Bangladesh has employed its second liquefied natural gas (LNG) terminal with the beginning of operations of floating storage and regasification unit (FSRU) 'Summit LNG' offshore Moheshkhali Island in the Bay of Bengal.According to Excelerate Energy, the FSRU completed commissioning of the LNG terminal, owned by Summit LNG Terminal, on April 29, 2019. In 2017 Jumbo was awarded a contract by Geocean for the Moheshkhali Project, which is seeing a floating liquefied natural gas (LNG) import terminal developed off the shores of Moheshkhali Island in the Bay of Bengal, Bangladesh. Svitzer will provide marine support services for the Excelerate Energy FSRU at Bangladesh’s first liquefied natural gas (LNG) import terminal. Excelerate Energy Bangladesh Limited awarded Svitzer the 15-year contract following a competitive tender process. The contract also includes a five-year option. Bangladesh’s first LNG import terminal, located offshore Moheshkhali Island in the Bay of Bengal, will enable Petrobangla, the state owned energy company, to increase natural gas supply in the country by up to 20 percent, sufficient to support up to 3,000 MW of power generation capacity. The construction of the terminal will commence in the fourth quarter of 2017 and is anticipated to be in service by mid- 2018.

IFC, a member of the World Bank Group, and Excelerate Energy Bangladesh Limited (Excelerate) are co-developing the Moheshkhali Floating LNG project – Bangladesh's first liquefied natural gas (LNG) import terminal. IFC and Excelerate announced securing the debt financing for the project to help expand access to clean energy in Bangladesh. Bangladesh's State-owned Petrobangla has inked final deals with Summit LNG Terminal Co to development the country's second floating LNG terminal. The Financial Express reported that Summit group will install a Floating Storage and Re-gasification Unit (FSRU) at Moheshkhali Island in the Cox's Bazar. The terminal will have 500 million meter standard cubic feet per day (mmscfd) capacity, which would go on operation after 18 months. The cost of the second project is estimated at $400 million-500 million, which Summit will implement jointly with US based General Electric as an 20% equity investment partner. Excelerate Energy L.P. (“Excelerate”), Petrobangla, and the Government of Bangladesh executed the Terminal Use Agreement (“TUA”) and the Implementation Agreement (“IA”) for the construction and operation of Bangladesh’s first LNG import terminal – Moheshkhali Floating LNG. Located offshore near Moheshkhali Island in the Bay of Bengal, the terminal will provide the crucial infrastructure required for the country to access natural gas from global markets. The signing of the agreements signals the commencement of the project and the approval to move forward to implementation. The terminal is expected to be in operation in 2018. The project is a result of the collaboration between Excelerate, Petrobangla, and IFC, a member of World Bank.

Bangladesh on Thursday signed a deal with Texas-based Excelerate Energy to build its first floating terminal for importing liquefied natural gas (LNG) as it looks to ease chronic energy shortages. The floating storage and regasification unit (FSRU) terminal at Moheshkhali Island in the Bay of Bengal will be able to handle 5 million tonnes of LNG per year, Istiaq Ahmed, chairman of the state-run Bangladesh Oil, Gas and Mineral Corporation, said at a signing ceremony in Dhaka. Excelerate will develop the terminal by the first quarter of 2018 and operate it for 15 years, he said. The terminal will have berthing and mooring facilities and a daily regasification capacity of at least 500 million cubic feet. The government is in talks with Qatar to import LNG.

The overall number of orders is similar to the average ordering pace over the past 10 years, during which an average of roughly 25 production and storage floaters were ordered annually. But the ordering pace by type unit is quite different. FPSO orders in 2014 were 25% below the 13.5 average ordering pace over the past ten years – and in 2014 no orders were placed for Spars, TLPs or Production Semis, which between 2004 and 2013 averaged 3.5 orders per year. Offsetting these declines were gains in orders for FLNGs and FSRUs.

2014 Floater Orders – We thought it would be useful to provide a summary of floater orders placed last year. As listed below, 25 units were ordered during the year - 10 FPSOs, one Barge, four FLNGs, seven FSRUs and three FSOs. 2015 Outlook for Floater Orders – The drop in oil/gas prices and ongoing implosion in Petrobras have combined to create a perfect storm in the deepwater sector. More than 170 projects involving oil production floaters and 35 floating liquefaction projects are in the planning stage.

The floating production business continues to be very strong, particularly in the LNG gas processing sector. Last month saw a speculatively ordered floating liquefaction plant – a $1.2 billion contract – as well as several regasification vessel contracts. Here’s a snapshot of what’s happening in the business. In total, 320 oil/gas floating production units are now in service, on order or available for reuse on another field. FPSOs account for 65% of the existing systems, 78% of systems on order. Production semis, barges, spars and TLPs comprise the balance.

Excelerate Energy and Petrobangla have reached agreement on terms for the development and operation of Bangladesh’s first LNG import terminal. The agreement includes the provision of one of Excelerate’s existing floating storage and regasification units (FSRU) under a 15-year long-term charter, as well as the design and construction of the facility. Located offshore near Moheshkhali Island in the Bay of Bengal, the terminal will provide much needed natural gas to the southeastern Chittagong region of Bangladesh. The facility will include the installation of a subsea buoy system anchored offshore. The buoy system will act as both the mooring mechanism for the FSRU and as the conduit through which natural gas is delivered to shore through a subsea pipeline.
