Op/Ed: Fix the HMTF Now … or in 2027

Shane Skelton

The Harbor Maintenance Trust Fund (HMTF) has been misused and underutilized for years, leaving U.S. ports and harbors in subpar conditions and disadvantaging the very shippers that pay to modernize and maintain them – to the tune of nearly $2 billion per year. In May, the U.S. House of Representatives’ (House) Committee on Transportation and Infrastructure (Committee) took a major step in the right direction by passing the Water Resources Development Act of 2016, which among other things…

Canada Invests $289 Mln in Harbor Improvements

Hunter Tootoo, Minister of Fisheries, Oceans and the Canadian Coast Guard announced that the Government of Canada is investing $289 million in small craft harbors across the country in 2016-2017. The announcement includes $32 million of the $149 million allocated to small craft harbors in Budget 2016. Small craft harbors are crucial infrastructure for Canada’s commercial fishing industry, providing coastal communities with safe and reliable access points. This investment in Canada’s harbors will support this industry, which employs approximately 76,000 Canadians and contributed $6 billion to the Canadian economy in 2015, by ensuring facilities are in good repair and available for commercial fish harvesters and all harbor users.

Moving Ahead With the Harbor Maintenance Trust Fund

“How can we have a 21st century economy with a 20th century infrastructure?” Vice President Joe Biden recently posed this question to an audience at the American Association of Port Authorities (AAPA) annual meeting in Houston, Texas. He went on to say, “the greatest economic power in the world needs the most dynamic port system in the world.” I happen to agree with this statement. We must find a better way to manage the funding needs of our marine transportation infrastructure. In fact, you will find many politicians, business leaders, economists, and transportation specialists that are quite outspoken on this matter. It seems everybody talks infrastructure, and how deteriorated our roads, rails, highways, bridges, and ports have become.

The protection provided by the Cowes Breakwater has now enabled the planned marina element of the Cowes Outer Harbor Project (OHP) to move forward.
