Swiber Forms JV with Hilong Marine

Singapore offshore company Swiber Holdings' wholly-owned subsidiary, Swiber Offshore Construction (SOC) has entered into a shareholder's agreement with Hilong Marine Engineering (HME) to establish a joint venture company in Singapore.The shareholders (51% Hilong and 49% Swiber) have named the new company – Ocentra Offshore. IMO/MARPOL Amendments Enter Into Force

Requirements for ships to collect data on their fuel oil consumption entered into force on 1 March. Other important amendments to the International Convention for the Prevention of Pollution from Ships (MARPOL) have also entered into force, covering the classification of garbage, including the addition of a new category of “e-waste”, and amendments to the International Oil Pollution Prevention Certificate. The ship fuel oil consumption data reporting requirements are the latest mandatory requirements aimed at enhancing the energy efficiency of international shipping. ABTO Warns of Liquefaction Problems at Terminals

The Association of Bulk Terminal Operators has warned that cargo liquefaction – an issue commonly associated with the seaborne transportation of unprocessed mineral ores and concentrates – is also an issue which bulk terminals need to pay attention to. Speaking at the ICHCA ISP76 panel meeting in London last week, ABTO chief executive Ian Adams, said: “The liquefaction of bulk commodities is a serious issue which can and should be managed effectively shoreside. However, allowing ship’s crews access to stock piles to assess solid bulk commodities such as Bauxite and nickel ore is not the answer in view of the fact that stock piles have been known to collapse.

Clean Ships: Knowledge is the Key

In the wake of new regulations, Wilhelmsen Ships Services (WSS) says bulk owners and operators must pay as much attention to the products used to clean their cargo holds as the holds themselves. WSS is urging firms to heed details included in the revised MARPOL Annex V Resolution MEPC.201(62), relating to the International Convention for the Prevention of Pollution from Ships, which came into force on January 1, 2016. New cargoes added to the IMSBC Code

In June 2015 the IMO’s Maritime Safety Committee adopted Resolution MSC.393(95) and amendments to the International Maritime Solid Bulk Cargoes (IMSBC) Code. Administrations may choose to apply the amendments on a voluntary basis from 1 January 2016. However, the amendments will only become mandatory from 1 January 2017. A brief summary of the major changes to the Code can be found here. The cargo entry of “Wood Pellets” is deleted from this Amendment. 1. Bulk Cargo Shipping Names (BCSN) has been listed in three languages (English, Spanish and French). 2. A new Transportable Moisture Limit (TML) testing procedure for iron ore fines called the Modified Proctor/Fagerberg test is included in the amendments.

JK Fabrication Wins Emergency Tow Reel Order

Olympic Tug and Barge, a Harley Marine Services Company, has selected four JK Fabrication emergency tow storage reels for new barges being built at Zidell Shipyard in Portland (the first two) and Vigor Shipyard there also (the last two units). Given earlier success at U.S. Coast Guard testing in southern California, earlier orders from Olympic, Smith Maritime, U.S. barge and HME Construction, and acclaim from ABS and marine surveyors, JK has applied for U.S. patent on the unit.

Netherlands Maritime Technology Association Launched

The Netherlands Maritime Technology association has been officially launched on the international stage during the Holland Day at SMM on September 9. Sjef van Dooremalen, Chairman of Netherlands Maritime Technology, unveiled the new name onboard the LCF Zr. Ms. Evertsen in Hamburg to an audience of 250 guests. A new promo video about the Dutch maritime technological sector was also shown. On a national level, the association, company and foundation for the maritime technological sector have been operating under this new joint name since May 8, 2014.

Technical Superintendents' Module 3 Training Course

Netherlands Maritime Technology inform that it has developed a dedicated course for technical superintendents. Ensuring that participants can fully comply with the ISM code, the course also offers practical knowledge that helps superintendents in their daily work. The course is intended for junior technical superintendents, engineers or maritime officers who wish to take the next step to become superintendents, technical managers and professionals; also for equipment suppliers who want to learn more about the work of technical superintendents. It may also be a welcome refresher course for experienced technical superintendents. Some practical experience is a must. Managing costs are an essential part of the tasks of the superintendent.

