Hawaii Ship Repairers Fined $700,000

The U.S. Environmental Protection Agency and the Hawaii State Department of Health settle with Marisco Ltd for pollution offences. The violations took place at Marisco's ship repair and drydock facilities at Kalaeloa Barbers Point Harbor on Oahu. This is the largest Clean Water Act civil penalty against a ship repair facility nationwide. The settlement, a consent decree, was lodged with the U.S. District Court for the District of Hawaii and is subject to a 30-day public comment period and court approval. “To protect Hawaii’s precious coastal waters and coral reefs, ship repair facilities must have pollution controls in place,” said Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest.

MARAD $14.7M in Grants for Small Shipyards

On April 15, the U.S. Department of Transportation’s Maritime Administration (MARAD) announced $14.7m in grant awards to help improve 17 small shipyards in 16 states. The funds will help these shipyards become more competitive by purchasing modern equipment and training workers. “These grants will help modernize small shipyards and strengthen our economy by making sure we maintain the ability to build and repair ships in the United States,” said U.S. Transportation Secretary Ray LaHood. “Small shipyards are an important part of our nation’s shipbuilding industry,” said David Matsuda, Acting Maritime Administrator. Hawaiian Companies Win Navy Contract

C&S Services Inc., Waipahu, Hawaii; Marisco, Ltd., Kapolei, Hawaii; Pacific Shipyard International, LLC, Honolulu, Hawaii; Propulsion Controls Engineering Hawaii, Aiea, Hawaii; Q.E.D. Systems Inc., Virginia Beach, Va., are each being awarded a potential maximum of $15 million for indefinite-delivery/indefinite-quantity contracts to provide repair, maintenance, and alteration to U.S. Government waterborne vessels and surface ship, visiting or homeported in the Hawaiian Islands, and procure long lead time material in support of these activities. Work will be performed in Honolulu, Hawaii, and is expected to be completed by January 2011. Contract funds in the amount of $10,000 will expire at the end of the current fiscal year.

Marisco Signs $5.4M Navy Deal

Marisco, Ltd, Kapolei, Hawaii, is being awarded a $5,450,152 firm-fixed-price contract for the Restricted Availability of the Repair Berthing & Messing Barge (YRBM-52). This contract contains options, which if exercised, would bring the total cumulative contract value to $7,618,379. Work will be performed in Kapolei and is to be completed by May 2003. Contract funds will expire at the end of the current fiscal year. This award was competitively procured and advertised electronically in the Federal Business Opportunities Web site, with five proposals solicited and two offers received.
