Do Ports Need Global Regulation?

Ports are essential for the global supply chain - but do they need more international regulation?High-level speakers engaged in a lively debate at a joint Hutchison Ports, International Maritime Organization (IMO) and IMO International Maritime Law Institute (IMLI) seminar (9 September), to address the question: "Do ports need international regulation?"IMO Secretary-General Kitack Lim reminded the audience that the IMO Convention does give the Organization a mandate to regulate in ports and some current IMO regulations do indeed extend to port operations - for example those surrounding security, reception facilities and the Facilitation (FAL) Convention."However…

PIL Fleet Wins ESI Certification

Singapore’s leading containership operator Pacific International Lines (PIL) has successfully attained Environmental Ship Index(ESI) certification for its fleet comprising of half a million TEUs.According to the shipping company, this is a major milestone for the Singaporean shipowner ahead of the transition towards the Global Sulfur Cap 2020 from 1 January next year.ESI certification is an on-going initiative by the World Ports Sustainability Program (WPSP) and it is a voluntary program for ship owners to enroll their vessels – attesting that their vessels exceed the basic standard set by the International Maritime Organization (IMO).To qualify for certification…

Fluxys to Add a Permanent LNG Bunkering Facility in Antwerp

Fluxys has taken over the concession in the port of Antwerp at quay 526-528 to make liquefied natural gas (LNG) available as an alternative fuel for ships and barges, in one of the Port Authority's key initiatives to make the port's activities more sustainable. Fluxys will add a permanent LNG bunkering facility by the end of next year to complement the existing mobile (truck-to-ship) bunkering service. For ships and heavy duty trucks LNG is the ideal alternative in the transition to lower greenhouse gas emissions and better air quality. Switching to LNG immediately cuts emissions of sulphur and particulate matter to negligible levels, while emissions of nitrogen oxides are dramatically reduced and carbon emissions significantly lowered.

Singapore Continues to Harmonize LNG Bunkering Standards

To develop the world’s first set of harmonised LNG bunkering standards, a network comprising Antwerp, Rotterdam, Singapore and Zeebrugge, subsequently expanded to include Jacksonville and Norway, was formed. Taking reference from documents by organisations such as the International Association of Ports and Harbours (IAPH), the International Organisation for Standardisation (ISO) and the Society for Gas as a Marine Fuel (SGMF), this set of harmonised standards  will ensure that key areas of the LNG bunkering process are aligned across ports carrying out LNG bunkering operations. The standards can also provide a guide to ports seeking to be LNG bunker-ready.

Antwerp set to Build Bunker Station

But now that the LNG Master Plan has come to an end the LNG story is not finished. Far from it: this was just the start, paving the way for promising new projects. Specifically, the port of Antwerp is getting ready to build an LNG bunker station for barges, with the concession agreement due to be signed at the beginning of 2016. The Rhine-Main-Danube LNG Master Plan was formally brought to a close on 16 December 2015 in Rotterdam. Together with 32 other partners from all over Europe the port of Antwerp had contributed towards the objective of making LNG a reality for barge transport, as a clean fuel. This objective fell into two parts: on the one hand to encourage barge operators to use LNG as their fuel…

More "Green" Ships Call at Antwerp Port

The number of environment-friendly seagoing ships calling at the port of Antwerp is increasing year by year, according to the results of the Environment Ship Index (ESI) introduced in Antwerp in 2011. This index enables ports to grant a discount on port dues for ships that make a significant contribution to reducing emissions of pollutants such as NOx and SOx. In 2012 there were 462 calls in Antwerp by ships that qualified for the discount. Two years later the number had risen to 501, and during the first nine months of 2015 the port had already granted discounts for 671 calls. Antwerp was one of the group of ports that first introduced the ESI in 2010, along with Le Havre, Rotterdam, Amsterdam and Hamburg.

FONASBA Supports Container Weight Verification Initiative

FONASBA, the international ship brokers and ship agents federation, this week gave its full backing to international government and industry efforts aimed at ensuring that shipping containers for export are accurately weighed. The initiative, which is being led by the World Shipping Council in concert with shipowners’ association BIMCO, the International Association of Ports and Harbours, the International Chamber of Shipping and the International Transport Workers Federation, as well as the maritime administrations of Denmark, the Netherlands and the United States, will be launched at the 17th session of IMO’s Sub-Committee on Dangerous Goods, Solid Cargoes and Containers (DSC 17) in September. Intertanko Says Simplify Inert Gas Regs

The catastrophic incidents on a significant number of small product tankers and chemical tankers, some of which have led to a tragic loss of life, have highlighted the fact that the industry needs to update the current application of inert gas regulations to new oil and chemical tankers. In 2006 an inter-industry group consisting of Intertanko, International Chamber of Shipping (ICS), Oil Companies’ International Marine Forum (OCIMF), European Chemical Industry Council (CEFIC), International Association of Ports and Harbours (IAPH), International Association of Classification Societies (IACS) and International Parcel Tankers Association (IPTA)…

Middle East Maritime Talks Emissions

Fuel, emissions and green technology is one of the crucial areas to come under discussion at one of the conferences that will take place alongside Seatrade Middle East Maritime 2008. Like other industries globally, shipping is facing increasingly tough international challenges to achieve emission reductions. Det Norske Veritas, one of Seatrade Middle East Martime's principal sponsors, believe that carbon dioxide emissions can be reduced by as much as 30–50% by actions taken on existing vessels now and for new buildings prior to 2030. The region is playing an increasingly important role in world shipping with the now one of the most active international maritime centres in the world.
