Attracting More People of Color to the Maritime Workforce

In the United States, marine transportation is responsible for $361 billion, or 1.7% of the U.S. Gross Domestic Product (GDP). Marine transportation, a key part of global logistics and responsible for 40% of international trade, goods and services, is the backbone of U.S. trade. In the U.S. in 2021 alone, ships have transported more than 1.5 billion tons of cargo valued at more than $1.5 trillion; in that same time period, U.S. ports have facilitated approximately 450,000 ships, which is more than 10% of the global amount (McLean, 2021).

Panama Updates its General Merchant Marine Law

The Panama Maritime Authority (AMP) and Panama’s main maritime associations concluded the meetings for the revision of the General Merchant Marine Law, law 57 of August 6, 2008.A total of 188 articles were reviewed; 70 were modified; 10 were eliminated and more than 12 new articles were proposed, and all of them were approved in consensus. Armstrong Delivers Dive Boat to DNR

A new monohull dive compliance vessel Salish Scout was recently accepted by the Washington State Department of Natural Resources (DNR) after successful launch and sea trials in Port Angeles Harbor.In a competitive solicitation process last year, DNR selected Armstrong Marine’s proposal to design and build multiple vessels for their Marine Law Enforcement program. Salish Scout is a sister ship to the vessel Sentry, completed earlier this summer.Salish Scout is customized for efficient geoduck fishery management along with other marine law enforcement operations. Thomas Miller Acquires Marine Law Firm

Thomas Miller the international insurance, professional and insurance services provider announces the acquisition of the partners and staff of specialist marine law firm, Davies Johnson & Co of Plymouth. The acquisition brings an additional six fee earners to the Thomas Miller Law Ltd (TM Law) team. The firm will operate from Plymouth and London in addition to TM Law’s main office in Newcastle, where it forms part of the Group’s claims handling and risk management consultancy business. Davies’ Johnson’s existing clients will continue to be able to instruct the Plymouth firm, and there will be no change to the service they enjoy currently.

'Seaman Guard Ohio' Personnel: Latest Update

According to the the Mission to Seafarers, families of anti-piracy vessel 'MV Seaman Guard Ohio' personnel  being held in India have said that the British lawyers representing the men were dismissed ahead of the upcoming bail hearing. Family members have also launched an appeal for financial help. Global maritime charity organization the Mission to Seafarers is helping crew members and their families and informs it is now in touch with the Indian legal team in an attempt to get clarity around what this might mean for the men.

WISTA Russia Formed to Support Women in Shipping

WISTA President Karin Orsel announced the formation and accreditation of WISTA Russia, which has been developed under the leadership of prominent Russian executives. The inauguration of this National WISTA Association (NWA) was held during a post RUMI (Russian Union of Marine Insurers) conference reception on November 21 in Moscow. The Russian National WISTA Association becomes the 33rd Member of the WISTA organization. "I am proud to be present for the birth of this important WISTA Member," stated Ms. Orsel.

Nixon Named Director of R.I. Sea Grant

Earlier this month, Dennis Nixon was named director of the Rhode Island Sea Grant, one of 32 programs that make up the National Sea Grant College Program, which is administered by the National Oceanic and Atmospheric Administration. Nixon spends much of his life near the ocean. As a longtime Jamestown resident, Nixon is never more than minutes away from Narragansett Bay. As associate dean of the University of Rhode Island’s Graduate School of Oceanography, he is just as close to the waves when he’s in his office. Nixon has been teaching at the University of Rhode Island for 37 years.

Second International Exhibition of Shipbuilding Slated for Moscow

The second International Complex Exhibition of Shipbuilding, Water Resources Use and Exploration, “The Ocean 2012,” in Moscow November 29 through December 1,  will  address all aspects of marine activities at one venue, to combine the interests of science and manufacture, but also draw the attention of International business community to the latest developments in different spheres of exploration. The exhibition is held under the patronage of Maritime Collequim of the Government of the Russian Federation and Ministry of Industry and Trade of the Russian Federation. The exhibition seeks to support the extension of the innovative and industrial cooperation with foreign countries.

Charleston, One Stowaway Dead, Two Detained

The U.S. Customs and Border Protection (CBP) issued a news release stating that during unloading of a ship that had arrived in Charleston from the Dominican Republic, dock workers identified several individuals absconding from a container. One individual was detained by crewmembers of the vessel. A second individual jumped into the water and was apprehended by local marine law enforcement personnel. A third individual was found in the container and pronounced dead by local emergency services personnel. Subsequently, a hole was discovered in the top of the container through which persons could enter and exit. (6/12/10). (Source: Bryant’s Maritime News)

Zodiac, New Law Enforcement RIBs

Zodiac of North America, Inc., is launching their new Zodiac Enforcer line of RIBs tailored to the needs of marine law enforcement agencies. The Enforcer series was first displayed to the public and law enforcement customers at the Miami International Boat Show this month. "Our military and Coast Guard customers have long understood the performance advantages of Zodiac RIBs and Zodiac Hurricane RIBs. What we needed for law enforcement was a vessel that could deliver these same characteristics, but at the price point of a production-built boat," said Steve Seigel, Vice President and General Manager of the Zodiac Military and Professional Products Division. "We achieved this with the Enforcer line by distilling the options down to build the quintessential law enforcement boat.

Management Changes at North of England P&I Club’s Greek Office

Tony Allen has taken over the management of the North of England P&I club's successful Greek office. He replaces Mike Salthouse, who set up the office three years ago and has now returned to the club's headquarters in Newcastle upon Tyne, England as a Greek area director. Allen (42) started work in the Greek office last year. He formerly worked in Piraeus on P&I and FD&D matters with international maritime law firm Norton Rose before moving to the North of England in 1998, becoming involved with a wide range of P&I issues including container operations, cargo claims and oil pollution matters. He originally trained in the insurance and marine law litigation department of London law firm Simmons and Simmons.

ICE Marine Ops Overview

The U.S. Immigration and Customs Enforcement’s (ICE) Office of Air and Marine Operations (AMO) is tasked to protects citizens and critical infrastructure through the coordinated use of air and marine law enforcement to detect, interdict, and deter acts of terrorism and smuggling arising from the unlawful movement of people, goods, and money across the borders of the U.S. AMO’s has three core competencies – airspace security, air and marine interdiction, and air and marine law enforcement support. The Marine Division of AMO operates 73 vessels. The marine fleet includes 39-ft. interceptor vessels, 33-foot SAFE boats, various utility craft, and larger ocean-going support and radar platform vessels. These AMO vessels operate mostly along U.S. coastlines and in U.S. seaports.

Multi Agency Craft Conference Makes its Mark

North of England P&I Club Announces New Appointments

The 39 million GT North of England P&I club is boosting its successful Greek office with two new appointments. Tony Allen and Helen Yiacoumis, both maritime lawyers with previous experience of working in Piraeus, are joining the office set up two years ago by Mike Salthouse and John Owen to serve the club’s substantial Greek membership. Allen and his Greek-speaking wife, Gordana, returned to Greece this month after four years in England. He formerly worked in Piraeus on P&I and FD&D matters with international maritime law firm Norton Rose before moving to the North of England’s head office in Newcastle-upon-Tyne in 1998, becoming involved with a wide range of P&I issues including container operations, cargo claims and oil pollution matters.
