Navies operate on a spectrum between deterrence and defense, to include offensive operation, support of foreign policy, and power projection to civil affair and humanitarian assistance and disaster response. Many have constabulary responsibilities, and it could be argued that, with the exception of the largest navies, most are more like a coast guard than a military force in their normal responsibilities.Every Navy is different. Russia Struggles to Modernize its Navy

Yaroslav Mudry. Photo from kaliningrad.kp.ru

President Vladimir Putin calls improving the Russian navy's combat capabilities a priority. The unfinished husks of three guided-missile frigates that have languished for three years at a Baltic shipyard show that is easier said than done.Earmarked for Russia's Black Sea Fleet, the frigates fell victim to sanctions imposed by Ukraine in 2014 after Russia annexed the Crimean peninsula, prompting Kiev to ban the sale of the Ukrainian-made engines needed to propel them. With Moscow unable to quickly build replacement engines for the Admiral Grigorovich-class frigates, construction stopped.

U.S. Army General to Lead to Puerto Rico Recovery Effort

The Pentagon named a senior general to command military relief operations in hurricane-ravaged Puerto Rico on Thursday and the Trump administration sent a Cabinet emissary to the island as U.S. lawmakers called for a more robust response to the crisis. The U.S. territory of 3.4 million people struggled through a ninth day with virtually no electricity, patchy communications and shortages of fuel, clean water and other essentials in the wake of Hurricane Maria, the most powerful storm to hit the island in nearly 90 years. The storm struck on Sept. 20 with lethal, roof-ripping force and torrential rains that caused widespread flooding and heavily damaged homes, roads and other infrastructure. The storm killed more than 30 people across the Caribbean, including at least 16 in Puerto Rico.

Is Beijing Outflanking the US in the South China Sea?

USS Carl Vinson (CVN 70) (U.S. Navy photo by Nathan K. Serpico)

For much of the last week, the U.S. aircraft carrier Carl Vinson has been patrolling the South China Sea. It is just the kind of display of Washington’s power and global reach that the U.S. Navy excels at – both to reassure allies and, in this case, send a message to potential foes. How much longer Washington will be able to perform such operations unchallenged, however, is an increasingly open question. Some military experts project that within a little more than a decade, China’s People’s Liberation Army Navy may have more warships than Washington under its command.

As Iran Oil Tenders Near, Investors Still in the Dark on Terms

Two years after Iran pledged to open up its oil industry in anticipation of the lifting of sanctions, foreign companies say they still have little information about Iranian oil fields and contract terms, hindering investment decisions. Bosses from oil majors including BP, Total, Eni, Royal Dutch Shell and LUKOIL have all travelled to Tehran this year, since the EU sanctions ended in January. Their teams spent weeks meeting local officials ahead of investment tenders due to start next month. But several senior executives and members of their negotiating teams told Reuters they still had not been given sufficient information about the geology of Iranian fields or contract terms.
