Brownsville Navigation District (BND) Commissioner Esteban Guerra was unanimously appointed to serve as chairman of the BND Board of Commissioners during the board’s regular meeting held Wednesday, May 18, 2022.Guerra serves as chairman alongside BND Vice Chairman Ralph Cowen and BND Secretary of the Board John Wood, also unanimously appointed to serve as part of the executive board. The South Port Connector Road Project received environmental clearance from the Texas Department of Transportation (TxDOT) Pharr District Office, advancing the project to the construction phase.The project is part of the Cameron County Regional Mobility Authority’s (CCRMA) East Loop Corridor plan. Harkand's key shareholder Oaktree Capital Management has reaffirmed a strong commitment with an additional $25 million of funding which will allow the company to expand its footprint in new and existing regions. As well as maintaining its operations in current market conditions, the global inspection, repair and maintenance company has recently been awarded three major frame agreements taking them into West Africa and Mexico for the first time. Harkand has entered into a charter agreement with Siem Offshore for the Offshore Subsea Construction Vessel (OSCV) Siem Spearfish. The agreement covers a firm period of five years with three yearly options and shall commence in May 2014. The vessel will support the development of the Harkand group in the provision of inspection, repair and maintenance (IRM) services in the deep water Gulf of Mexico. The DP2 vessel, built by Vard in Norway, has a 250t crane and will be fitted with two Triton XLX ROVs, as well as a complete survey spread. The Spearfish addition to the Harkand fleet marks an important step forward in the company’s commitment to deep water activities.

The Waitt Institute for Discovery and Woods Hole Oceanographic Institution have joined forces to launch the Catalyst Program, making available for the first time a versatile and highly portable deep-sea tool kit and operations team, which can be rapidly deployed anywhere in the world. This unprecedented collaboration features the Waitt Institute's two newly built Hydroid REMUS 6000 Autonomous Underwater Vehicles (AUVs), which can explore depths of up to 6000 meters, or 3.7 miles, below the ocean's surface. These innovative multi-sensor platforms are equipped with high-tech survey instruments capable of recording critical oceanographic data, photo-imaging deep-sea features, and producing detailed sonar maps of the ocean floor.
