In May, the U.S. Coast Guard will start a strengthened and pointedly direct anti-SASH campaign that will extend across the maritime industry. SASH is an acronym for sexual assault/sexual harassment, and this new effort adds muscle to Marine Safety Information Bulletin (MSIB Number: 1-23) "Reporting Sexual Misconduct on U.S. Vessels" released in February. The new bulletin supersedes a previous one from late 2021.USCG personnel will be very deliberate in making sure that all maritime operators are aware of MSIB 1-23. The core message: report all sexual misconduct and harassment.

A federal judge in San Diego on Friday sentenced a U.S. Navy captain caught in a $30 million bribery scandal to 46 months in prison, bringing to a close the case against the highest-ranking officer in the fraud scheme. Captain Daniel Dusek, 49, pleaded guilty last year to a charge of conspiracy to commit bribery after admitting he accepted services from prostitutes, luxury hotel stays, alcohol and other gifts in exchange for giving classified information to the Singapore-based company Glenn Defense Marine Asia. The firm headed by Malaysian businessman Leonard Glenn Francis, who has been dubbed "Fat Leonard," held over $200 million in contracts to clean, stock and maintain U.S. Pacific Fleet ships.

A Chicago woman was sentenced in federal court Thursday for making a false distress call nearly two years ago which led to several agencies launching a dangerous search and rescue operation in Lake Michigan off of Rogers Park Beach. Leona Chewning, 24, was sentenced to 180 days of community confinement, three years of probation and $13,613 in restitution for knowingly and willfully causing the Coast Guard to attempt to save lives and property when no help was needed, in violation of Title 14, U.S. Code, section 88(c). A federal grand jury in Mobile, Alabama, has returned a seven-count indictment charging Det Stavangerske Dampskibsselskab AS (DSD Shipping) and four employees with violating the Act to Prevent Pollution from Ships (APPS), conspiracy, obstruction of justice and witness tampering, announced Assistant Attorney General John C. Cruden for the Department of Justice’s Environment and Natural Resources Division and U.S. Attorney Kenyen R. Brown for the Southern District of Alabama. DSD Shipping is a Norwegian-based shipping company that operates the oil tanker M/T Stavanger Blossom, a vessel engaged in the international transportation of crude oil.

Italian Shipping Company and Chief Engineer Charged with Environmental Crimes and Obstruction of Justice. Italian-based shipping company Giuseppe Bottiglieri Shipping Company S.P.A., owner and operator of the Motor Vessel Bottiglieri Challenger, and Vito La Forgia, the vessel’s chief engineer, have been charged in a four-count indictment with the illegal dumping of waste oil and oil-contaminated waste water in violation of the Act to Prevent Pollution from Ships (APPS), conspiracy and two counts of obstruction of justice, the Department of Justice announced today.

U.S. Shipping Company Convicted For Oil Pollution On High Seas. Horizon Lines, LLC was sentenced Tuesday in front of the Honorable Richard Seeborg after pleading guilty to felony charges concerning violations of international and national oil pollution laws that occurred on a large container ship called the S/S Horizon Enterprise, United States Attorney Melinda Haag announced. As part of a plea agreement, the company was ordered to pay $1,500,000, with $500,000 of the monies going to environmental projects in the San Francisco Bay area. Horizon Lines pled guilty to two counts of making false statements based on their knowing failure to maintain an accurate Oil Record Book in which all transfers and discharges of oil and oily waste are required to be recorded.

Miami River Compnay Sen tenced to Five Years Probation and $1,000,000 Fine for Oil Pollution and Ballast Water Crimes. Wifredo A. In the district court for the Eastern District of Louisiana, Judge Sarah S. Vance sentenced Michael Murphy, a former chief engineer employed by Offshore Vessels, LLC (OSV), to two years probation. Judge Vance also ordered Murphy to pay a criminal fine of $5,000. On Oct. 20, 2010, Murphy pleaded guilty to a one-count information charging him with submitting a false statement, in violation of 18 U.S.C. 1001. Murphy had served aboard the R/V Laurence M. (L.M.) Gould (R/V Gould), a 2,966 gross ton American-flagged ship owned by OSV that served as an ice-breaking research vessel for the National Science Foundation on research voyages to and from Antarctica.
