IMO 2020: U.S. Restricts the Use of Certain Fuels in Scrubber Vessels

With the January 1 implementation of IMO 2020, which requires dramatic reductions in the sulfur content of emissions from ocean-going vessels, the United States government issued a new rule that it asserts actually facilitates the distribution of compliant fuel.The US Environmental Protection Agency asserts that it is taking steps to allow for the distribution of distillate fuel with sulfur content of up to 5,000 ppm sulfur—something that it asserts was previously prohibited.

Vice Adm. Richard Hunt to lead SNA

Retired Vice Adm. Richard Hunt will assume the position of president of the Surface Navy Association (SNA) at the association’s annual symposium in January. Hunt succeeds retired Vice Adm. Barry McCullough, who has been president since 2013.Hunt is a graduate of the University of Wisconsin-Madison and was commissioned in February 1976 through the Officer Candidate School program in Newport, R.I. He attended Naval Post Graduate School, receiving a Master of Science in Telecommunications Systems Management in March 1988.He has served in USS Sampson (DDG 10), USS Underwood (FFG 36) and USS Roark (FF 1053), and has commanded USS Crommelin (FFG 37) and USS Philippine Sea (CG 58).

SNA Concludes Annual Symposium

The Surface Navy Association (SNA) concluded its 29th annual three-day symposium in Arlington, Virginia, Jan. 12. The symposium focused on distributed lethality to enable sea control and facilitated professional discussions between military members, industry representatives and lawmakers regarding surface warfare technology, tactics, training and career development. The first day commenced with welcomes, roundtable discussions and keynote addresses by Navy leaders, including Vice Chief of Naval Operations Adm. William Moran and Master Chief Petty Officer of the Navy Steven Giordano. Vice Adm. Thomas Rowden, commander, Naval Surface Forces/Naval Surface Force, U.S. Pacific Fleet, detailed his new Naval Surface Force Strategy and related it to the symposium's objectives.

Edison Chouest Opening Mississippi Shipyard

Edison Chouest Offshore locating shipbuilding operations, TopShip, LLC, in Gulfport, Miss. Gov. Phil Bryant and officials from Edison Chouest Offshore, an offshore energy service and supply company, officially announced today the company is locating shipbuilding operations at the Port of Gulfport in Gulfport, Miss. The project represents a $68 million corporate investment and will create 1,000 full-time jobs. Edison Chouest Offshore’s new Gulfport operations, TopShip, LLC, will be located at the Port of Gulfport’s new inland port on Seaway Road.

‘Old Salt’ Designation Passed to Vice Adm. Tidd

The “Old Salt” designation, honoring the Surface Warfare Officer (SWO) serving on active duty with the earliest Surface Warfare Qualification, passed from Adm. Sam Locklear to Vice Adm. Kurt Tidd at a June 22, 2015 ceremony at Washington, DC. Locklear, the recent Commander, U.S. Pacific Command, retired on June 30, 2015. Tidd is currently the Assistant to the Chairman of the Joint Chief of Staff. Locklear has been the “Old Salt” since May 2014. “In the Navy, we have an expression for a respected, experienced and knowledgeable mariner. We call them ‘Old Salts,’” said Vice Adm.

Fernstrum Owners Purchase WEKA

Netherlands’ based WEKA Boxcoolers B.V., manufacturer of copper nickel boxcoolers, was recently purchased by Dunlap & McCullough Holdings LLC, a holding company owned by Paul Fernstrum, Sean Fernstrum, and Todd Fernstrum. Paul Fernstrum, Sean Fernstrum, and Todd Fernstrum also own R.W. Fernstrum & Company. The purchase of the Netherlands’ based company was finalized April 30, 2014. In 2001, R.W. Fernstrum & Company partnered with WEKA Boxcoolers to manufacture and sell boxcoolers in North and South America, a partnership that has grown synergistically over the years. WEKA Boxcoolers B.V. and R.W. Fernstrum & Company will remain independent companies. Cees de Kwant along with rest of the WEKA team will continue to operate WEKA Boxcoolers in Krimpen a/d Ijessel.

USS The Sullivans Provides Assistance to Saudi Dhows

The guided-missile cruiser USS The Sullivans (DDG 68) provided medical assistance to a vessel in distress in the Arabian Sea, approximately 40 miles off the coast of Saudi Arabia, Aug. 18, while conducting maritime security operations in the area. The three-person crew of motor vessel Abir Alqaray No. 4, a 35-meter Saudi Arabian-flagged dhow contacted The Sullivans by visual means asking for medical assistance for an unconscious crew member. The Sullivans received the request while in the process of assisting another Saudi Arabian-flagged dhow named Pal Khat No. 4 with a casualty to her engine. According to Ensign Elizabeth Decker, conning officer, the crew did not speak English, but it was clear that they were in some form of distress.

McCullough Takes Helm of Surface Navy Association

Retired Vice Adm. Barry McCullough has been named to succeed retired Vice Adm. Ron Route as president of the Surface Navy Association. Route will become the president of the Naval Postgraduate School in Monterey, Calif., in early October. McCullough retired from the U.S. Navy in 2011 where he was Commander, U.S. Fleet Cyber Command/Commander, U.S. 10th Fleet. He also served as Deputy Chief of Naval Operations for Integration of Capabilities (OPNAV N8) and Director of Surface Warfare (OPNAV N86).

