The Maritime Safety Committee (MSC) has met for its milestone 100th session, with a busy agenda encompassing maritime autonomous surface ships, fatigue guidance for seafarers, polar shipping, goal-based standards and other agenda items.According to a International Maritime Organization (IMO) press release, the MSC will receive the report of a correspondence group which has been testing the proposed methodology for the regulatory scoping exercise on maritime autonomous surface ships, taking into account different levels of autonomy.Focusing on the human element, the MSC is expected to approve revised guidance on fatigue, a key tool for seafarers and ship operators.

ClassNK Archive Center (NKAC) has stored the first Ship Construction Files (SCF) complying with IMO Global Based Standards (GBS) for the NACKS-built 311,000 DWT VLCC delivered on October 26, 2018, managed by MOL Tankship Management (Asia) Pte. Ltd.To encourage design transparency and help ensure safety throughout the life of vessels, SOLAS regulation II-1/3-10 entered into force in 2012, requiring SCF complying with IMO GBS to be provided by shipyards on a new ship’s delivery and kept on board and/or ashore.

ClassNK has established ClassNK Archive Center (NKAC), the maritime industry’s first onshore digital archive center that fully complies with IMO Goal-based ship construction standards (GBS) and the Industry Standard, which begin to apply from today. IMO GBS are broad, over-arching safety and environmental standards that ships are required to meet during their operational lifetime. The new SOLAS regulation II-1/3-10 made GBS applicable to bulk carriers and oil tankers of 150m in length and above for which the building contract is placed on or after 1 July 2016. The new regulation requires that a Ship Construction File (SCF) be provided upon delivery of a new ship and kept on board the ship and/or ashore.

The rules of the Russian Maritime Register of Shipping are in conformity to the International Maritime Organization (IMO)goal-based standards (GBS), the IMO’s Maritime Safety Committee (MSC) confirmed at its 96th session held in London from May 11-20, 2016. The amendments in the International Convention for the Safety of Life at Sea (SOLAS 74/78) regulation II-1/3-10, introducing GBS, were adopted in 2010. The amendments enter into force on July 1, 2016 set for application to oil tankers and bulk carriers contracted for construction on or after this date. The goal-based standards include a set of functional requirements for the ships throughout their service life, from designing to recycling.

At its 68th session of the IACS Council meeting, held December 18-19 in London, IACS has unanimously adopted new harmonized Common Structural Rules (CSR) for oil tankers and bulk carriers. The new rules will apply to all oil tankers larger than 150 meters and bulk carriers larger than 90 meters in length contracted for construction on or after July 1, 2015. The CSR will be presented to the IMO which will verify their compliance with the IMO GBS that will be compulsory for new building contracts signed on or after July 1, 2016.
