General Dynamics, Electric Boat Corp., Groton, Conn., is being awarded a $42,108,043 firm-fixed-price contract for preparation and accomplishment of the FY09 dry-docking selected restricted availability of USS Springfield (SSN 761). The contractor will perform advance planning, design documentation, engineering, procurement, ship-checks, fabrication and preliminary shipyard work and/or any other work necessary to prepare for the accomplishment of, as well as accomplish all the necessary alterations, repairs, maintenance, modernization, testing and routine work required to return the mission ready submarine to the fleet. Work will be performed in Groton, Conn., and is expected to be completed by February 2010.

An environmentally friendly and cost-effective solution to the disposal of oily sludge waste has been developed by engineers, microbiologists, and chemists from Naval Facilities Engineering Command Hawaii (NAVFAC) Hawaii and NAVFAC Engineering Service Center (ESC). The solution makes it possible to remediate oily sludge waste at Pearl Harbor instead of shipping it to the mainland for disposal, which is a large cost burden and liability for the Navy. Remediating the waste is also a sustainable practice. Natural elements and processes are used, and the by-products of the remediation are natural and harmless to the environment. The oily sludge waste remediation project began as a pilot study in 2004 at the Bilge Water/Oily Waste Treatment Facility at Pearl Harbor.

Reservists from Naval Reserve Center (NRC) Baltimore assisted in the rescue of more than a dozen passengers from a water taxi that had capsized in Baltimore's Inner Harbor late in the afternoon of March 6. Two of the passengers died and three were still listed as missing, while the remaining 22 were rescued by Baltimore City Fire Department personnel, with the assistance of the NRC Baltimore Reservists. VSE announced that its Fleet Maintenance Division has been awarded a contract by the Fleet Industrial Supply Center Philadelphia to support the Naval Sea Systems Command (NAVSEA) Shipbuilding Support Office and will provide engineering and technical support for ship modernization. VSE will continue work which has been ongoing uninterrupted since 1984 with contracts with NAVSEA Shipbuilding Support Office and the Philadelphia Naval Shipyard on subsequent re-competed contracts. The new contract awarded is an indefinite quantity, indefinite delivery type contract with a base year and four one-year option periods extending through 2007. The contract has an estimated five- year value of over $30 million. Work under the contract will commence immediately.

The Navy Warfare Development Command awarded Alion Science and Technology three contracts, totaling $16.3m, for technical support services for the Joint Semi-Automated Forces program (JSAF), non-JSAF-related modeling and simulation work and networking and system administration support. The indefinite-delivery/indefinite-quantity contracts, which were awarded on July 1, each include a base year and four, one-year options. If all options are exercised, the total contracts would be worth $86.6m. Members of the Supply Corps Association of Japan and distinguished guests from the Japan Maritime Self-Defense Force (JMSDF) gathered at the Trinity Hotel in Yokosuka, on March 17, to celebrate the 212th birthday of the United States Navy Supply Corps. The Supply Corps ball featured entertainment by a jazz ensemble from the U.S. Navy 7th Fleet band and speeches from Commander, Fleet and Industrial Supply Centers (COMFISCS), Rear Adm. Ray Berube and Vice Adm. Yoshinori Kawano, Commander of the Japan Maritime Materiel Command. Kawano spoke of the historical significance of the U.S. Navy’s Supply Corps. He mentioned that one key to the American’s successful Revolutionary War was maintaining supply lines, while denying logistics to the British.

VSE Corporation’s Fleet Maintenance Division has been awarded a cost plus fixed fee, indefinite delivery indefinite quantity contract by the Fleet Industrial Supply Center Philadelphia to support the Naval Sea Systems Command (NAVSEA) Shipbuilding Support Office (NAVSHIPSO). The new contract represents potential VSE revenues of up to $30.7 million during the base year, and up to $160.5 million over five years if all option periods are exercised. Through its Haddon Heights, New Jersey, and Chesapeake, Virginia, offices, VSE will provide the Navy with engineering and technical support services for ship modernization efforts, including shipboard electric and electronic systems, crew habitability, and auxiliary and propulsion systems.

The Titan Corporation has been awarded an indefinite-quantity, five-year U.S. Navy contract having a potential value of $169 million. Awarded by the Fleet Industrial Supply Center Norfolk, Detachment Philadelphia for the Naval Sea Systems Center (NAVSEA) Shipbuilding Support Office (NAVSHIPSO) in Philadelphia, the contract provides engineering and technical support services for modification of shipboard equipment and systems. This was a multiple award with five other firms receiving prime contracts under the award. "This award fortifies Titan's role as an important source for engineering and technical support for Navy programs," said Gene Ray, Titan's Chairman and CEO.

The Fleet and Industrial Supply Center at Pearl Harbor, Hawaii has granted Urethane Products Corp. (UPC) another contract for six 10 ft. diameter x 16 ft.-long Marine Guard foam-filled marine fenders. The fenders are constructed for energy absorbing capacity of 1,081 ft. kips with a reaction force of 402 kips. Comprised of energy absorbing heat laminated foam core, a tough continuous filament wound tire cord reinforced urethane elastomeric skin and built in swivel end fittings, the fenders will be delivered to the Naval Station at Pearl Harbor.

George G. Sharp Inc., Virginia Beach, Va., is being awarded a $12,170,065 cost-plus-fixed-fee contract for operation and maintenance of the NAVSEA Inactive Ships On-Site Maintenance Office (NISMO) in Philadelphia Pa. This contract includes a one-year base period and four one-year options, which if exercised, bring the total estimated contract value to $52,277,547. Work will be performed in Philadelphia, Pa. (85 percent); Norfolk, Va. (7.5 percent); and Newport, R. I (7.5 percent), and work is expected to be completed by September 2006.
