Singapore Aims to Incentivize Environmental Protection During Salvage Ops
A statement from a Singapore Ministry of Law spokesperson outlines details of a Bill for read in Parliament today regarding maritime salvage:The Singapore Ministry of Law will table the High Court (Admiralty Jurisdiction) (Amendment) Bill (“the Bill”) for First Reading in Parliament on 4 May 2020. The High Court (Admiralty Jurisdiction) Act is the primary legislation on admiralty jurisdiction in Singapore. The Bill will extend the Singapore High Court’s admiralty jurisdiction to special compensation claims arising from salvage operations which prevent or minimize environmental damage, even if the ship or its cargo are not saved. Salvors may hence enforce such special compensation claims by way of actions in rem (i.e.
Singapore Becomes Sea-Dispute Settlement Centre
The government of Singapore has become a venue in Asia to settle maritime disputes for proceedings before the International Tribunal for the Law of the Sea (ITLOS). A joint declaration was signed between ITLOS president Vladimir Golitsyn and permanent secretary to the ministry of law Ng How Yue to allow the Republic to become a venue to settle disputes relating to the law of the sea. Under the commitments of the joint declaration, Singapore will provide appropriate facilities to the tribunal for a special chamber of the tribunal or the tribunal to sit or exercise its functions in the city-state. ST Engineering Appoints New Director
Singapore Technologies Engineering Ltd (ST Engineering) today announced the appointment of Dr Beh Swan Gin as an independent and non-executive Director of the Company with effect from 1 September 2014. Dr Beh, 47, is the Permanent Secretary of the Ministry of Law. He was Managing Director of the Singapore Economic Development Board (EDB) from 2008 to 2012. Dr Beh is a medical doctor by training and graduated from the National University of Singapore. He is also a Sloan Fellow with a Master of Science in Management from Stanford University's Graduate School of Business, and completed the Advanced Management Programme at the Harvard Business School in 2012.
