K&L's Gorton Stresses Critical Role of Jones Act

A former member of the 9-11 Commission recently wrote in The Hill that an “often overlooked” benefit of the Jones Act is its role in homeland security and border protection. Former U.S. Senator Slade Gorton and former state attorney general and homeland security expert from the Commission, said he finds border security the Jones Act’s “most vital benefit” in addition to its economic benefits of supporting more than 500,000 American jobs and the nearly $100 billion it fuels into the U.S. economy every year. Great Lakes Iron Ore Trade Dips in June

Shipments of iron ore on the Great Lakes and St. Lawrence Seaway totaled 6.2 million tons in June, a decrease of 6 percent compared to May, and nearly 5 percent below the level of a year ago, the Lakes Carriers' Association (LCA) announced. Loadings at U.S. ports totaled 5.5 million tons, a decrease of 7 percent compared to a year ago. Shipments from Canadian ports in the Seaway totaled 695,000, an increase of 19 percent, but in terms of tons, the trade rose perhaps five cargos for the month.

Lakes Limestone Trade Tops 4 Mln Tons in June

Shipments of limestone on the Great Lakes totaled 4,042,766 tons in June, an increase of 6 percent compared to May, and 9-plus percent compared to a year ago, according to figures reported by the Lake Carriers' Association (LCA). The June stone float is also the highest monthly total since July of 2014. U.S. quarries shipped 3.3 million tons in June, an increase of 6.8 percent compared to a year ago. Shipments from Canadian quarries totaled 765,000 tons, an increase of 21 percent. Year-to-date the Lakes limestone trade stands at 9.9 million tons, an increase of 24.4 percent compared to a year ago. Market conditions alone do not explain the increase.

OMSA Opposes McCain Amendment

The Offshore Marine Service Association (OMSA) issued a statement regarding Senator John McCain’s proposal allowing foreign-built vessels to take over marine transportation in the United States, stating the amendment would gut U.S. shipbuilding while outsourcing jobs and security. “Senator McCain has proposed an amendment to eliminate a cornerstone of U.S. maritime policy that dates back to the founding of our nation. The reservation of domestic transportation to U.S.-built vessels ensures the existence and viability of America’s shipbuilding industrial base.

Will Congress Pass Any Maritime Legislation in 2014?

Following its usual summer break over August 2014, Congress came back from its five-week summer recess and spent a whopping eight days or so back in session before recessing once again, approximately a week early, to hit the campaign trail for the November elections. This essentially means that including the summer recess, Congress will have been in session for a total of about eight days between the end of July and the middle of November 2014. No wonder why Congress has not been able to accomplish much this year, to date.

State of American Shipbuilding is Strong: Shipbuilders Council

Shipbuilders Council of America (SCA) informs that The House Subcommittee on Coast Guard and Maritime Transportation held a hearing today on America’s domestic maritime industry with a special focus on how the industry is responding to America’s surging domestic energy production. Matthew Paxton, president of the Shipbuilders Council of America (SCA), testified that the state of America’s commercial shipbuilding industry is strong, more vibrant than ever, and that U.S. shipyards are experiencing dramatic growth as a result of the shale oil revolution and record levels of new vessel construction orders and deliveries. "The state of the U.S. commercial shipyard industry is the strongest it has been in decades,” said Paxton.

American Salvage Assoc. Recognizes SMFF Implementation

After a nearly 20-year wait since the original issuance of the OPA-90 regulatory package, the American Salvage Association (ASA) expressed its recognition for the final implementation of Salvage and Marine Firefighting Regulations (SMFF), 33 Code of Federal Regulations Part 155 Subpart I, for tank vessels that went into effect on February 22, 2011. From the Exxon Valdez spill that prompted OPA-90, to the 1996 promulgation of Vessel Response Plan (VRP) regulations requiring contracts with Oil Spill Removal Organizations (OSRO), to the first public workshop held by the Coast Guard in 1997 to address the need for well-defined salvage regulations, to the final rule being published on December 31, 2008, the road to final implementation has been long.

AWO Hails New Deadlines for Towing Vessel Inspection Regs

The American Waterways Operators (AWO), the national trade association for the tugboat, towboat and barge industry, hails the enactment of provisions in the Coast Guard Authorization Act of 2010 (P.L. 111-281) that bring the industry one step closer to a historic towing vessel inspection regulation to improve safety in the towing industry. Section 701 of the Act requires the U.S. Department of Homeland Security (DHS) “to issue a notice of proposed rulemaking regarding inspection requirements for towing vessels” no more than 90 days from the date of enactment, a provision strongly advocated by AWO. The law requires that a final rule be issued no more than one year after the enactment date.

Liberty Maritime Calls for Action Against Piracy

Liberty Maritime Corporation President and CEO Philip J. Shapiro testified May 20 on lessons learned from the international piracy crisis and the immediate need to protect American merchant mariners on U.S.-flag vessels. In his testimony before the House Coast Guard and Maritime Transportation Subcommittee, Shapiro advocated for more effective means of protecting U.S.-flag vessels transiting the pirate danger zone. “We strongly urge the government to consider embarking a small number of U.S. government security personnel on the very few U.S.-flag vessels that transit high-risk transit areas at any one time,” Shapiro said. As piracy continues to escalate, with more than 80 attacks so far this year, the U.S. Coast Guard announced earlier this month updated anti-piracy guidelines for U.S.

USCG, USACE Disburse Recovery Act Funds

On April 20, Janet Napolitano, Secretary of Homeland Security revealed that four bridge alteration projects will receive funding from the American Recovery and Reinvestment Act (ARRA) that President Obama signed into law on February 19. Additionally, Secretary Napolitano announced that some ARRA funding would go toward building the edifices for various Coast Guard sectors, and for other functions around the country. ARRA allotted $240m to the Coast Guard. Secretary Napolitano indicated that $142m of that total will fund bridge alteration projects on the Mobile Bridge in Hurricane, Al.; the EJ&E Bridge in Devine, Ill.; the Burlington Bridge in Burlington, Ia.; and, the Galveston Causeway Bridge in Galveston, Texas.

Higgins, Great Lakes Legislator of the Year

Congressman Brian M. Higgins (D-NY) has been honored for his support of Great Lakes shipping by the largest coalition representing the industry. The Congressman was named Great Lakes Legislator of the Year by Great Lakes Maritime Task Force (GLMTF). Rep. $7.9B USCG Reauthorization Approved by Subcommittee

Legislation to authorize more than $7.9 billion for the Coast Guard for Fiscal Year 2005, including $1.1 billion for the Deepwater project, was unanimously approved by the U.S. House Coast Guard and Maritime Transportation Subcommittee today. Deepwater is the Coast Guard’s program to replace and modernize its operational capital assets. The Coast Guard’s fleet is rapidly deteriorating, leading to higher safety risks and maintenance costs, and a lower state of readiness. At a Subcommittee hearing last week, the Commandant of the Coast Guard expressed concern that assets are wearing out faster than anticipated.