HME Offers Technical Superintendent Course

Technical superintendents are a vital point of contact for equipment suppliers and repair yards. They function as the link between vessel and shore, and play an important role in the purchasing of new parts and contracting repair activities. At the request of and in partnership with several yards, HME has established a training course focused entirely on technical superintendents. The six-day course consists of three modules of two days and will take place in the spring of 2014 in Vlaardingen.

Peter De Vos Appointed Marine Propulsion Course Trainer

The ninth edition of the international HME Marine Propulsion training series starts in September. It will be a new experience for Peter de Vos, Assistant Professor of Marine Engineering at Delft Technical University (TU Delft). As the latest addition to the team, De Vos will work closely with Professor Douwe Stapersma in modules 1, 3 and 5. Peter De Vos graduated cum laude in 2008 on the modeling of a fuel processing plant for the application of fuel cells onboard vessels in the Ship Design, Production and Operation section of the Marine Engineering department at TU Delft.

IMO MEPC Implements Further Energy Efficiency

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) met for its 65th session from May 13-17 2013, at IMO Headquarters in London. The committee made significant progress in its work on further developing energy-efficiency regulations; adopted an MEPC resolution on rromotion of technical cooperation and transfer of technology relating to the improvement of energy efficiency of ships; and gave the go-ahead to carry out an update to the greenhouse gas (GHG) emissions’ estimate for international shipping.

How to Comply with MARPOL Annex V

Recent amendments to Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL) have created a tougher regime for shippers and crews over discharges into the sea. The U.K. P&I Club received numerous enquiries from members concerned about their obligations under the amended regulations. Accordingly, the Club has produced a pamphlet entitled “How to Comply with MARPOL Annex V,” in partnership with the International Tanker Owners Pollution Federation (ITOPF).

Putting the Garbage Out

Keep the seas clean in 2013, reminds North P&I Club, as new international garbage rules take effect. North P&I Club reminds its members that 2013 is the first full year of operation of new international garbage-disposal rules that greatly limit the dumping of garbage at sea. According to North's loss prevention manager Andrew Glen, ‘With very few specific exceptions, the new rules reverse the historical presumption that most garbage can be discharged at a suitable distance offshore. In July 2011 the International Maritime Organization adopted amendments to Annex V of the International Convention for the Prevention of Pollution from Ships (MARPOL) in Resolution MEPC.201(62), and issued guidelines for their implementation in Resolutions MEPC.219(63) and MEPC.220(63).

Dutch Joint Initiative: Onboard Vibration Training Course

The well-known Dutch research institutes MARIN and TNO offer a 2-day course – 'Onboard Noise & Vibration'. The organisers believe that the entire maritime industry can benefit from this training course, and claim it is the only training course in the world specialised in the details of noise and vibrations at an advanced level. The program has been developed and adjusted to the needs expressed by the industry and deals with the origin and prevention of noise and vibrations on board. The two-day training course takes place in Delft, the Netherlands, on 28 and 29 May.

Ingalls Awarded $487 Million to Build USCG Cutter

Huntington Ingalls Industries announced today that the U.S. Coast Guard has awarded a $487 million, fixed-price-incentive-fee contract to its Ingalls Shipbuilding division to build the sixth National Security Cutter, Munro (WMSL 755). NSCs, the flagships of the Coast Guard's cutter fleet, were designed to replace the 378‐foot Hamilton-class high-endurance cutters, which entered service during the 1960s. Ingalls has delivered the first three. The fourth, Hamilton (WMSL 753), currently at 40% complete, is scheduled to launch this summer and will be christened in October.

The design of the IHC Beaver® 65 DDSP is based on the experience of developing six previous generations and 50 years of building standard cutter dredgers in the 650mm class.
