The perennial “Year of Subchapter M” has been kicked forward again, this time to February 2016. That means that the clock is now ticking loudly for those towing operations that have yet to climb onboard the safety train. Quality operators see standardized safety practices as a way of leveling the playing field, integral to maintaining the health and profitability of their fleets, and key to winning business from quality customers. Subchapter M will be a phased-in over a period of years. It’s not as much time as you think.

Paperwork is, and always has been a necessary and essential aspect of ship operation. Indeed, the Barcelona Maritime Code of 1258 required ships carry clerks specifically for this purpose releasing the master to concentrate on his primary duty, safely navigating the vessel. Unfortunately, such is the way of things few ships now carry clerks. The BIMCO Vessel CD-ROM 2002 provides senior officers at sea with BIMCO information and databases already available to shore-based staff with access to the Internet. In addition, the BIMCO Vessel CD-ROM 2002 includes details of the various IMO conventions to which each flag is a signatory, as well as information on flag state requirements for crews, including language skills and certification.
