Hazmat Experts to Meet in France

Leading experts in dealing with maritime incidents involving hazardous and noxious substances, such as chemicals, will gather to exchange information and ideas at IMO's Fourth R&D Forum on Hazardous and Noxious Substances (HNS) in the Marine Environment, which is to be held from 12 to 14 May 2009, in conjunction with Interspill 2009, in Marseille, France. The growth in marine transportation of chemicals, together with State and industry obligations arising from the entry into force, in 2007, of the Protocol on Preparedness, Response and Co-operation to Pollution Incidents by Hazardous and Noxious Substances, 2000 (OPRC-HNS Protocol), have focused professional and public attention on the potential dangers of HNS at sea.

IMO R&D Forum To Be Held in France

The IMO will hold the Third International R&D Forum on High-Density Oil Spill Response on March 11-13, 2002 at Brest, France. The forum, which will examine research and development of new technology in oil spill response, particularly regarding spills of high density or heavy oils like bunker oil, is being organized by IMO in co-operation with French authorities. The Forum is co-sponsored by Canada, France, Germany, Italy, Japan, the Netherlands, United States, the European Commission, IPIECA and ITOPF. A number of incidents, including the Nakhodka in 1997 and the Erica in 1999, have highlighted the need to examine how to effectively respond to spills of high-density oil.

Oil Spill Experts Address High Density Oil Spills

Leading world experts in oil spill response have agreed a series of recommendations to deal with future spills of high density oil during the International Maritime Organization’s Third R&D Forum on High Density Oil Spill Response, held from 11-13 March in Brest, France, following the generous offer of the French Government to host the Forum. Large quantities of high density oil are carried by ships either as cargo or as fuel (bunkers). Accelerated phase-out of single hull tankers and CAS

Intertanko discussed with the EU and supported at IMO a revised phase-out scheme which effectively brought the European proposal in line with OPA 90. A copy of Intertanko’s submission to MEPC 45 is available on on request. While Intertanko appreciates that IMO has also taken steps to consider other items regarding safety of tankers, such as easy access for inspections, port of refuge, effects of heated high-density oil on the structure of the ship, it is disappointed that IMO did not entirely address the issues of accident investigation. It is our firm belief that the best method to decide and develop appropriate and corrective action is to undertake thorough and professional investigation of tanker accidents.
