity of the explosion; yet, instead of evacuating the area, he repeatedly faced the fire and very high temperatures to save his colleagues, at severe risk to his own life. The U.S. Department of Homeland Security (DHS) and the U.S. Department of State (DOS) announced today the Notice of Proposed Rulemaking (NPRM) for the land and sea portion of the Western Hemisphere Travel Initiative (WHTI), a core 9/11 Commission recommendation. Proposed rules require a passport or other secure document denoting citizenship and identity for all land and sea travel into the United States. As the first rational step as we move towards full WHTI implementation, DHS intends to end the routine practice of accepting oral declarations alone at land and sea ports of entry.
