When Atlantic offshore wind (OSW) projects move into high gear they will kick-start a series of impacts affecting almost the entire East Coast economy, from logistics to transportation to utility projects and, of course, just about every aspect of port and maritime activities.The related topics of workforce development and employment are among the fundamental issues being pushed and pulled by OSW. How workforce development and education and training proceed – and succeed – will be critical for the U.S.

Managers Bunking at U.S.Refineries, Strike Continues

U.S. oil refinery managers are going to the mats, literally, during the biggest fight with union workers in 35 years, bedding down for a third strike week that experts and some employees say raises concerns over safety and operations. At the 135,000 barrel-per-day refinery just outside of Toledo, Ohio, run by BP Plc and Husky Energy Inc , most of the nearly 300-person staff have been calling the refinery home since Feb. 9. For the last week, they have slept on recently purchased mattresses inside rental trailers to rapidly respond to any problems and avoid striking workers, sources say. On Tuesday, a van full of washing and drying machines gingerly cut through about a dozen United Steelworkers carrying pickets and walking a strike line at the facility's front gate.

Protecting Worker Health during Oil Spill Cleanup

The U.S. Coast Guard Federal on Scene Coordinator for the BP Deepwater Horizon response and the U.S. Department of Labor’s Occupational Safety and Health Administration announced the signing of a memorandum of understanding concerning worker safety and health issues related to the Deepwater Horizon oil spill response in the Gulf of Mexico. The MOU solidifies the close working relationship between the Coast Guard and OSHA and establishes a specific mechanism for coordination between the Deepwater Horizon FOSC and OSHA. OSHA and the FOSC recognize the importance of close cooperation among all agencies that have responsibilities during the oil cleanup efforts. The MOU furthers joint efforts to monitor compliance with safety standards and to protect workers.

OSHA Has Regulatory Power Over Uninspected Vessels

Small marine firms, including tens of thousands of uninspected vessels, such as charterboats, marine assistance vessels, barges and towing firms are now subject to the Occupational Health and Safety Administration (OSHA) rules regarding workplace safety, according to an 8-0 decision in Supreme Court on January 9, 2002, which prompted an advocate for small marine businesses vow to fight the regulatory expansion in Congress. “This legal ruling is major and unprecedented expansion of government regulation over small vessels, and will negatively impact thousands of unsuspecting small business,” said Jeffrey C.
