Gas Starts to Flow to Freeport LNG Export Plant

Freeport LNG's long-shut liquefied natural gas (LNG) export plant in Texas started receiving pipeline natural gas over the long U.S. Martin Luther King Jr holiday weekend, according to Refinitiv data.U.S. LNG exports have been steadily increasing for years and Freeport, the second biggest U.S. LNG export plant, is one of a number of key facilities for shipments around the world, where demand has soared following Russia's decision to largely cut off piped gas supply to Europe after Moscow's invasion of Ukraine.Gas started flowing to Freeport on Jan.

Obama, Modi Aim High on India Trip

In a fresh bid to make India an enduring strategic partner, U.S. President Barack Obama lands in New Delhi on Sunday for a highly symbolic parade and to nurture friendship with a prime minister who until last year was persona non grata in Washington. Obama will be the first U.S. president to attend India's Republic Day parade, a show of military might long associated with the anti-Americanism of the Cold War, and will host a radio show with Prime Minister Narendra Modi. His presence at Monday's procession at Modi's personal invitation is the latest revival in a roller-coaster relationship between the two largest democracies that just a year ago was in tatters.

CA Port Seeks Public Feedback on Expansion

The Port of San Diego apprises it is to host separate open house events for the public to provide feedback on its long-range vision and 'Integrated Port Master Plan Update' process. The Port of San Diego, the fourth largest in California, is in the midst of developing a 50-year Vision Plan as part of the Port Master Plan Update to help set the course for future land and water uses in San Diego Bay. At each open house, port consultants will present an overview of the Vision process and input received over the last six months during the first-phase visioning effort.

OMB - Completes Review of MODU / OSV Training & Manning Requirements

The Office of Management and Budget (OMB) completed its review of RIN 1625-AC10: the draft Coast Guard requirements for training of personnel and manning on mobile offshore drilling units (MODUs) and offshore supply vessels (OSVs) engaged in US outer continental shelf (OCS) activities. With regard to the training of Personnel and Manning on Mobile Offshore Units and Offshore Supply Vessels Engaged in U.S. Outer Continental Shelf Activities, the Coast Guard is considering expanding, consistent with U.S. and international law, its maritime safety training requirements for all personnel working on offshore supply vessels (OSVs) and mobile offshore units (MOUs) engaged in activities on the U.S. Outer Continental Shelf, regardless of flag.

Sabine-Neches Canal Channel Limitations

Contractors continue work to remove construction scaffolding that collapsed into the waters adjacent to the Highway 82/Martin Luther King (Gulfgate) bridge in Port Arthur, Texas. Vessel Traffic Service (VYS) Port Arthur will continue to enforce VTS Measures, including prohibiting vessels from meeting or overtaking within 1,000 feet of the bridge and requiring passing vessels to favor the red (east) side of the canal. The Coast Guard will also allow vessels with drafts greater than 30 feet to transit the waterway, on a case-by-case basis, provided those vessels are accompanied by sufficient tugs to safely favor the red side of the channel at a slow speed.

Steamship Mutual: US Vessel Response Plans – Contingency Plans

Washington State – Alaska – Non tank final rule & Washington State – Contingency Plan requirements. We refer to our circular no. B.613. As stated in that circular, every tank vessel and every other vessel over 300 GT is required under State law to file a contingency plan prior to entry into the waters of Washington State but that instead of filing his own plan an owner can subscribe to an umbrella oil spill contingency plan. Since publishing the abovementioned circular, Washington State Maritime Co-operative (WSMC) has changed its enrolment agreement and the version with footer “WSMC Enrolment Agreement – December 2013” conforms with the International Group’s guidelines on vessel response plans.

U.S. Coast Alert

VRP Service Disruptions September 2 and 5-9, 2013. The VRP program will be transitioning to the new Coast Guard Headquarters building September 5th  through September 9th, 2013. As a result, there will be a disruption to VRP service during this time. Staff will not have access to computers or phones. Additionally, September 2nd is a federal holiday, limiting VRP staff availability to September 3rd and 4th that week. Please plan ahead to ensure that all upcoming submissions are made in a timely manner. Telephone numbers will remain the same.

LA Harbor Commission to Consider Final EIR

The Port of Los Angeles has released a Final Environmental Impact Report (EIR) for the Southern California International Gateway (SCIG) Project. The proposed project, which involves the construction and operation of a railyard on outer Port property, is located in an industrial area between Sepulveda Boulevard to the north, Pacific Coast Highway to the south, SR-47 to the east and the Dominquez Channel to the west. The Los Angeles Board of Harbor Commissioners will consider certifying the Final EIR at its meeting on Thursday, March 7, 2013 at 8:30 am. The original meeting location in the Final EIR notice has now been changed to the Cruise Center Terminal Annex Building, located at 390 N. Harbor Boulevard in San Pedro, just north of the USS IOWA.