This Day in U.S. Coast Guard History – Dec. 22

1904-Near Oak Island and Fire Island, New York the American schooner Frank W. McCullough ran aground on Fire Island Bar, 2 miles from the former station and 4 from the latter, at about 9 am. The Oak Island crew reached the vessel at 10:30 am and the Fire Island crew a half hour later. They found her pounding heavily and leaking badly. They manned the pumps and assisted the crew in throwing overboard the cargo of lumber; but on the flood tide the sea began to break over the wreck and the were obliged to give up for fear of being washed overboard. The Fire Island surfboat filled in the seaway and foundered. At midnight the sea moderated and all hands, 14 surfmen and 5 of schooner crew, abandoned the wreck in the Oak Island surfboat and at 2 a.m. reached the shore. The vessel was lost.

Capstone Turbine Corporation (www.capstoneturbine.com), a manufacturer of microturbines, entered into an original equipment manufacturer (OEM) agreement with Kilo-Pak for microturbine-based onboard power packages for the marine industry.Onboard power plays a crucial role on commercial vessels and luxury yachts, providing power for navigation, communication and computer systems; on-board lights; heat; galley and elevator operations; helicopter landing pads; and more. Kilo-Pak, a Reagan Equipment subsidiary, developed a traditional onboard-power generator for the luxury yacht market in 2008 that uses diesel engines. Koch Receives America and the Sea Award

William I. Koch, founder of the Oxbow Group, philanthropist, collector and sailor, has been named the recipient of the America and the Sea award which is presented annually by Mystic Seaport. Koch will receive the award Thursday, October 29, at a gala held in his honor in New York City. The annual award recognizes an individual or organization whose contributions to the history, arts or sciences of the sea best exemplify the American spirit and character. Previous winners have included pre-eminent yacht designer Olin J. Stephens II, respected author and historian David McCullough and the President and CEO of Crowley Maritime Corporation Thomas B. Crowley, Jr.

SNA West Coast Symposium Highlights Maritime Strategy

Vice Adm. D. C. Curtis, Commander, Naval Surface Forces and Commander, Naval Surface Force, U.S. Pacific Fleet, kicked off the 10th annual Surface Navy Association (SNA) West Coast 2008 Symposium Aug. 28 at Naval Base San Diego. 'Executing the Maritime Strategy' was the theme of this year's symposium for which Curtis provided opening remarks. The event provided members of the surface warfare community an opportunity to discuss maritime strategy issues critical to the future success of the Navy. Some topics of discussion at the day-long symposium included international programs in support of Maritime Strategy, Maritime Strategy in Africa, Maritime Strategy in the Pacific, Maritime Strategy in the and Resourcing the Maritime Strategy.

Navy: LCS Price Tag Soars

That would amount to a price tag of $550m for the new small, flexible and fast LCS’, which are designed to counter coastal threats, including floating mines, diesel submarines and speedboats. Vice Adm. McCullough, deputy chief of naval operations, gave the new estimate for the ship's cost at a hearing held by the House Armed Services seapower subcommittee. Lockheed and General Dynamics are each building the first of two different designs for the new ship class. New Partnership Sails to Charleston School of Law

The Seamen’s Church Institute (SCI) of New York & New Jersey and the Charleston School of Law announced an agreement to work together to provide educational opportunities on seafarers’ rights for students and local lawyers in South Carolina. The new partnership includes several educational programs, such as an annual roundtable discussion, an annual lecture on seafarers’ rights, a yearly continuing education seminar for Charleston-area lawyers and a New York-based student externship program. A highlight of the new partnership is an annual May externship for a Charleston School of Law student. The recipient, picked in a highly competitive process, will spend a month at the Seamen’s Church Institute headquarters in New York.

Subcommittee Calls Public Hearing on LCS

The Navy’s ship for future sea warfare has become so problematic a congressional subcommittee has called a public hearing to get immediate answers. The Seapower and Expeditionary Forces Subcommittee will hear from those responsible for the Littoral Combat Ship program. In recent weeks, the program to build a fast, flexible and lightly manned warship has been beset with issues. Its advertised price of $220 million per hull rose dramatically to estimates toward $400 million a piece. The Navy wants 55 of the frigate-sized, shallow draft ships, making it a cornerstone of the future fleet. It’s designed to operate close to shore with a ship’s crew of just 40 sailors and a mission crew and air detachment of 35.

Panama Canal's Locks Stand Test Of Time

The man-made chasm, large enough to swallow the Titanic whole, yawns before him. To reach the bottom takes an elevator, a hard hat and no fear of heights. But for Ivan Lasso, superintendent of the Panama Canal's Pacific locks, entering the void is all in a day's work. The huge 85-year-old lock chambers need a routine overhaul. When the locks were hand-poured in 1913, they were the largest reinforced concrete structures ever, allowing engineers to dream up skyscrapers they would later build in Manhattan. Tall as a six-story building, the 700-ton riveted steel Miter gates - 88 in all in the 50-mile (82 km) canal's three flights of locks - established Pittsburgh as a steel town.
