Vessel owners rarely carry cargo for their own account. More commonly by far, a vessel owner will charter its vessel to another party to carry their (or their sub-charterer’s) cargo. The contracts can vary widely – from voyage charters or contracts of affreightment to time charters to negotiable bills of lading (not to mention the more complex arrangements that one often sees for container cargos). But in most instances, vessel owners are in the business of transporting cargo on behalf of others and, all going well, of being paid to do so.

But the harbor masters meeting in Vancouver this week are finding they all have much in common. “We all are dealing with issues of efficiency, the environment, and security and how to develop our ports to best accommodate our customers today and in the future,” says Capt. Kevin Richardson, president of the International Harbour Masters’ Association (IHMA) and a retired chief harbor master at the Port of Dover in the U.K. The congress is being hosted by the Port of Vancouver, Canada’s largest port, and the third largest in North America by tonnage.

Israeli Shipping Data Firm to Enter Commodities Game

Analysts say intelligent analytics could give firm an edge. A young Israeli technology company believes the expertise it has built up in tracking ships for governments and security agencies could help it break into the much larger market for providing information on seaborne commodities. Windward, founded just over five years ago by two former Israeli navy officers, plans to launch a maritime information service later this year for banks, investors and trading houses, its chief executive Ami Daniel told Reuters in an interview. About 90 percent of global trade is transported by sea, but there is little visibility on what ships are doing and what cargo they carry.

With a record U.S. harvest just coming in, the river transportation system that is at the heart of the nation's farm economy is overstrained by rising demand for shipping capacity, a low barge inventory, and a dilapidated lock system. The pressure is building on an inland waterways network that is just one flood, drought or mechanical breakdown from calamity after decades of neglect, industry sources say. Looming bumper corn and soybean crops are bringing to light issues that have built for years and which have been exacerbated by new entrants to the marketplace for river logistics, such as producers of crude oil from the nation's shale boom. Rail congestion and truck shortages are shifting more cargo to the creaking infrastructure for floating heartland goods to market.

Crashes in Crucial US Crude Waterway Hit 10-year Low

Serious crashes in the bustling Bay of Galveston have fallen to the lowest level in a decade even as more oil moves on U.S. waterways, official data show, suggesting that better training and equipment are helping avert spills like one in March. The number of crashes in the Texas bay, home to the Houston Ship Channel and the country's heaviest crude, fuel and chemical ship traffic, fell 68 percent to eight in 2013 from 25 in 2011, according to U.S. Coast Guard data obtained by Reuters through the Freedom of Information Act. Maritime Accidents on the Decline

INTERTANKO has recorded 60 tanker incidents during the first part of 2004, most of them minor with no resultant pollution or loss of life. This compares to the 130 tanker incidents reported for the whole of 2003. The biggest pollution incident during the first half of 2004 appeared to be 200 tonnes oil lost from the Everton, which was laden with 80,400 tonnes of crude oil. The tanker caught fire off the Gulf of Oman on 22 March 2004 and was abandoned by its crew. The oil was reported to have been mainly burnt up. One seafarer was reported missing after this incident. The other pollution incidents recorded were very minor. As in 2003 the most serious tanker incidents in 2004 have involved fire and explosion (F&E). Sadly we have reports of 44 people killed or missing.

INTERTANKO Records Publicly Reported Tanker Incidents

To obtain a better understanding of tanker safety, INTERTANKO records publicly reported tanker incidents. The number so far this year has followed the positive improvement trend of the last couple of years. The biggest accidental loss of oil occurred in Algeciras Bay shortly after the Prestige incident. A Spanish bunker barge sank with some 1,000 tons of fuel oil, but little pollution was reported on the beaches at the time. Mainly based on information from Informa, INTERTANKO has recorded 86 tanker incidents January-July 2003. Most of the incidents have been minor and pollution has been recorded in 7 cases, the biggest of which, beside the bunker barge spill mentioned, above, were a 125-tonne chemical spill and a 50-tonne diesel spill.
