Much has been said both in Congress and by the current administration of the need to restore and enhance our nation’s transportation infrastructure, including its maritime transportation infrastructure. Recent legislation, such as the Infrastructure Investment and Jobs Act (IIJA, also known as the Bipartisan Infrastructure Law), the Inflation Reduction Act, the National Defense Authorization Act (NDAA) for fiscal year (FY) 2023, and the related appropriations acts, has shown that Congress is ready to provide substantial funding in support of these stated goals.

Tthe Louisiana Department of Transportation and Development (DOTD) announced this week that it received an apparent low bid from Houma, La. based Thoma-Sea Marine Constructors for the construction of two new ferry boats for the Cameron crossing in Cameron Parish. The bid was $49,706,865.Designed by Elliott Bay Design Group, the new boats will be 190’ x 50’ x 13’ and will replace the M/V Cameron II, which was built in 1964. The boats will be end-loading vessels in order to load and unload large commercial vehicles.

In the William M. (Mac) Thornberry National Defense Authorization Act (NDAA) for Fiscal Year 2021, Congress amended the Port Infrastructure Development Program (PIDP) administered by the U.S. Maritime Administration (MARAD) to reserve to smaller ports 18% of the amounts appropriated for grants under the PIDP, and increased this percentage to 25% in the NDAA for FY 2022. This replaced the minimum dollar threshold for PIDP grants of the lesser of $10 million or 10% of the total amount appropriated for the PIDP for a fiscal year.

The Australian and Queensland Governments are investing $45 million in an Australian first to improve water quality and reduce sediment run-off across the Great Barrier Reef. The $45 million Great Barrier Reef Gully and Streambank Joint Program will deliver a cohesive program of restoration work in key catchments including Burdekin, Fitzroy and Cape York. The joint program between government, the private sector, research institutions and conservations groups includes scientific investigation to understand the nature of gullies and the restorative activities required to fix them. Other work will include physical remediation, mulching, revegetation, fencing, native grass seed production and grazing land management improvements.

The National Park Service, in partnership with the Maritime Administration, today announced the availability of approximately $1.7 million in grant funding through its Maritime Heritage Program for projects that teach about and/or preserve sites and objects related to our nation’s maritime history. Grant applications will be accepted through September 23, 2014. “From commerce and transportation, to national defense and recreation, America’s maritime resources have always been an important part of our nation’s story,” said National Park Service Director Jonathan B. Jarvis. “Maritime history plays a central role in our national narrative,” said Acting Maritime Administrator Paul N. Jaenichen.

Washington’s citizens could see mobility improvements in highways, ferries and freight rail if the state’s three capital grant applications are selected to receive a portion of the $600 million available nationwide in federal Transportation Investment Generating Economic Recovery (TIGER) grant funds. The Washington State Department of Transportation (WSDOT) also submitted three applications this week for planning proposals that support economic development, environmental resiliency and integrated transportation choices. International Ship Repair & Marine Services, Inc. (ISR) was awarded a $980,260 federal grant from the U.S. Department of Transportation Maritime Administration (MARAD) to partner in the funding of its new, American made, 275-ton Manitowoc crawler crane. According to ISR, fierce competition for a portion of the total $9.46 million awarded through its Small Shipyard Grant Program was evident as MARAD received 113 grant applications requesting project funding of more than $96 million. ISR is one of only 11 other shipyard grant recipients from throughout the United States.

EPA To Provide Nearly $10 Million to Clean Up Beaches Across the Nation; The agency launches improved website for beach advisories and closures. The U.S. Environmental Protection Agency (EPA) today announced that it will provide $9.8 million in grants to 38 states, territories and tribes to help protect the health of swimmers at America’s beaches. The agency also launched an improved website for beach advisories and closings, which will allow the public to more quickly and easily access the most current water quality and pollution testing information for more than 6,000 U.S. beaches. The website, called BEACON, has the capability to update as frequently as every two hours based on new data provided by states, territories and tribes.
