Texas-based Gulf Copper and Manufacturing said it has been awarded a $3.9 million dry docking and refurbishment of the NOAA research vessel Henry B. Bigelow. Royal Caribbean Cruises Ltd, the world's second-largest cruise operator, said its quarterly profit fell by two-thirds as costs rose and six cruises were canceled or shortened due to several mishaps. Shares of the company, whose cruise lines include Royal Caribbean International, Celebrity Cruises and Azamara Club Cruise, fell as much as 3.2 percent in early trading. The company shortened or canceled six cruises during January-March, typically the strongest season for cruise operators. Voyage disruptions hurt yields, which include ticket sales and spending on board, by about 0.5 percent in the first quarter ended March 31. Royal Caribbean said its cruise operations were hurt by several mishaps in the first quarter.

Gulf Copper has been awarded a contract for the modification of ENSCO 83, a jackup rig owned by a subsidiary of Ensco International (NYSE:ESV). The fifth Ensco rig to enter Gulf Copper’s Galveston shipyard since Hurricane Ike, the ENSCO 83 is undergoing upgrades and refurbishment before it mobilizes from the U.S. Gulf of Mexico to work for PEMEX in Mexico. “Ensco International has played a major role in the post‐Ike restoration of the Galveston economy,” stated Steve Hale, President of Gulf Copper.

The Department of the Interior's Minerals Management Service (MMS) has disbursed $65 million to six coastal states: Alabama, Alaska, California, Louisiana, Mississippi and Texas. This is the fourteenth installment in a series of annual payments based on 1985 settlement legislation regarding the allocation of royalties, rents and bonuses from certain federal offshore oil and gas leases. The 1978 Outer Continental Shelf (OCS) Lands Act Amendments provided for certain coastal states and the federal government to share revenues earned from OCS leases, generally, three to six miles beyond a state's coastal boundary. This area, known as the 8(g) zone, is named after the enabling paragraph of that legislation.

Paving the way for Texas to be home to the first wind farm along the U.S. coast, the state has leased an 11,000-acre swath of the Gulf of Mexico, seven miles off Galveston Island, for gigantic wind turbines that could eventually power 40,000 homes, the Houston Chronicle reported. The lease, the first granted by any government agency in the nation for an offshore wind project, marks a new era of pollution-free energy production for the Gulf, which for decades has been the site of thousands of wells and platforms tapping the Earth's depths for air-polluting natural gas and oil.
