Horizon Offshore Names Frank as Chairman of the Board

Horizon Offshore, Inc. announced the board of directors has elected J. Louis Frank as chairman of the board of the Houston-based marine construction company. Replacing outgoing chairman, James Devine, a UK national, with Frank, a U.S. citizen, allows Horizon to meet certain U.S. regulatory requirements relevant to a recently awarded contract. Mr. Devine remains a member of the board of directors. J. Louis "Corky" Frank joined the board of directors at Horizon in July 2001. Frank has extensive oil and gas and management experience, having held numerous positions of responsibility over 43 years with Marathon Oil Company, including service as president of Marathon Ashland Petroleum. He retired from Marathon in 2001.

Marathon Ashland Petroleum Garners USCG Award

Marathon Ashland Petroleum LLC’s (MAP) Marine Transportation group has received the U.S. Coast Guard’s prestigious William M. Benkert Award for Environmental Excellence. Accepting the silver award on behalf of MAP Marine Transportation was Bruce Tilton, manager, Marine Transportation. “This is indeed an honor, and we are truly thrilled to receive this award, says Tilton. “Because this is the U.S. Coast Guard’s premier national award, recognizing marine environmental excellence, the competition is fierce- there are rigorous and demanding standards that a company has to meet to be considered,” adds Tilton. Keppel Clinches FPSO Conversion Contract

Keppel Shipyard, a wholly-owned subsidiary of Keppel Corporation Ltd, has secured a Floating Production Storage & Offloading (FPSO) hull conversion contract worth S$84 million from Marathon Petroleum Company (Norway) on MST Odin. The 87,000 dwt multi-purpose shuttle tanker arrived at Keppel Shipyard for the fast track hull conversion on 19 March. Odin will undergo hull upgrading and modification works which involve procurement, construction and installation of the FPSO hull equipment, including shipboard marine systems, cargo, ballast, inert gas, crude oil washing, fire fighting and electrical and instrumentation. USCG Accepts Benkert Award Nominees

The U.S. Coast Guard is soliciting for applications for the biennial Rear Admiral William M. Benkert, Marine Environmental Protection Award for Excellence. The program recognizes corporations and businesses involved in marine facility or vessel operations that have demonstrated sustained excellence and outstanding achievement in protecting the marine environment. It also encourages innovations in operations, maintenance, cargo handling, refueling, training, and provides a means for award recipients to share their successful methods and techniques with others in industry. Applications will be accepted from December 01, 2005 to March 31, 2006. Trinity Marine Hosts Launching Ceremony

Trinity Marine Products held a barge launching ceremony on February 14 at its Madisonville, La., barge-building facility. This Barge Launch marks the completion of the first tank barge manufactured by Trinity Marine Products for Marathon Ashland Petroleum, LLC, as part of a new 5-year contract between the 2 companies. will be on hand for the event. Trinity Marine Products signed a 5-year contract with Marathon Ashland Petroleum in July 2002. Six barges will be completed in 2003, with an option to manufacture nine additional tank barges by 2006. Marathon will use the barges for transporting refined petroleum products. Paul Mauer, president Trinity Marine Products, stated, "It is with great pride that we launch this barge for Marathon Ashland Petroleum.

Avondale Industries, Inc. has agreed to pay $357,750 in penalties for safety and health violations at its shipyard in Avondale, La., and implement a revised safety and health program as part of a settlement agreement announced by the Occupational Safety and Health Administration (OSHA). "We are pleased Avondale has agreed to resolve this matter," said Secretary of Labor Alexis M. Herman. "Avondale's new management has shown they are serious about eliminating safety hazards. OSHA originally inspected the shipyard in October 1998 following union complaints of possible imminent danger from falls, and other health issues. Based on that inspection, OSHA issued 60 citations against the shipbuilder last April and proposed fines of $537,000.
